UK unveils £3 billion plan to train 120k workers, cut reliance on migrants

The UK government has unveiled a sweeping £3 billion skills initiative aimed at training 120,000 British workers in key sectors such as construction, engineering, and social care. The plan is part of efforts to reduce reliance on foreign labour while addressing workforce shortages.
Announced by Education Secretary Bridget Phillipson on Monday (local time), the Labour government's 'skills revolution' includes 30,000 new apprenticeship starts during this Parliament and is backed by a 32 per cent rise in the Immigration Skills Charge, a levy on employers hiring overseas workers.
Currently, one in eight people aged 16-24 in England is not in education, employment, or training, the government said. The investment aims to equip domestic workers with essential skills, boost productivity, and lay the foundations for long-term, inclusive economic renewal.
This funding is expected to create 45,000 additional training opportunities, particularly in sectors hit hard by post-Brexit labour shortfalls.
'We're backing the next generation by giving young people more opportunities to learn a trade, earn a wage and thrive,' said Phillipson. 'A skilled workforce is key to a stronger economic future.'
Skills England, the national skills body, will coordinate with employers and local leaders to shape future training delivery.
From apprenticeships to bootcamps: Key plans
The package, part of Labour's broader 'Plan for Change' agenda, includes:
A shift in apprenticeship funding away from master's-level training (Level 7) from January 2026 to prioritise lower-level courses.
Launch of 13 new Level 2 construction courses under the Free Courses for Jobs scheme.
£14 million in devolved adult skills funding for construction, supporting 5,000 adult learners.
£136 million for Skills Bootcamps in 2025-26, with training for over 40,000 learners.
£100 million over four years to expand Construction Skills Bootcamps.
Ten new Technical Excellence Colleges in construction, set to open in September 2025.
Migration focus: English reforms, tighter residency rules
The reforms come as political pressure grows to reduce net migration. Reports suggest Labour is also seeking to counter the rise of Nigel Farage's Reform party while boosting growth and delivering 1.5 million homes.
Measures such as stricter English language requirements and tighter residency rules for foreign workers have also been announced in recent weeks.
Are training schemes enough?
According to Bloomberg, business leaders warn that training schemes alone can't immediately fill workforce gaps. An ageing workforce and the time required to train new workers could create short-term bottlenecks in construction and care.
A Boston Consulting Group report recently cautioned that Britain's supply chains could buckle under the £900 billion infrastructure investment planned by 2029 unless migration rules are eased for shortage roles.
Migration trends: UK sees sharp decline
Net migration to the UK fell by almost half in 2024, dropping from 860,000 in 2023 to 431,000, according to data from the UK's Office for National Statistics (ONS). This is the largest annual drop on record, driven by new rules limiting family members on work and study visas and international students leaving the country after Covid-19.
The policies were introduced by the Conservative government under Home Secretary James Cleverly, who aimed to reduce overall migration by tightening visa rules for dependents.

The result is expected to be announced by the third week of August 2025. According to media reports, the result may be released around August 20, 2025. The SBI PO Prelims Exam Result 2025 will be available on once out. The SBI PO recruitment process includes three stages: Prelims, Mains, and Interview (which also involves a Psychometric Test and Group Exercises). The SBI PO Prelims is a qualifying stage where candidates are shortlisted for the PO Mains exam. This year, over 6 lakh candidates appeared for the prelims exam. The schedule for the SBI PO Mains Exam 2025 will be released following the result announcement. The SBI PO preliminary exam was initially set to be conducted online on August 2, 4, and 5, 2025 at various centres across the country. However, all shifts for the August 2nd exam were cancelled, and the exam was only held on August 4th and 5th. The SBI PO prelims paper was worth 100 marks and consisted of three sections: English Language, Numerical Ability, and Reasoning Ability. Approximately ten times the number of candidates in the prelims will be shortlisted for the mains, making the selection process highly competitive. Out of the 541 vacancies, 500 are regular, and 41 are backlog posts across various categories: General (203), OBC (135), EWS (50), SC (80), and ST (73). This recruitment is for Probationary Officer positions in SBI branches nationwide. The SBI PO 2025 Mains exam is expected to be held in September 2025. Usually, when people talk about wars, they often picture long and exhausting battles that stretch on for years, like the First and Second World Wars, or even legendary conflicts such as the Mahabharata. Yet, history also tells us of a war so brief that it was over in less than an hour. This was the Anglo–Zanzibar War, fought on 27 August 1896, which lasted only about 38 to 45 minutes, making it the shortest war ever known. The conflict began after the Sultan of Zanzibar, Khalid bin Barghash, refused to step down from the throne following the death of the previous sultan. The British, who held significant power and influence over the region, had given him an ultimatum to leave the palace. When he ignored their warning, the British forces acted immediately. Warships of the Royal Navy opened fire on the Sultan's palace. Within minutes, heavy shelling destroyed much of the building. After less than an hour of bombardment, Khalid's forces abandoned the palace and fled. With that, the war was over. The British swiftly installed a new sultan who was favorable to their rule, and Zanzibar once again came under their control. The Anglo–Zanzibar War is remembered not for its scale or its destruction, but for its brevity. In under an hour, it had begun and ended, securing its place in history as the shortest war ever fought. Background to the Anglo-Zanzibar War Zanzibar is a group of islands off the coast of present-day Tanzania in East Africa. In the late 19th century, it was an important trading center in the Indian Ocean. The islands were rich in resources and stood at a key point where many trade routes crossed. By 1890, Zanzibar had become a British protectorate. This meant the Sultan still held his title, but real power in both political and military was in the hands of the British. Britain was mainly interested in Zanzibar because of trade. The islands were vital for controlling the shipping routes that connected British India with Europe. At the same time, Britain was competing with other European powers, especially Germany, as they raced to claim territories in Africa during the era known as the 'Scramble for Africa.' These factors: Zanzibar's strategic location, its trade value, and the rivalry between European empires formed the background to the Anglo-Zanzibar War of 1896.

New Delhi: Chinese Foreign Minister Wang Yi on Tuesday said he is "heartened" to see the stabilisation of India-China ties and peace along the borders, stressing that Beijing attaches "great importance" to Prime Minister Narendra Modi's upcoming visit to China for the SCO Summit. Speaking at Hyderabad House in New Delhi during the latest round of Special Representatives (SR) dialogue on the boundary question with NSA Ajit Doval, Wang Yi said the setbacks in India-China ties in recent years were "not in the interest of the people of both countries". "I am very pleased to meet you again in New Delhi for this round of talks between the special representatives of China and India on the boundary question. The setbacks we experienced in the past few years were not in the interests of the people of our two countries. And then in October last year, President Xi Jinping and Prime Minister Modi had an important meeting in Kazan. That meeting pointed the direction for the development of our bilateral relations and provided impetus for the proper settlement of the boundary question," Wang Yi said in his opening remarks, delivered in Mandarin and translated into English. Recalling the last round of SR-level talks, Wang Yi said China was encouraged by the progress. "We had a very good 23rd round at the end of last year. We reached a new and important consensus on managing disagreements, stabilising the borders, and moving toward a settlement. We are heartened to see the stability that is now restored," he noted. Appreciating NSA Doval's role as India's Special Representative, the Chinese Foreign Minister said the relationship now faces "an important opportunity of improvement and growth". He also emphasised that PM Modi's visit next month would contribute to the success of the SCO Summit in Tianjin. "The Chinese side attaches great importance to the Prime Minister's visit to China to attend the SCO summit at our invitation. We believe that the Indian side will also make a contribution to a successful summit in Tianjin. History and reality prove once again that a healthy and stable China-India relationship serves the fundamental and long-term interests of both of our countries. It is also what developing countries all want to see," Wang Yi said. Calling for stronger bilateral engagement, the Chinese Foreign Minister urged both sides to "follow the strategic guidance of our leaders, increase mutual trust through communication, expand common interests through cooperation, and properly settle border issues." He added that China is ready to work with India to "build more consensus and identify the direction, the specific goals of the next round of boundary consultations going forward, and create more conditions for the improvement and further growth of our bilateral relations."
