El-Sisi urges swift completion of Decent Life 1st phase projects - Urban & Transport
The president's directives came during a meeting on Wednesday with Prime Minister Mostafa Madbouly, Minister of Housing, Utilities, and Urban Communities Sherif El-Sherbiny, and Major General Ahmed El-Azzazi, head of the Armed Forces Engineering Authority.
According to Presidential Spokesperson Ambassador Mohamed El-Shennawy, the president was briefed on the progress of projects under the first phase of the Decent Life Initiative for the development of the Egyptian countryside, particularly those concerning the construction of water and sewage treatment facilities and networks in targeted villages.
During the meeting, El-Sisi also emphasized the importance of completing these projects within the specified timelines.
Introduced by El-Sisi in January 2019, the Decent Life Initiative aims to improve the quality of life of Egypt's most vulnerable citizens by enhancing basic daily services in rural areas.
The initiative's first stage serves 28 million citizens in 1,477 villages. According to the plan, its second stage should cover 1,670 villages and provide services for some 20 million citizens.
In March, PM Madbouly said the cabinet would hold biweekly meetings to monitor the initiative's progress on completing the first phase and prepare for launching the second in fiscal year (FY) 2025/2026.
Meanwhile, El-Shennawy said the president also reviewed the progress in implementing the seawater desalination strategic plan.
Speaking of the plan, the housing minister began by underscoring the state's efforts in that respect since 2014.
He noted that desalination plants have been established in Marsa Matrouh, Beheira, South Sinai, Red Sea, Port Said, and Alexandria as part of five related five-year plans that extend through 2050.
In addition, the president stressed the need to enhance the efficiency of existing plants to maximize benefits and the need to localize the desalination plants industry.
Egypt suffers from a severe water shortage. While it requires 114 billion cubic metres, it has access to approximately 60 billion cubic metres annually, including 21 billion cubic metres of reused water.
According to government figures, Egypt's per capita water availability has fallen to 500 cubic metres annually. This is far below the UN's 1,000 cubic metres per person threshold for water scarcity.
In March, Egypt signed a cooperation protocol with the European Bank for Reconstruction and Development to include the Ain Sokhna Seawater Desalination Plant in the country's national Nexus of Water, Food, and Energy (NWFE) programme. The plant will produce one million cubic metres of clean water daily to meet the water needs of existing and future industrial projects, including green hydrogen initiatives.
Moreover, the presidential spokesperson noted that El-Sisi was also briefed on the progress of several development projects and urban development plans for the northwestern coast.
These projects include developing the Marina Tourist Centre, the Marina 8 project, the archaeological area in Marina, and the strategic plan for the West Ras El-Hekma area and New Alamein City.
The president was also briefed on other Ministry of Housing projects, including launching phase 10 of the Beit El-Watan Initiative for Egyptians abroad. He also reviewed the government's steps to increase the number of land plots offered to meet citizens' needs.
Furthermore, El-Sisi reviewed the progress on the Your Home in Egypt initiative.
He also reviewed the management mechanisms for public parks in Cairo. The spokesman noted that the discussions included leveraging international best practices for green space management and development and promoting investment-related activities in these areas.

The Egyptian minister emphasized that the High Dam plays a crucial role in protecting Egypt from flooding, noting that this year's flooding was above average – a positive indicator. Sewilam revealed the ministry's use of mathematical models and modern technology to accurately monitor rainfall flows from Nile Basin countries, with a focus on improving the efficiency of water distribution for agriculture and households. Egypt has repeatedly affirmed its rejection of Ethiopia's unilateral actions, especially after the dam's filling began in 2020 without a tripartite agreement. In December 2023, Egypt suspended negotiations with Ethiopia after several previous rounds of negotiations failed due to what Sewilam described as Ethiopia's 'evasiveness and procrastination.' Egypt is demanding a binding agreement that guarantees that its water share will not be harmed, noting that the dam is 'illegal' due to its failure to comply with international law. It has also expressed concern about the dam's strength, warning of the risk of its collapse for Sudan and Egypt.

Will Egypt ban TikTok? MP discussions underway
The head of the House of Representatives' Communications Committee, MP Ahmed Badawy, said on Saturday that talks are underway with TikTok officials to improve the content published on the platform. In an interview with Extra News TV channel, Badawy said, 'Over the past period, we held several meetings attended by representatives of the National Telecommunications Regulatory Authority (NTRA) and the regional director of TikTok in Egypt and North Africa. Important topics were raised, most notably the immoral content published on the platform, which does not comply with standards and regulations and should not be exposed to society.' 'We asked the platform representatives why this content continues to exist and why it is not being removed or blocked. The regional director responded that they need time to improve the situation,' he explained. Badawy continued that 'We explained that we have an important law, the Anti-Cybercrime Law, and we said that if the content is not improved and the offenders are not blocked, the provisions of the law will be applied, which allows NTRA to take legal action, up to and including blocking the platform if necessary, as has happened in several other countries.' 'Unfortunately, the platform allows this content to remain because it generates significant financial gains, and we strongly reject this. We emphasized that if actual steps are not taken to improve the content, the law will be implemented, and NTRA has the right to block the platform if it violates the law,' he explained. Badawy continued: 'I appreciate the efforts of Interior Ministry of and the General Administration of Information Technology, which successfully enforced the law. Some violating users were arrested. Later, we noticed that 75 percent of users who had posted inappropriate content on the platform had completely disappeared. This is an official figure, and this demonstrates the importance of deterrence.' He explained: 'NTRA immediately notifies platform administrators when any violation is detected, and the offending content is blocked. This has happened many times in the past. If the platform fails to comply, the law gives the authority the right to take legal action.' Badawy said that 'as an Egyptian state, both at the legislative and executive levels, we encourage investment in the information technology industry and issue laws that encourage this. However, when published content exceeds controls, rules, and standards and poses a real threat, a serious stance must be taken.' He concluded that 'Communications Committee is taking a firm stance on this issue, and discussions are ongoing with platform officials. However, we emphasized that official action must be taken through the NTRA until the committee's recommendations are implemented.'
