Whistleblowers hint at legal fight against BCC mayor

Belagavi: RTI and social activists Sujit Mulgund and Rajeev Topannavar, along with high court lawyer Nitin Bolabandi, have demanded that Belagavi City Corporation (BCC) mayor Mangesh Pawar and corporator Jayant Jadhav, who were disqualified over allegations of violating office of profit norms, should resign immediately.
Senior officials, including the Belagavi City Corporation Commissioner, should take legal action in this regard. If the govt continues to be negligent, they will take to the streets and fight, along with intensifying the legal battle.
Speaking to the media on Saturday, the social activists said they obtained information about the Belagavi mayor and corporator through RTI. It has come to light that they gave false information while submitting their asset details.
This is a serious violation of Section 19 of the Karnataka Municipal Corporations Act, 1976, by corporators. According to Section 19, it is mandatory for every corporator to file annual declarations of assets and liabilities not only for themselves but also for their spouse and dependent family members.
Failure to do so, or filing a false or incomplete declaration, will automatically result in dismissal from office.

Sub-section (1) of Section 19 mandates that every councillor shall file with the mayor of the corporation a declaration of all assets owned by them and their family members. This must be done within a month of assuming office after election. Sub-section (2) causes automatic cessation of councillorship should they fail to file such a declaration or if the one filed is false or incorrect. Sub-section (3) provides that if any question as to the cessation of councillorship should arise, the same shall be finally decided by the govt on a reference being made by the corporation.
Obviously, this provision has been enacted to bring probity and transparency to political functionaries in local bodies.
"On what basis are disqualified city employees allowed to hold office and exercise power? According to the Karnataka Municipal Act, they cannot even vote. This would be a crime. Elected representatives who hide assets cannot continue in office. We demand immediate verification of asset declarations and strict enforcement of the law. We will pursue legal remedies if the corporation fails to take action," the activists said.

Indore: The Indore division bench of Madhya Pradesh high court on Monday allowed the appeal of the National Testing Agency (NTA) and set aside the writ court order that directed a re-test of NEET UG 2025 for students who faced power cuts during the exams on May 4, 2025. The court allowed writ petitions filed by the NTA against the June 23 order that directed the agency to conduct the retest of students approaching the court before June 3, with grievances that power cuts adversely affected their ability and concentration during the tests on May 4. The bench, comprising Justice Vivek Rusia and Justice Binod Kumar Dwivedi, while clubbing a bunch of appeals from the NTA and the students, said in the order, "..we do not find that it is a fit case for a re-test of NEET (UG) 2025. Hence, all the Writ Appeals filed by the NTA stand allowed. The impugned order passed by the Writ Court dated June 23, 2025, is hereby set aside, and all the writ petitions are dismissed." It is the responsibility of the local administration to prepare the list of centres that can be used for these types of important examinations by any of the agencies, it said. The court observed that it is correct that students prepared a whole year before appearing in this examination, which is a turning point in their career. "They must have taken coaching from higher and expensive coaching centres along with their regular studies of Higher Secondary School Examinations. Therefore, if they faced this type of situation, they and their family members may feel in their entire life that because of this incident, they could not reach a place they dreamed of in life," it observed. It is correct that for every child, this exam is very important for his future career, but it is also important to note that out of 27,264 candidates, only 70 candidates filed writ petitions complaining about disruption due to power outage, which is a very insignificant figure, the court observed. Earlier, Solicitor General Tushar Mehta submitted that the learned Single Judge's direction for a re-test was impractical as the NEET (UG) exam is conducted in a single shift with one question paper to preserve comparability and fairness. He contested that the direction to conduct a re-test would significantly delay the commencement of this academic session.

Chandigarh: Punjab water resources minister Barinder Kumar Goyal informed the vidhan sabha on Monday that water reservoir levels in Punjab were stable and there was currently no flood-like situation in the state. Responding to a calling attention notice moved by Sultanpur Lodhi MLA Rana Inder Pratap Singh regarding preventing flood threats in low-lying areas due to rising water levels in reservoirs, Goyal said that the state govt had implemented comprehensive arrangements to address every potential scenario. Goyal said that water levels in major reservoirs remained within safe limits as of July 10. He said that the current level at Bhakra Dam stood at 1,590.48 feet compared to 1,614.89 feet on July 10, 2023, during the floods that year. "Similarly, the current level at Pong Dam is 1,325.48 feet, which was 1,350.63 feet on July 10, 2023, during the 2023 floods. The current level at Ranjit Sagar Dam is 505.41 metres compared to 520.2 metres on July 10, 2023, during the 2023 floods," said Goyal, adding that "all three reservoirs are operating safely with ample buffer from danger levels". These are not isolated issues, but part of a wider governance failure," she said, urging the state to take urgent action.
