Service restoration underway after Cairo telecom fire, minister tells PM
The visit came after a blaze late on Monday at the central Cairo building killed four workers and injured at least 22 others, triggering a nationwide disruption of critical services and a sweeping response from authorities.
During the visit, Communications Minister Amr Talaat reported that services were gradually returning to normal after being rerouted through alternative exchanges. He explained that outside the immediate vicinity of the Ramses Central building, internet and landline voice services had been restored, while mobile service quality for all four operators was back to an average of 95% of normal levels.
Talaat also briefed the prime minister on sectoral services, noting that a partial outage in the banking sector had been resolved. He confirmed that the Egyptian Exchange (EGX), which suspended all trading on Tuesday as a precaution, had reopened normally on Wednesday after broker services were stabilised.
The minister added that the subsidised food distribution system and emergency services had been operating largely without interruption.
Madbouly stressed the need to take all necessary measures to confirm the building's structural safety and called for an urgent recovery plan to return the facility to full operation as soon as possible, pending a technical assessment. Before leaving the site, the prime minister thanked the civil defence personnel for their efforts in extinguishing the blaze.
The fire prompted a swift response from Egyptian authorities on Tuesday to contain the fallout. The Central Bank of Egypt (CBE) temporarily doubled the daily cash withdrawal limit to 500,000 Egyptian pounds ($10,400) to facilitate transactions amid the disruption.
The victims died from smoke inhalation after being trapped inside the building, authorities said. State-owned operator Telecom Egypt issued a statement mourning the loss of its employees, referring to them as 'martyrs of duty' who remained at their posts 'until the final moments to protect telecom infrastructure.'

Sewilam acknowledged Uganda's role in the consultative process among countries that have not ratified the Nile Basin Cooperative Framework Agreement (CFA) and highlighted Egypt's $100m financing mechanism for infrastructure and development projects in southern Nile Basin states. Talks reviewed joint initiatives, including the drilling of 75 groundwater wells and rainwater harvesting tanks in Ugandan districts, flood mitigation works in Kasese District completed in 2018, and the 25-year-old aquatic weed control programme in Lakes Victoria, Kyoga, and Albert, which has improved ecosystems and generated biogas from invasive plants. The two sides are preparing to sign a new $6m memorandum of understanding on integrated water resources management under the Egyptian-led Nile Basin Development Initiative.

Egypt's ICT ministry, Dell conclude 3rd AI capacity-building initiative
Egypt's Minister of Communications and Information Technology, Amr Talaat attended the closing ceremony of the third round of a capacity-building initiative for university students in the field of artificial intelligence (AI), the ministry said. The initiative, a collaboration between the ministry and Dell Technologies, provided specialised AI training to 676 students from eight public, private, and national universities. Since its launch, the programme has trained 1,620 students who have implemented 300 AI projects. As part of the initiative, an AI hackathon was held to devise smart solutions for the tourism sector, with 63 students from 13 teams participating. Talaat honoured the three winning teams from Cairo University, the German University in Cairo, and Ain Shams University. In his speech, Talaat said the hackathon reflects the ministry's commitment to fostering diligence, innovation, and a competitive spirit among youth, in collaboration with the private sector. 'AI and other modern technologies have a developmental impact on all state sectors,' he said, adding that the ICT sector is a common denominator in all societal progress. Talaat also announced the launch of 'Digitopia,' which he described as the largest competition in the ICT sector, with total prizes of EGP 10m. The competition targets youth aged 9 to 35 and covers several technological tracks, including AI, cybersecurity, and digital arts. Mohamed Amin, Senior Vice President for the CEEMETA region at Dell Technologies, said: 'At Dell Technologies, we recognised early on the importance of digital transformation and the rapid development in the field of AI, which is why we invest about $8bn annually in research and development, with about 70% of that dedicated to AI technologies.' The AI capacity-building initiative is part of an agreement between the ministry and Dell to build the capabilities of innovative students in AI, providing them with the necessary technical support to meet the demands of the job market.

Egypt's PM reviews efforts to advance agricultural fertiliser industry
Egyptian Prime Minister Mostafa Madbouly on Tuesday chaired a meeting to review efforts to advance the country's agricultural fertiliser industry and its distribution system, his office said in a statement. Madbouly stressed the government's continuous interest in developing vital industrial sectors, including fertilisers, given their importance in meeting local needs amid the country's agricultural expansion. The meeting was attended by the ministers of industry, military production, finance, agriculture, public business sector, investment, and petroleum, as well as the head of the Consumer Protection Agency and other officials. The prime minister highlighted the facilities provided to support the fertiliser industry and attract more investment, which contributes to increasing production to meet local demand and positively impacts agricultural productivity, helping to achieve food security goals. He also pointed to the potential for exporting surplus fertilisers and opening new international markets. Madbouly noted the importance of continuously developing the fertiliser industry to keep pace with global advancements in modern agricultural techniques, which require specialised and advanced fertilisers to increase production and apply sustainable farming practices. According to a government spokesperson, the meeting reviewed the efforts of various entities to advance the industry to achieve greater self-sufficiency and export the surplus. It also addressed the development and modernisation of the fertiliser distribution system to ensure it reaches eligible farmers and prevents leakages of support to non-beneficiaries. In this regard, the prime minister emphasised the importance of continuing to govern the distribution system, expanding the mechanisation of services, and continuing to purge agricultural records of 'ghost' holdings. This, he said, would tighten control over fertiliser distribution from the factory to the eligible farmers.
