‘Staff need a place they trust': how to instil a workplace culture in a fast-changing world

A workplace culture isn't just about an organisation's stated values – it's also about the processes that make those values tangible. In other words, how stuff gets done. Before today's era of hybrid and flexible working, employees tended to absorb their workplace culture almost by osmosis. 'You'd be living and breathing it five days a week,' says Nish Chowdhury of the marketing agency Oliver.
As the agency's global director of people systems and operations, Chowdhury has had to grapple with the dramatic upheaval in working practices of recent years. While the shift started with the global work-from-home experiment that many companies underwent during the Covid pandemic, it has continued apace. 'Covid really put a spanner in the works in terms of how we see company culture,' says Chowdhury.
A workplace culture is now harder to absorb, especially for new hires. And it isn't just about people's physical presence: the pace of business and technological change has also accelerated. The constant upheaval makes it that much harder to instil a corporate culture. Employees might find themselves suffering from 'change fatigue' or feel overwhelmed by technology and the numerous apps, platforms and information sources they now have to work with. For some businesses, the questions of culture and change management have grown increasingly intertwined. On top of this, the geopolitical environment is a lot less stable than it used to be, which has fed through into the economy.
In such a fluid business environment, company culture is more important than ever. It binds employees together, ensures shared values and goals, and keeps everyone engaged and motivated.
So how do you instil a workplace culture in today's fast-changing world – and make it easier for a distributed workforce to acquire?
In broad terms, managers now need to make their workplace culture more obvious and intentional. For instance, they can try to articulate the culture more explicitly. This doesn't necessarily have to entail formally codifying every aspect of your workplace culture – there are human ways to do it, such as demonstrating the culture and building processes around it, or publicly recognising employees and actions that best embody it.
Managers can also try to express their workplace culture more frequently, and make it more ubiquitous. Technology can help here. Chowdhury highlights how her agency adopted a new HR system that can be configured to reinforce the company's culture. 'We have customised our [HR portal] homepage so employees are exposed to our culture wherever they're logging on from,' she says. 'It might be adding our values or mantras, having hosted videos or branded experiences.' The idea, she explains, is that no matter where you are, you feel connected to the company. 'People are on their phones a lot and so you give them mobile access to the business.'
The system used by her agency is Sage People, an HR solution. Steve Watmore, HR and payroll product manager at software company Sage, says these features and personalised experiences can be particularly crucial when companies are onboarding new starters, as it isn't always possible to physically get new hires in for face-to-face time. 'The question becomes: 'How do you create that culture of welcoming people in and starting the kind of conversations that bring teams together?'' he says.
However, it's not just about having the right technology: you also need to make it easy to use. One way of doing this is by providing staff with a one-stop shop – a single point of contact – instead of having numerous apps and platforms that result in a very fragmented experience. Lampros Sekliziotis, a product leader at Sage, says having a single self-service portal for employees is key. 'Everything feels easy and smooth. You log on to your phone and you're immersed in the company.'
Technology solutions such as Sage People can also help companies improve their workplace culture by breaking down barriers to connecting – for instance, making it easier to synchronise meetings and schedule in-office days. Sekliziotis says that for remote workers you can also emulate some of the feel of a physical workspace. 'You have interactions that would normally happen in the office – so you make them happen in the flow of work.'
All this helps to make people feel more part of the business – and it helps the business run as a more cohesive whole. Moreover, the portals can be personalised and tailored to the needs of individual teams, geographies and so on.
There are many other benefits. In a world where fake news is rife and can damage company culture and morale, having a single reliable portal that staff can go to for facts is increasingly important. 'You want staff to have a place they trust that they can go to if they need information,' says Chowdhury.
However, workplace culture isn't just something that comes from the top down. It's always been a two-way process that is also shaped by employees. This has become increasingly true with social media and digital communication. Traditionally, employees had a chance to give their own views and feedback with annual satisfaction surveys. But once a year is far from ideal in today's world. Tools such as employee pulse surveys – short, quick surveys that are sent to employees on a regular basis – are becoming increasingly important as they allow HR managers to spot changes and issues quickly and take action to maintain employee engagement and satisfaction. Sage People therefore incorporates pulse surveys and other similar features as a built-in function.
'It's about getting real-time feedback from the employees,' says Watmore. He notes that the employee induction process is an example of how useful this can be. 'Maybe at the end of onboarding you can send a survey to the new hires to ask them how the process went. Did you find something that they didn't like?' The next round of new hires can benefit from this feedback.
Going forward, more sophisticated data analytics and, increasingly, AI mean that companies will be able to use platforms to generate ever-more useful cultural insights from the information they hold. Thus, the future of company culture is a sophisticated, ongoing tech-enabled conversation that delivers a better workplace for everyone.

An ill wind continues to blow through the UK economy, with the jobs market enduring particularly chilly gusts. For those in search of work, it hasn't been this cold in years, as three separate datasets, coming in a day ahead of the official Labour Force Survey being released, demonstrate. The government had better brace itself for bad news. First up: the KPMG/Recruitment & Employment Confederation (REC) 'Report on Jobs ', which has found that "recruitment activity continued to fall sharply at the start of the third quarter' of 2025. The report also found an increase in candidate availability and, unsurprisingly, slowing wage growth, which will at least please the Bank of England. It watches the latter closely. A similar theme emerged from the Labour Market Outlook, published by the Chartered Institute for Personnel & Development (CIPD). It found employer confidence close to its lowest level since the pandemic. The number was still, barely, in positive territory at +9, marginally ahead of the previous update (+8). But that's hardly anything to write home about. Just 57 per cent of private sector employers plan to recruit over the next three months, compared with 65 per cent in the autumn of 2024. The CIPD also highlighted the mounting challenges facing young people. 'While employers don't pay National Insurance contributions (NICs) for workers under 21 or apprentices under 25, those who hire them were more likely to report that their employment costs have risen significantly,' said James Cockett, CIPD senior labour market economist. Finally, we have BDO, a professional services firm. Its employment index was mired in the red, falling to 94.11 in July, its lowest reading since October 2012. It warned of a 'marked cooling in the labour market'. All the organisations involved in compiling these surveys drew similar conclusions from their data, blaming a mixture of economic uncertainty and chancellor Rachel Reeves' decision to increase employer National Insurance contributions (NICs), which have made hiring people more expensive. A secondary issue cited was the increase to the national minimum wage. This, and the lower threshold at which NICs now kick in, has hit businesses employing large numbers of people on relatively low wages with a double whammy. Think retailers and hospitality businesses, which have traditionally employed a lot of young people. Did Reeves and her team not see this coming? Did they think the jobs market could just 'take one for the team' if they made enough noise berating the long-term sick, disabled, young people, older workers – you name it – for not doing enough to find jobs that just aren't there? But let's flip the script and ask if there are any hopeful signs to be found in the data. And there might be. There was that slight improvement in the CIPD survey, while KPMG/REC reported that the decline in vacancies had slowed in July compared to the (dismal) June numbers. Kate Shoesmith, REC's deputy chief executive, even went so far as to say that 'employers are gradually emerging from the woods, gaining optimism for their businesses and the broader economy'. Well, maybe. But let's take Shoesmith at her word, which, to be fair, she backed up by noting some growth in permanent positions up for grabs in London. The capital remains the country's economic engine and so that is indeed an encouraging sign. Ditto the Bank of England's risky – but welcome – decision to cut interest rates, which will not have fed through to any of these surveys yet. The KPMG/REC survey was, for example, collated before the decision was taken. Lower rates should prove helpful to the economy and lead to improved business confidence. The limiting factor – the heavy boot that could stomp on any emerging 'green shoots' and kill them off before they get the chance to flower – is the forthcoming Budget. Concerns over what Reeves will do to plug an estimated £40bn hole in the public finances will put a lid on any potential recovery until the verdict is in. Businesses are nervous, they distrust the government, and they have doubts over its promise not to hit them again. 'The new government must grasp this greater sense of optimism with labour market reforms that are both pro-worker and pro-business, and that don't jeopardise the temporary workforce,' said Shoesmith. There were variations on that theme from all the others. But is that a nettle the government is willing to grasp? Is it willing to replace the tin ear presented to employers with something capable of hearing what they're saying? The mood music from Westminster is not exactly encouraging. Take deputy prime minister Angela Rayner's plan to boost the minimum wage for younger workers. This looks like a progressive move, scrapping the 'discrimination' that sets the minimum hourly rate for those aged 18-20 at £10, compared to £12.21 for those over 21. Unfortunately, it will make this already struggling group that much less attractive to employers. I agree with the government that work should pay. But Rayner's crusade is completely wrong-headed at a time when AI is gobbling up entry-level jobs, and employers are reluctant to hire anyone at all, let alone young people who require a high level of investment. This policy urgently needs a rethink. And it isn't the only one if the government is to get the jobs monkey off its back.

Which data point may shine light through US jobs fog?

ORLANDO, Florida, Aug 11 (Reuters) - Amid a blizzard of contradictory signals, it's becoming increasingly difficult to get any visibility on the U.S. labor market. But of all the numbers that feed into the all-important unemployment rate, the one worth paying most attention to may be continuing weekly jobless claims. Federal Reserve Chair Jerome Powell has said that while he and his colleagues look at the "totality" of the data, the best gauge of the health of the labor market is the unemployment rate. That's currently 4.2%, low by historical standards, and consistent with an economy operating at full employment. But it is a lagging indicator, meaning that once it starts to rise sharply, the economy will probably already be in a very precarious position. And it is also being depressed by labor demand and supply factors unique to the U.S.'s current high tariff, low immigration era. Economic growth is slowing. Broadly speaking, it is running at an annual rate of just over 1%, half the pace seen in the last few years. Unsurprisingly, firms' hiring is slowing too. The latest Job Openings and Labor Turnover Survey, or JOLTS, showed hiring in June was the weakest in a year, while July's nonfarm payrolls report and previous months' revisions were so disappointing that President Donald Trump fired the head of the agency responsible for collecting the data. But the unemployment rate isn't rising, largely because firms aren't firing workers. Why? Perhaps because they are banking on tariff and inflation uncertainty lifting in the second half of the year. It's also possible that firms are still scared form the post-pandemic labor shortages. Whatever the reason, the pace of layoffs simply has not picked up, the monthly JOLTS surveys show. Layoffs in June totaled 1.6 million, below the averages of the last one, two and three years. Meanwhile, lower immigration, increased deportations, and fewer people re-entering the labor force are offsetting weak hiring, thus keeping a lid on the unemployment rate. The labor force participation rate in July was 62.2%, the lowest since November 2022. And what about weekly jobless claims, another key variable in the labor market picture? In previous slowdowns, rising layoffs would be reflected in a spike in the number of people claiming unemployment benefits for the first time. That's not happening either. Last week's 226,000 initial claims were right at the average for the past year, and only a few thousand higher than the averages over the past two and three years. "It's a low fire, low hire economy," notes Oscar Munoz, U.S. rates strategist at TD Securities. One high-frequency number that has gone under the radar, but which merits more attention is continuing jobless claims, which measures the number of workers continuing to file for unemployment benefits after losing their jobs. Rising continued claims suggest people actively looking for a job are struggling to get one, a sign that the labor market could be softening. That figure spiked last week to 1.97 million, the highest since November 2021, which in theory should put upward pressure on the unemployment rate. Using the 'stock' versus 'flow' analogy, continuing claims are the 'stock,' and weekly claims are the 'flow'. Everyone will have their own view on what's more important, but right now initial claims are offering no guidance while continuing claims are pointing to softening in the job market. Fed officials are on alert, but what would move them to cut rates? Munoz and his colleagues at TD Securities estimate that continuing claims of around 2.2 million would be consistent with an unemployment rate of 4.5%, a level of joblessness most economists agree would prompt the Fed to trim rates. That's also the year-end unemployment rate in the Fed's last economic projections from June, a set of forecasts which also penciled in 50 bps of easing by December. An unemployment rate of 4.4% would probably tip the balance on the Federal Open Market Committee, while 4.3% would make it a much closer call, perhaps a coin toss. Further muddying the picture, other indicators suggest the labor market is ticking along nicely. July's payrolls report showed that average hourly earnings last month rose at a 3.9% annual rate, consistent with the level seen in the past year. And the average number of hours worked was 34.3 hours, right at the mean for the past two years. These numbers and the JOLTS data are released monthly, and there will be one more of each before the Fed's September 16-17 policy meeting. But if the increased focus on the unemployment rate means investors want a more regular labor market temperature check, they should keep a close eye on weekly continuing claims.
