
13MP: RM2b flood mitigation works in Kuching to start early next year, says Fadillah
He said the project comprises three main components — the construction of a canal, a bridge, and a new barrage at Sungai Salak — aimed at controlling water overflow and preventing saltwater intrusion from the sea during high tides.
'Two initial packages of the project have already been approved under the Fifth Rolling Plan of the 12th Malaysia Plan (12MP), although they do not include the construction of the barrage.
'For the full project, now under the 13th Malaysia Plan (13MP), it will involve all three packages including the barrage and is expected to be tendered this year. Physical implementation is anticipated to commence next year.
'This is the largest allocation under 13MP hoped for by Sarawak,' he said when speaking to reporters after officiating the opening of the HE Clinic Kuching branch here today.
Fadillah explained that the barrage will be built at the end of Sungai Salak to prevent saltwater intrusion and to control high tides by closing the barrage gates when necessary.
Commenting on the 13MP announcement by Prime Minister Datuk Seri Anwar Ibrahim last Thursday, he said this is among the projects to be implemented under the plan.
He also noted that several other infrastructure projects will continue under 13MP, such as the extension of the Pan Borneo Highway in Sabah, the Trans Borneo project in Sarawak, and the Sabah-Sarawak Link Road.
'There are also other infrastructure projects that will proceed under 13MP, including the Pan Borneo Highway extension in Sabah, the Trans Borneo project in Sarawak, and the Sabah-Sarawak Link Road, all of which have already been allocated funding.
'In addition, development in border areas between Malaysia and Indonesia, and Malaysia and Brunei, will also be prioritised, including upgrading Customs, Immigration and Quarantine (CIQ) complexes, road networks, and other supporting facilities,' he added.
Fadillah, who is also Petra Jaya MP, said several other mitigation projects, such as erosion control in Sibu, Miri, and several coastal areas, have been identified, with details to be announced once next year's budget estimates are finalised.
Meanwhile, various infrastructure and public facility projects involving flood mitigation and improved road accessibility are among the people-centric initiatives under 13MP for the 2026–2030 period.
During the tabling in the Dewan Rakyat on July 31, Anwar stated that RM20 billion has been allocated to implement 103 Flood Mitigation Plan (RTB) projects to reduce the risks and impacts of such disasters.
Among the RTB projects to be implemented are those at Sungai Langat and Sungai Buloh in Selangor; Sungai Golok in Kelantan; Sungai Gemencheh in Negeri Sembilan; Sungai Baru in Melaka; the Johor and Muar River Basins in Johor; the Pahang River Basin; and Kuching City. — The Borneo Post

PENAMPANG: A total of 91 residents of Kampung Togudon received their land titles today, under the Native Customary Land Service Programme of Sabah (Pantas), said Penampang Member of Parliament (MP) Datuk Ewon Benedick. Ewon, who is also Entrepreneur Development and Cooperatives Minister, said that the land titles, covering 157.37 hectares, were handed over as part of the first phase of distribution, from a total of 982 hectares surveyed under the Pantas initiative. As soon as I was elected as the MP for Penampang, this issue became one of my top priorities,' he said. 'Following approval from the Chief Minister, Datuk Seri Hajiji Noor, we began the land survey under Pantas in August last year. Today, we are witnessing the implementation of Phase 1 of the land title handover,' he said during the ceremony held in the village. Ewon added that the handover marked the end of a long-standing wait for the villagers to finally obtain rightful ownership of their land. 'I am confident that this will open a new chapter for economic activities in the village, particularly in the agriculture and rural tourism sectors,' he said. 'I have brought up the need to continue the Pantas Programme in the 13th Malaysia Plan (13MP) 2026-2030 at the Federal Cabinet-level. 'I'm pleased that it has been included in the 13MP, as presented by the Prime Minister under the special development agenda for the Bumiputera communities in Sabah and Sarawak,' he said. A lesson for housing developers
KUALA LUMPUR: The developer and contractor of a housing project were caught by surprise when Datuk Seri Anwar Ibrahim called them out during a groundbreaking ceremony and asked if a school was part of the plan. The developer of Residensi Aman Madani in Bandar Tasik Permaisuri, Danau Lumayan Sdn Bhd, and its turnkey contractor Pesona Metro Holdings Bhd were taken aback by the turn of events. The Prime Minister had stopped short midway into his speech and asked them if the housing project had preschools and a school in its vicinity. Anwar said parents should not have to travel far to send their children to school. 'We should not build houses without schools nearby. Projects should be monitored directly to ensure this concept is adhered to. If we want to be responsible leaders, we must act on the people's complaints,' he said. 'We must uphold integrity. Do not approve projects slowly just because we claim to be 'clean'. Being clean also means being efficient. Corruption and commissions must be eradicated,' the Prime Minister added. He said if there are no existing schools nearby, then there must be dedicated vertical schools (for the community). 'Next Monday, the developers, contractors, the Federal Territories Minister and project planners must brief me on where the schools and preschools are located. 'We need both primary and secondary schools. If there are no schools nearby, at least one block in the area must be allocated for educational purposes. 'A second block should be reserved until all conditions are met. 'If we want vertical schools, we must ensure proper facilities and planning,' said Anwar. The Prime Minister also noted that many urban parents earn between RM2,000 and RM3,000 a month. 'I've instructed that kindergartens be located within buildings. 'If not, this needs to be corrected by the city planners. 'The goal is to allow parents to work peacefully, knowing their children are safe nearby,' he said. Anwar also said he appreciated the city's efforts to build more stalls for small traders, as about 85% of residents buy from these small stalls. 'We shouldn't neglect them while building tall luxury towers. 'Let's not only beautify the city but also support everyday livelihoods,' he added. Residensi Aman Madani will provide 3,500 housing units, with each unit measuring 900sq ft in size and priced at RM300,000. The affordable housing project, with a gross development value of approximately RM1.01bil, will be known as Residensi Wilayah Aman Lumayan. The project, which comprises three phases, will be fully completed within five years. Also present at the event were Dr Zaliha Mustafa, Minister in the Prime Minister's Department and Bandar Tun Razak MP Datuk Seri Dr Wan Azizah Wan Ismail, who is also the Prime Minister's wife. Dr Zaliha said unchecked urbanisation could lead to the 'hollowing out' of city centres where low-income residents are systematically pushed out due to market pressure, eroding the city's social character. 'Kuala Lumpur, with nearly two million people in an area of only 240sq km, has a density of over 8,100 people per square kilometre. 'Behind this rising number lies a growing spatial gap between the city centre and its residents. 'This spatial inequality forces key city workers – public servants, technicians, nurses, small traders and others – to live far from their workplaces, commuting two to three hours daily. 'This affects the cost of living, productivity and their family well-being,' she said. Dr Zaliha also said that with urban housing units being increasingly unaffordable to the middle and lower-income groups, there will be a lack of fair wealth distribution. 'Kuala Lumpur should no longer be a city exclusive to the affluent. 'In our push for affordable housing, I've stressed to the Federal Territories Department and Kuala Lumpur City Council (DBKL) that all projects must meet quality standards, ensure access to utilities, healthcare and education, and include well-designed public spaces,' she added.
