LDA eases norms for housing maps, gives nod to new building bylaws

Lucknow: Maps of single residential buildings on govt roads less than 9mt can now be approved. This proposal, along with 59 other proposals, was approved in the 185th board meeting of the Lucknow Development Authority (LDA) held on Tuesday.
The meeting, chaired by LDA chairperson and divisional commissioner Roshan Jacob, approved a range of urban development proposals. These included high-tech group housing projects across four locations in the city, a modern bus terminal at Charbagh, new e-vehicle infrastructure at Basant Kunj, and land purchase for the upcoming housing scheme Naimishnagar near BKT and Varun Vihar near Mohan Road.
The proposal for single residential buildings constructed on roads less than 9mt wide by govt departments on residential-use land —excluding illegal colonies — was approved with certain conditions in the board meeting.
The board cleared the construction of over 1,100 high-end flats at Viraj Khand in Gomtinagar, Mill Road in Aishbagh and the Basant Kunj scheme. These flats, spread across 4.5, 3.5, 4.63 and 3.7 acres respectively, will include 3BHK and 2BHK units. The project will be equipped with all modern facilities and green areas.
The LDA board also decided to scrap the existing e-auction model for commercial shops, halls and stores.

Instead, these will now be sold on a first-come, first-served basis at the authority's reserve rates. LDA vice-chairman Prathamesh Kumar said, "The new policy is intended to make the process more accessible for the general public and beneficial for small traders and business owners."
A modern bus terminal will also be developed at Charbagh under a public-private partnership (PPP) model, while a 1,000 sqmt plot in the Basant Kunj scheme will be allotted to City Transport Services Limited for setting up an e-auto and e-rickshaw charging station.
Meanwhile, registrations for the 1,832 multi-storey flats being constructed by LDA under the affordable housing category are ongoing. These 1BHK and 2BHK units will feature lifts, fire safety systems, DG sets for power backup and upgraded external infrastructure.
Moreover, the authority sanctioned the complete scanning and digital preservation of protected and created files, followed by systematic weeding as per state govt guidelines. Furthermore, the LDA board gave approval to the New building bylaws and zoning regulation-2025, which clears the way for skyscrapers in the city.
The authority also approved a proposal to treat Shaheed Path, Kisan Path and the proposed Green Corridor from Pakka Pul to Daliganj as special convenience zones.

Hubballi: After more than 15 years since its establishment, Karnataka State Law University (KSLU) in Hubballi is set to have its own dedicated administrative building. The construction of the G+3 structure is under way on 2.4 acres, at an estimated cost of Rs 39.5 crore. The building is expected to be completed by May 2026. KSLU, established in Jan 2009, currently operates from a former PWD guest house that was repurposed into an administrative office. Spread over a 55-acre campus, the university offers undergraduate and postgraduate courses in constitutional law, intellectual property rights, business and trade law, criminal law, and international law. While around 1,200 students study on the campus, the university has a total student strength of approximately 45,000 across the state. The total built-up area of the four-storey structure will be 94,761 sq. ft. The ground floor will be 24,440 sq. ft, first floor 20,321 sq. ft, second floor 22,255 sq. ft, and third floor 20,321 sq. ft. New Delhi: Chief minister Rekha Gupta has asked the public works department to submit the revised estimated cost for the Barapullah elevated road project to get it approved by lieutenant governor VK Saxena. The department has already spent nearly Rs 1,239 crore on the project against the sanctioned amount of Rs 1,260 crore, while a portion of the road measuring 690 metres is yet to be built. The overall cost of the 3.5-km road, connecting Sarai Kale Khan in the west of the Yamuna with Mayur Vihar in the east, is expected to exceed the sanctioned amount. The additional chief secretary of the finance department observed at the meeting of the expenditure and finance committee last week that approval was being sought only for the arbitration award of Rs 175 crore, due to the delay in completing the project. Though the elevated road was to be completed by Oct 17, 2017, the project was delayed because govt failed to acquire a portion of land owned by private individuals. The case went into arbitration, leading to an award of Rs 120 crore in favour of the contractor. The amount eventually increased to Rs 175 crore, with interest and goods and services tax added to it. To enforce the award, the contractor filed a petition in Delhi High Court . Following the court's directions, PWD paid an amount of Rs 170 crore to the contractor. Gupta has asked the department to seek legal opinion on whether the arbitration order can be challenged now. The committee also deliberated that an inquiry was needed to ascertain the loss to the govt exchequer due to payment of arbitration awards without seeking the opinion of the law department and fixing responsibility for the erring officials. The chief minister last week ordered an inquiry by the anti-corruption branch for approval and acceptance of arbitration awards by authorities "not competent to accept" and delay in execution of the project.
