States approves idea of loan to buy Sark electricity firm

Sark's government could receive up to £1.5m in a loan from the States of Guernsey, politicians have agreed.Sark's Chief Pleas requested the money to purchase Sark Electricity Limited (SEL) and bring the island's only electricity supplier into public ownership.The States voted for the plans by an overwhelming majority. Vice President of Policy and Resources Heidi Soulsby said: "We believed we had a moral obligation to support our sister island on such an important matter for them."
Deputy Soulsby added: "It will be for Sark to agree the terms as set out."Chief Pleas previously wrote to Guernsey's Policy and Resources Committee requesting the loan to purchase SEL.The States proposed conditions for the loan which included import duties on alcohol, fuel and tobacco being used as a security guarantee in the event of non-repayment.Soulsby said: "We needed to ensure we did not put Guernsey taxpayers' money at risk and so the loan facility comes with conditions."These include Sark's participation in the Bailiwick Commission to look at our constitutional relationship and its commitment to a full review of its taxation system to ensure financial stability."An interim report is due to return to the States by the end of the year.

"Even this week, Chief Pleas once again refused permission for a wayleave across the Coupe."By refusing this vital permission to allow key new infrastructure, Chief Pleas denies Sark the opportunity to grow and to thrive."Chief Pleas have made it abundantly clear that my investment is not welcome here and I simply must accept that fact."He added: "Ultimately, while I am genuinely disappointed to be exiting in this forced manner, I thoroughly love Sark and this, I believe, is genuinely in the island's best interest."The business transfer is due to take place on 3 Pleas said it would respond to the announcement and Mr Witney-Price's comments during the week.

King approves appointment of new HM Comptroller in Guernsey

The King has approved the appointment of Crown Advocate Hilary Pullum as His Majesty's Comptroller in her new role Ms Pullman will provide legal services and advice for the Crown, the States of Guernsey, the States of Alderney and the Chief Please of Sark. Ms Pullum succeeds Robert Tittering KC who has retired after almost nine years in the role. She said: ''Having served the Bailiwick as one of the lawyers within the Chambers of the Law Officers of the Crown since 2007, it is a privilege to be appointed as His Majesty's Comptroller and I will look forward to continuing to serve the Bailiwick in this post." Ms Pullum graduated with a law degree from the University of Wales in 1999, before qualifying as a solicitor in then specialised as an aerospace lawyer in London, providing regulatory advice and undertaking multi-jurisdictional litigation and arbitration. The Lieutenant-Governor, Lt Gen Richard Cripwell, said he was "delighted" the role was to be filled by a "candidate with the expertise and experience of Crown Advocate Pullum"."The role of His Majesty's Comptroller is central to the operation of the Royal Court and therefore to the Bailiwick itself," he said."I wish her every success."Crown Advocate Pullum will be sworn in as His Majesty's Comptroller on Tuesday 26 August, when she will also become a King's Counsel (KC).
