What is the Higher Council for Human Skills, its duties under Egypt's new labor law?

CAIRO - 8 May 2025: Law No. 14 of 2025, promulgating the Labor Law, ratified by President Abdel Fattah El-Sisi, aims to balance the interests of both parties involved in the production process, as well as expand the means for resolving disputes and negotiating between the two parties to ensure an amicable conclusion.
The law also serves as a tool that can be activated to create an attractive investment climate without compromising workers' rights, while ensuring job security guarantees for workers, and ensuring flexibility in entering the labor market and freedom of movement.
Pursuant to Article 18, a Supreme Council for Human Resources Skills Development shall be established, headed by the relevant minister. It shall include representatives from the Ministries of Health, Planning, Education, Higher Education, Social Solidarity, Communications, Industry, Investment, the Public Business Sector, Local Development, Housing, Utilities and Urban Communities, and Tourism and Antiquities, nominated by the relevant ministers.
In addition to representatives of the Central Agency for Organization and Administration or their representative, the Chairman of the National Council for Persons with Disabilities or their representative, seven members representing the most representative employers' organizations in terms of membership, nominated by their organizations, and seven members representing labor union organizations, nominated by their most representative organizations. When nominating members, consideration should be given to representing all levels of labor union organizations, unless this is impossible.
The Council may seek the assistance of any experienced individuals from the groups it deems necessary to represent, without having a vote in deliberations.
The Council is responsible for developing general policies for human resource skills development, training and training and rehabilitation policies for persons with disabilities, dwarfs, and other vulnerable groups, in accordance with the general policy of the state.
It also develops the necessary plans to link education and training to the needs of the current labor market, future jobs, and the skills required for these jobs. The formation of the Council, its other powers, its working system, and its Executive Secretariat shall be determined by a decision issued by the Prime Minister within a period not exceeding six months from the date this law comes into effect.
The Council shall meet at least once every three months.
Article 19 stipulates that the Council may form an Executive Council for Human Resources Skills Development within any governorate or geographical area. The Council shall determine the Chairman and members of the Executive Council by decision.
The Council shall include representatives of employers' organizations and relevant trade union organizations on an equal footing. It shall also include representatives of relevant ministries and authorities. The Council shall monitor the implementation of plans, decisions, and recommendations issued by the Supreme Council for Human Resources Skills Development and coordinate with local authorities concerned with developing human resources skills and improving their efficiency through professional and continuous training.

CAIRO, June 10 (MENA) – President Abdel Fattah al-Sisi signed Law no. 85 of 2025, amending some provisions of the House of Representatives Law no. 46 of 2014, and Law no. 174 of 2020 regarding the division of electoral constituencies for the House of Representatives elections. The amendments stipulate that Egypt is to be divided into a number of constituencies designated for individual candidacy (individual-seat system) and four constituencies designated for the party-list system. As for the party-list system, it includes a four list-based constituencies; two constituencies are allocated 40 seats each and two constituencies are allocated 102 seats each. Regarding requirements for electoral lists: each list must include the exact number of candidates matching the number of seats required in that constituency and an equal number of substitute candidates. With regard to the 40-seat list, it must include at least three Christian candidates, two candidates who are workers or farmers, two youth candidates, one candidate with a disability, one candidate from Egyptians residing abroad, at least 20 women, whether or not they belong to the above categories. Regarding the 102-seat list, it must include at least nine Christian candidates, six candidates who are workers or farmers, six youth candidates, three candidates with disabilities, three candidates from Egyptians residing abroad and at least 51 women, whether or not they belong to the above categories. Concerning the individual candidacy (individual-seat system), candidates running in individual constituencies must submit a written nomination request to the Election Oversight Committee at the Primary Court in the governorate they wish to represent. They submit their nomination within a period set by the National Elections Authority, the body responsible for managing and supervising the electoral process, which must not be less than five days from the date of the candidate nomination window opens. CAIRO, June 10 (MENA) – President Abdel Fattah al-Sisi signed Law no. 84 of 2025, amending some provisions of the Senate Law, which was issued by Law no. 141 of 2020. The amendments stipulate that Egypt shall be divided into 27 constituencies allocated for elections as per the individual-seat system, and four constituencies allocated for elections through the list-based system. As for the four list-based constituencies, two shall be allocated 13 seats each, and the other two shall be allocated 37 seats each. Each 13-seat list must include at least three women, while each 37-seat list must include at least seven women, to ensure the representation of women in the electoral process. The law has been published in the official gazette out Tuesday. (MENA)

Alaa Farouk, Minister of Agriculture and Land Reclamation, announced that total funding for Egypt's National Veal Project has surpassed EGP 9.5bn, providing vital support to more than 44,800 beneficiaries. The initiative has enabled the rearing and fattening of over 518,000 head of livestock, significantly boosting meat and dairy production across the country. The Minister confirmed that the project's Board of Directors recently approved EGP 275.885m in new funding. This latest allocation will support 393 additional beneficiaries, primarily small-scale breeders and young graduates, and will cover 3,929 head of livestock. With this expansion, the project's cumulative funding now exceeds EGP 9.565bn. The National Veal Project supports both meat production through calves and milk production through high-yielding heifers, aiming to improve food security and stabilize prices for red meat and dairy products. The project is part of the broader Decent Life presidential initiative, launched by President Abdel Fattah Al-Sisi to uplift rural communities and enhance the livelihoods of small farmers. Minister Farouk emphasized the project's role in ensuring the availability of affordable red meat for consumers while supporting local producers. He highlighted the ongoing field follow-ups conducted by dedicated committees from the Livestock and Poultry Development Sector and the General Authority for Veterinary Services. These efforts, in cooperation with agricultural and veterinary directorates across governorates, aim to provide comprehensive veterinary care and on-the-ground support to resolve challenges faced by project participants. Mostafa El-Sayyad, Deputy Minister of Agriculture, noted that pre-financing inspections are conducted in coordination with the Agricultural Bank of Egypt and the National Bank of Egypt. These inspections ensure beneficiaries have suitable facilities for livestock before receiving funding. Once animals are delivered, they are insured under the Livestock Insurance Fund at a subsidized rate, granting breeders access to essential support services. Tarek Suleiman, Head of the Livestock and Poultry Development Sector, encouraged interested individuals to apply through their nearest agricultural office, or branches of the Agricultural Bank of Egypt and the National Bank of Egypt, which have a wide presence across governorates. Applications can also be made directly through the Livestock and Poultry Development Sector.
