Egypt, Uganda strengthen water cooperation, address Nile governance
The meeting was also attended by Uganda's Minister of State for Foreign Affairs, Henry Oryem, and Minister of State for Environment, Beatrice Anywar.
Water Resources Minister Hani Sewilam praised the historic ties between Egypt and Uganda, emphasising the importance of closer coordination on sustainable water resource management to support both nations' development goals. He reiterated Egypt's stance on the Nile, stressing that all riparian states must respect international law on transboundary watercourses, with cooperation grounded in mutual benefit and legal frameworks as the basis for stability and prosperity.
Sewilam acknowledged Uganda's role in the consultative process among countries that have not ratified the Nile Basin Cooperative Framework Agreement (CFA) and highlighted Egypt's $100m financing mechanism for infrastructure and development projects in southern Nile Basin states.
Talks reviewed joint initiatives, including the drilling of 75 groundwater wells and rainwater harvesting tanks in Ugandan districts, flood mitigation works in Kasese District completed in 2018, and the 25-year-old aquatic weed control programme in Lakes Victoria, Kyoga, and Albert, which has improved ecosystems and generated biogas from invasive plants.
The two sides are preparing to sign a new $6m memorandum of understanding on integrated water resources management under the Egyptian-led Nile Basin Development Initiative.

Egypt categorically condemns Israel's decision to completely occupy Gaza - Foreign Affairs
Egypt condemned in the strongest terms on Friday the Israeli cabinet's decision to adopt a plan for the complete occupation of the Gaza Strip, the Ministry of Foreign Affairs said. In a statement, the ministry said this plan aims to entrench the illegal Israeli occupation of Palestinian territories, continue the war of extermination in the Gaza Strip, eliminate all elements of life for the Palestinian people, and liquidate the Palestinian cause. Cairo further condemned this plan, which also aims to undermine the Palestinian people's right to self-determination and the realisation of their independent state. It described the plan as a blatant and unacceptable violation of international law and international humanitarian law. "Israel's continued policy of starvation, systematic killing, and genocide against the defenseless Palestinian people will only fuel the conflict, and further escalate tensions," the Egyptian foreign ministry said in the statement. Egypt further reiterated that Israel's policies will also deepen hatred and spread extremism in the region, which has already been exacerbated by the brutal Israeli aggression on Gaza, causing an unprecedented humanitarian catastrophe. Cairo called on the international community, including the UN Security Council and all relevant parties, to assume their political, legal, and moral responsibilities and to take urgent action to stop Israel's policy of lawlessness and arrogance of power. The Egyptian foreign ministry emphasised that Israel's lawless and arrogant policies seek to impose a fait accompli by force, undermine the prospects for achieving peace, and eliminate the viability of the two-state solution. Egypt reaffirmed that neither Israel nor the region will enjoy security or stability except through the realisation of the Palestinian state based on the lines of 4 June 1967, with East Jerusalem as its capital. Earlier on Friday, Israel's political-security cabinet approved a plan to seize control of Gaza City, thus expanding military operations there despite intensifying criticism at home and abroad. The decision also comes following multiple failed attempts to mediate a ceasefire and a rising international outcry over Israel's starvation policies against the Palestinian people, especially women and children. Israel's announcement has sparked widespread global condemnation. Numerous countries and global organisations warned that such a move violates international law, undermines peace prospects, and exacerbates the already dire humanitarian crisis in Gaza. On Tuesday, President Abdel-Fattah El-Sisi described the war in the Gaza Strip as no longer about captives or political objectives but a war of "starvation, a genocide," and an attempt to liquidate the Palestinian cause. During a press conference in Cairo, El-Sisi accused the international community of standing by, watching as the lives of Palestinians in Gaza and the West Bank become political bargaining cards. Since October 2023, the Israeli genocidal war on Gaza has left over 60,000 Palestinians killed, and more than 150,000 others injured, most of them women and children. El-Sisi rejects Palestinians displacement in call with Abbas - Foreign Affairs
President Abdel-Fattah El-Sisi affirmed Friday Egypt's firm and categorical rejection of the displacement of Palestinians from their land during a phone call with Palestinian counterpart Mahmoud Abbas. According to the Egyptian presidency, El-Sisi further underscored Egypt's ongoing intensive efforts to reach a ceasefire in the Gaza Strip, deliver humanitarian aid to Gaza, and secure the release of captives and detainees. During the call, the Palestinian president expressed his sincere appreciation for Egypt's unwavering positions in support of the Palestinian cause, praising Cairo's firm stance in rejecting the displacement of the Palestinian people. Abbas also appreciated the ongoing humanitarian aid provided by the Egyptian state to the Palestinian people amid the catastrophic humanitarian conditions in Gaza. He affirmed that the Palestinian state stands with the Egyptian leadership, army, government, and people in confronting any attempts to destabilise its security and stability. Additionally, Abbas emphasised the importance of an immediate and permanent ceasefire in Gaza, the release of captives and detainees, and the entry of humanitarian aid. He warned of the gravity of the Israeli government's recent decision to reoccupy the Gaza Strip and displace its population to the south. This decision, Abbas said, constituted a new crime added to the series of Israeli violations in the West Bank and Jerusalem. Moreover, the Palestinian president affirmed that he was determined to continue all levels of political action to mobilise regional and international support against these plans. These actions include approaching the UN Security Council, the League of Arab States, and the Organisation of Islamic Cooperation. He also stressed the need to enable the Palestinian state to assume its full responsibilities in the Gaza Strip, including security, with Arab and international support. Furthermore, Abbas emphasised that the Israeli occupation must withdraw its forces from Gaza to allow the restoration of a unified law, including the retention of weapons by a legitimate authority, under the umbrella of a Palestinian state.
