Skills, upskilling efforts should be part of employees' performance assessment: panellists

[SINGAPORE] Performance assessments should take into account not just employees' work output, but also their skills and efforts to upskill, said panellists at the SkillsFuture Forum on Monday (Jul 7).
Providing opportunities for employees to upgrade could address the longstanding fear of employers – that employees would leave after being upskilled. But employees may come around to seeing the value of the company and stay on instead, they added.
Human resource (HR) practitioners have been discussing the idea of rewarding employees for skills-upgrading, said Ong Chin Yin, chief people officer at Grab.
The managing director at Cragar Industries, Joseph Wong, employees at the precision manufacturer are encouraged to submit proposals for training and upskilling opportunities, and apply what they learn in their jobs. These efforts are then considered in annual performance reviews.
It can be hard to motivate employees to undergo training, as they may already be 'firefighting' in their day-to-day work or have other commitments, he noted. It is therefore important to provide incentives.
Skills should be embedded in performance measures, said Sagar Goel, managing director and partner at Boston Consulting Group (BCG).

At BCG, staff are evaluated partly on their competencies, he said. 'It shouldn't be just about business, operational KPIs (key performance indicators). How are you improving your skills?'
Held at Raffles City Convention Centre, the SkillsFuture Forum kicked off the 2025 edition of the annual SkillsFuture Festival. The forum, run on the theme 'Building Business Resilience and Enabling Career Growth through Skills Development', was moderated by The Straits Times' associate editor for newsroom strategy, Jeremy Au Yong.
Keeping talent
The panellists said that contrary to the fear of losing trained employees to other employers, the provision of training may itself help with retention.
BCG's Goel said: 'Why people choose to leave is because of the organisation, the people practices, the culture. If you are providing upskilling opportunities that are seen as meeting an emotional need, that is the reason people stay.'
Even if employees do leave, this could reflect positively on their original employer, said SkillsFuture Singapore chief executive Tan Kok Yam. If an employee spends many years with a company and can then command a higher salary elsewhere, the company should 'claim credit', he quipped.
'You are successful now, partly also because you spent five, 10 years with me. So this will be on my recruitment poster.'
Wong of Cragar Industries suggested that the loss from not training employees may be greater than the loss from their departures.
'If I'm going to have an employee that's not trained, not upskilled, (then) when I'm going to implement technology to stay relevant, and I don't have the people, what would the impact be?' he asked. 'What would the losses be?'
The precise return on investment (ROI) from training is less important when one considers the cost of not having trained staff, he added.
Goel acknowledged that many employers may not consider the ROI on training, because they see it as taking workers away from their jobs.
But if conducted at the workplace with the managers as trainers, training can be low-cost and have a higher ROI, he suggested.
The role of bosses
Though HR practitioners are usually given the responsibility of pushing for skills development, all other players – from management to individual employees – should have a part to play, said the panellists.
Ong from Grab suggested that HR people can start by asking their bosses 'smart questions', such as: 'Do you think we are maximising the skills available in the organisation?'
Such 'business-first questions' will prod management into considering how to make the best use of their employees' skills, she added.
Employers should tell their workers about the skills the company needs, said Wong. Employees need to know their company's direction, how they can align with this, and how it will shape their careers.
Goel proposed that employers work with employees to design training programmes and link these to their everyday, on-the-job needs.
Noting that there may be tension between the training needs of employees and the company, Tan stressed the need to arrive at 'some fundamental alignment'. Where such tensions exist, they could provide an opportunity for employees to take ownership of their own careers, said Ong.
Employees should figure out what they would like to pursue, then engage their managers on the issue.
Taking ownership
Employers can let employees take ownership by providing choice, Goel said.
Consultants at BCG are given a training budget, rather than being instructed to attend specific courses. They can discuss how to spend this with their line managers.
Upskilling is especially important because younger workers typically do not stay in each job as long, and also because technology is evolving and artificial intelligence (AI) is starting to take away the simplest jobs, said the panellists.
Cagar is trying to entice young workers to join the company, but progress on that front has been slow, said Wong. So it instead employs mature workers with transferable skills – even those from other industries – and trains them.
This helps the company 'buy time' to bring in younger talent. When they are found, the trained older workers are ready to serve as mentors.
Goel noted that AI may eliminate some jobs, but it will augment most.
Humans need to go back to human-centric skills, such as critical reasoning and figuring out problems to solve, he said. They are also capable of creativity, fresh insights and innovations.
Ong said: 'We might not need people who analyse data at the professional level anymore, but they need to know what the principles of analysis are, for example.'
Schools should not just impart knowledge as content, but ought to train their students to apply that knowledge in the workforce, she added. This can be done through work-study programmes and engaging practitioners to teach.

SINGAPORE: Singapore's Land Transport Authority (LTA) has clarified that it has no intention of fully liberalising cross-border ride-hailing services between Singapore and Malaysia, dispelling speculation raised in recent Malaysian media reports. The authority's statement on Aug 3, reported by Channel News Asia (CNA), follows discussions held between Singapore and Malaysian officials on Aug 1 regarding cross-border transport arrangements. While the possibility of enabling e-hailing platforms to operate across the Causeway was raised during the bilateral meeting, the LTA confirmed that no decision has been made. 'While we are open to ideas to improve the cross-border commuting experience, we would like to clarify that LTA has no plan to fully liberalise cross-border point-to-point transport via ride-hail services,' the authority said in its statement. Licensed taxis to remain the backbone of cross-border services Instead of extending services to ride-hailing giants like Grab, Singapore is focusing on improving existing cross-border taxi arrangements. Under the current scheme, up to 200 licensed taxis from each side are permitted to ferry passengers between Singapore and Johor Bahru. However, these taxis are only allowed to pick up and drop off passengers at one designated point in the other country, Ban San Street Terminal for Malaysian taxis and Larkin Sentral for Singapore taxis. LTA noted that the full quota of cross-border taxis is not currently being maximised, and it is encouraging full take-up to better meet commuter demand. In tandem, it is considering expanding the number of boarding and alighting points in both countries, as well as integrating ride-hailing platforms for booking these licensed taxi services. These steps, according to LTA, are aimed at enhancing convenience without upending the regulated framework that protects the interests of local taxi and private hire drivers. Johor's proposal for on-demand transport not yet agreed upon Reports in Malaysia, including The Malay Mail , suggested that Johor and Singapore were considering the launch of a cross-border e-hailing service. Johor Menteri Besar Datuk Onn Hafiz Ghazi stated that such a service could provide more flexible transport options and help ease congestion, as quoted by CNA . However, the LTA made it clear that any changes to the cross-border point-to-point transport regime would require mutual agreement between both governments; the existing taxi scheme operates on a reciprocal basis, and no decision has been made with finality for now. In short, Grab-style cross-border rides remain off the table for now, but slow and measured changes to improve convenience are on the horizon. SINGAPORE: A Grab food order customer found herself in the middle of a stormy exchange with a GrabFood rider, all over some shimmery little troublemakers: coins. The woman, who had opted for cash-on-delivery, insisted she had the full payment ready. The only catch was that it was entirely in coins. 'It's not mentioned in the [Grab] app that we're not supposed to pay in coins,' she said in a video posted to the PROFESSIONAL PHV DRIVERS SINGAPORE: G rab, Gojek, Tada n Ryde Facebook group and SGFollowsAll Instagram account, visibly annoyed when the rider refused to accept her shiny metallic offerings. The GrabFood rider, clearly not in the mood to play cashier, just declined the customer: 'I do not accept coins,' he said, adding that '[according to] the Singapore Currency Law, we can only accept up to 10 pieces of coins for any cash transaction… because you're not Singaporean, you don't know about this Singapore currency law.' Unimpressed, the customer shot back, 'Yeah, but is it mentioned in the [Grab] app?' before vowing to report the matter to Grab and check the law herself. 10 pieces of coins or 20? According to a Stomp report, the woman later claimed she went to do her homework and found that the Currency Act allows merchants to reject more than 20 coins of the same denomination, not 10. She also clarified that she had used mixed denominations, implying the rejection was unfounded. Online netizens poured into the comments section with opinions — and some spare change of their own. Many sided with the rider, saying customers should show more empathy for delivery workers who already face enough physical and mental challenges on the job. Ng Gan Poh, president of the National Delivery Champions Association, told Shin Min Daily News that such incidents happen once or twice a year. The most extreme case he personally encountered involved a customer who paid S$60 entirely in coins, which weighed up to three kilograms. 'I had to count it quickly and later find ways to spend it myself, because depositing coins in the bank comes with a fee,' Ng explained. That may sound like a weight-loss ad gone wrong, but it's a real burden for riders on the clock. While he acknowledged that small amounts (under S$20) are manageable, anything beyond that becomes a logistical pain, especially for riders with physical limitations. 'But if the customer has a genuine reason, we understand,' Ng said. Ideally, 'we hope customers and delivery riders can be understanding and avoid causing unnecessary inconvenience to one another,' he added. 'Most people mix notes and coins — not just coins!' Another seasoned rider, Zeng Guoshun, 52, echoed that sentiment. 'Most people mix coins and notes. It's rare to see someone pay entirely in coins,' Zeng said, as it's understandable that it may slow things down between deliveries. Delivery riders operate on tight schedules — especially during peak hours — and even a short delay caused by coin-counting can lead to cold food, late deliveries, and angry customers in the next queue. So… what does the law really say? According to Singapore's Currency Act, as reported by Mothership , it states that 20 coins per denomination per transaction in total are allowed. Therefore, a seller is only legally obligated to accept up to: 5 cents (20 pieces) = S$1 10 cents (20 pieces) = S$2 20 cents (20 pieces) = S$4 50 cents (20 pieces) = S$10 S$1 (20 pieces) = S$20 Total: S$37 So that's 100 coins in total across all five coin denominations that are limited for transactions. Beyond that, it's legal for the seller — in this case, the rider — to refuse. Apps like Grab do not always list payment guidelines in this level of detail, but many platforms reserve the right to allow their delivery partners discretion in accepting cash payments, especially in extreme or inconvenient scenarios. How can riders and customers work things out with some common 'cents' What started as a payment scuffle became a teachable moment for many — about mutual respect, basic courtesy, and knowing the limits of your spare change. For customers: Just because you can pay in coins doesn't mean you should. Just because you can pay in coins doesn't mean you should. For riders: Be kind, but don't carry someone else's baggage — or their piggy bank. As the debate continues, one thing is clear: loose change isn't just a wallet issue. It's a weighty matter in more ways than one.
