Three-council plan for Suffolk proposed
In June, the county was given nearly £300,000 to help develop plans for council restructuring.Local government minister Jim McMahon said the funding should be split between councils and he hoped areas would collectively submit final proposals.The five district and borough councils will now vote on whether to take forward their three-authority idea.The published proposals do not contain details about boundaries or names for the new councils.
West Suffolk Council will be the first of the authorities to vote on the proposal.Cliff Waterman, the Labour leader of the council, said: "This is a once-in-a-generation opportunity to ensure local government stays local and delivers for the communities and businesses it serves."A local unitary authority specifically for the western area of Suffolk would find it far easier than one mega council to concentrate on the unique attributes and needs of our market towns, and on the rural communities that surround them."The other local authorities will vote on the plans soon, with proposals due to be submitted to the government in September.
Suffolk County Council has accused the district and borough councils of leaving "communities in the dark" over a lack of detail in their proposals.Richard Rout, the council's cabinet member for local government reform, said: "This detail is important not only for the public, who rightly want to know where their town or village is within the districts' proposals, but also for us as we model the service implications for some of Suffolk's most vulnerable residents if the government chooses to break Suffolk up."Are they suggesting Felixstowe is in with east Suffolk or Ipswich? Where is Hadleigh, Woodbridge or the Shotley peninsula?"We just don't know, and by not coming clean they're keeping the public in the dark and putting service users at potential risk."

Fears horse racing betting tax proposal could hit Newmarket

Stuart Williams is a Newmarket horse trainer and felt the tax increase was a "real threat".He argued that since casino slot machines were often made in other countries, there was no large industry behind its operation."The horseracing industry is a huge industry, a world-leading industry that creates inward investment for this country, millions and millions of pounds worth of investment and creates a huge amount of work for the rural economy," he added. Steve Elsom, chair of Love Newmarket Business Improvement District (BID), said the wider Newmarket business economy could similarly feel the effects of the tax increase on bookmakers."If bookmakers decide they are going to spend less of their revenue in racing, that will have an obvious effect on towns like Newmarket," he said."There are half a dozen bookmaker premises in town, but more broadly they spend a lot of money in and around the horse racing sport."Horse racing is the second most-watched sport in the UK, but gets very little column inches."So any diminution of money going into racing will have an adverse impact." 'Make it harder' Vicky Snell, who owns Victor Victoria Coffee in Newmarket, said she saw an increase in business during race meets."I think it will change the landscape," she said. "Stables will probably have to cut their work staff, which means less people coming in on a daily basis, so it's not all about the racing."I think it will make it harder within Newmarket." The government is looking to bring existing online betting duties into one single rate.A Treasury spokesperson said: "The UK's gambling tax system is outdated and inconsistent, which is why we are consulting on how to level the playing field so all online gambling pays the same rate, working closely with the horse racing sector."The Treasury added there were no plans to change the ways bets are made at racecourses, which are exempt from any tax. 'The Reform administration at Leicestershire county council has lacked leadership and direction from the very start,' Taylor said. 'So it comes as no surprise to us that councillor Joseph Boam has been shown the door after just three months as deputy leader of Leicestershire county council and cabinet lead member for adults. 'Frankly, he was wholly unqualified for such a critical role and lacked the experience or judgment to bring anything of value to the position. 'Adult social care and communities is one of the most important and challenging portfolios in local government. It requires steady hands, long-term commitment and a depth of understanding. What it has been given instead is instability, poor judgment, and revolving-door appointments. 'At a time when Leicestershire needs stability, vision, and experienced leadership more than ever, residents are being served a plate of chaos. Reform promised change, what they're delivering is a shambles.' A Reform UK source said: 'Joseph deserves thanks for his role in helping to establish the Reform group at Leicestershire county council and we wish him well as he moves into a new role where he will continue to support the group's efforts at County Hall.' Reform won 25 out of the 55 seats on the council and formed a minority administration after the local elections in May, seizing control from the Tories. Boam was not the youngest Reform councillor with a senior county council position. In Warwickshire county council, 19-year-old George Finch is leader.
