PUTRAJAYA: An announcement regarding judicial appointments is expected today, Prime Minister Datuk Seri Anwar Ibrahim said.
He acknowledged delays and public unease over certain appointments but assured them all processes have been carried out fairly and transparently.
Anwar said he had a lengthy discussion with the Conference of Rulers yesterday morning.
'I think let them decide and tomorrow (today), hopefully, there will be an announcement that will clearly dispel the so-called negative perceptions,' he said in his speech at Malaysia's International Conference on Integrity and Governance here yesterday.
Anwar, who is also Finance Minister, stressed that the government fully upholds judicial independence and has not interfered in any court proceedings or decisions during his tenure.
'I rest my case, and I hope when the announcement is made, it will prove this government is committed to reform, including the principle of judicial independence,' he said, as reported by Bernama.
Meanwhile, Minister in the Prime Minister's Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said noted that the government will review the Judicial Appointments Commission (JAC) Act 2009 amid public confusion over the recent Chief Justice appointment process.
She said a special committee will be set up, comprising members of the Dewan Rakyat and Dewan Negara, as well as constitutional experts, legal practitioners and academics.
'We have to improve because what is happening now is that there is a lot of confusion. (There's) no clarity from the public perspective. But then this particular JAC, which was passed and established in 2009, is responsible for the appointment of five Chief Justices. It has never been an issue.
'Sadly, now there is an issue, so we have to study it. Where did the non-clarity or confusion come in? Is it the processes, or is it the wording of the Act?' she said to reporters after attending the International Conference on Integrity and Governance here yesterday.
She said the government had announced the implementation of a Comparative Study of the Judicial Appointment System by the Legal Affairs Division of the Prime Minister's Department last week, as part of efforts to enhance transparency in the appointment procedure of superior court judges
She said the study aims to provide a clearer understanding of the JAC's role and to also address issues raised by the Malaysian Bar.
'The government is always open to the views of all parties, including the Malaysian Bar, who will also be invited to join in this study, to ensure a more transparent, integrity-based and trusted judicial appointment system for the people.
'In addition, issues raised by the Malaysian Bar should be considered within the framework of the Federal Constitution, the Judicial Appointments Commis­sion Act and other laws in force,' she said in a statement.
On Monday, Azalina clarified that the JAC does not have binding authority in judicial appointments.
She explained the JAC's primary role is to screen, assess and recommend candidates to the Prime Minister, while appointments to the Federal Court, Court of Appeal and High Court must ultimately comply with Article 122B of the Federal Constitution.

KUALA LUMPUR: The Malaysian Bar has welcomed the appointment of Datuk Wan Ahmad Farid Wan Salleh as the new Chief Justice of Malaysia, saying it hopes that it will strengthen the judiciary, given his demonstrated commitment to judicial integrity and independence. Malaysian Bar president Mohamad Ezri Abdul Wahab said Wan Ahmad Farid's past conduct — particularly his 2022 decision to recuse himself from a sensitive case and his strong remarks on judicial independence — reflected a deep commitment to upholding the rule of law and preserving public confidence in the judiciary. "The Malaysian Bar recalls that, in 2022, Wan Ahmad Farid recused himself from hearing a high-profile matter concerning the admission of Queen's Counsel Jonathan Laidlaw in a case involving former prime minister Datuk Seri Najib Razak. "In doing so, he made several significant statements on the importance of public confidence in the judiciary, stating that the perception of judicial independence must not be placed in doubt, and that it is not a matter of trial and error. "He also reminded that an independent judiciary is a precious gift to any society — and once it is lost, anarchy reigns. "These statements demonstrate a profound understanding of the judiciary's sacred role in upholding the rule of law. We hope that under the stewardship of these new judicial office bearers, the judiciary will continue to uphold the highest standards of independence, integrity and service to the nation," he said in a statement today. Last night, the Chief Registrar's Office announced that His Majesty Sultan Ibrahim, King of Malaysia, had consented to Wan Ahmad Farid's appointment in accordance with Article 122B(1) of the Federal Constitution. Wan Ahmad Farid succeeds Tun Tengku Maimun Tuan Mat, who retired on July 2. Datuk Abu Bakar Jais has been appointed as the President of the Court of Appeal, while Datuk Azizah Nawawi has been named the Chief Judge of Sabah and Sarawak. Commenting further, Ezri said that while these appointments were much welcomed after months of uncertainty and anticipation, the Bar remained hopeful that outstanding vacancies across the Federal Court, the Court of Appeal and the High Court would be filled promptly and transparently. "We are relieved by the announcement of Wan Ahmad Farid as the new Chief Justice. We extend our congratulations and wish him every success in leading the judiciary with distinction, courage and unwavering commitment to justice. "We also congratulate Abu Bakar on being appointed President of the Court of Appeal, and Azizah as Chief Judge of Sabah and Sarawak. "We remain hopeful that the remaining vacancies in the Federal Court, Court of Appeal and High Court will be filled without delay, and in a manner that reinforces public confidence in the judiciary and strengthens the administration of justice."

KUALA LUMPUR : Acting Kuala Lumpur police chief Usuf Jan Mohamad has urged those planning to join next week's 'Turun Anwar' rally in the capital to remain peaceful and avoid any form of provocation. 'My advice is to gather peacefully, watch your behaviour, and avoid any provocation or actions that could lead to undesirable situations. 'If possible, do not burn anything,' he said in a press conference today. The protest, to be held by Perikatan Nasional on July 26, is being billed as a mass rally to push for the resignation of Prime Minister Anwar Ibrahim. Organisers claim they expect up to 300,000 participants, although a similar protest in Shah Alam earlier this month drew just over 300. Usuf said police were aware of plans for the protest to take place around Dataran Merdeka. 'We have done our preparations in the area where they plan to gather – from Sogo to Dataran Merdeka,' he said. Usuf said police had also identified four locations – Sogo, Masjid Jamek, Masjid Negara and Pasar Seni – where participants are expected to gather before converging at the iconic square. 'We expect about 10,000 to 15,000 people for now,' he said, adding that rallygoers were expected to begin assembling at around 11am before marching to Dataran Merdeka at about 2pm. Usuf said more than 2,000 officers would be deployed to maintain public order throughout the day. 'Our goal is to facilitate. We want to make sure that things go smoothly and safely,' he said. When asked if organisers had officially informed the authorities, Usuf confirmed that they had. 'The Dang Wangi police received the notification and we will handle it accordingly,' he said. Usuf said no road closures were planned at the moment, but might be implemented depending on the circumstances.
