AUT opposes re-employment of preferred teachers in Periyar University
In the 116th meeting of the Syndicate on November 22, 2024, Periyar University granted re-employment for nine months till March 31, 2026, to V.R. Palanivelu, Professor of the Department of Management, who is superannuating on June 14, 2025. The faculty members alleged that this re-employment would incur an additional financial loss to the tune of ₹26.67 lakh to the university in the academic year 2025-26.
Re-employment should be given only to the teachers, who are retiring in the middle of an academic year. But the past university administration allegedly gave re-employment to preferred teachers and denied re-employment for a few.
AUT general secretary, K. Raja, said that granting re-employment to a few preferred teachers was a violation of the rules. The Registrar in-charge, vide his circular dated April 23, 2025, declared that the university was on vacation from May 3 to June 29 and reopens on June 30, 2025. As per Chapter VIII, Section 12(2) of the University Statutes, full-time teachers of the university shall be entitled to a summer vacation of two months from May 1 to June 30 (both days inclusive) and all gazetted holidays.
The university, in its 102nd syndicate meeting held on January 11, 2019, adopted in writing that the academic year of Periyar University is to be from July 1 to April 30, with May and June being the vacation in consonance with the general rule followed by the State universities, Mr. Raja added.
Stating that few teachers were denied re-employment at Periyar University, Mr. Raja said N. Rajendhiran, former HoD of Management Studies, was relieved from service, denying re-employment as he attained superannuation in June 2018. This denial was done based upon an earlier denial of re-employment to S. Murugesh, former HoD of Botany, as he attained superannuation in June 2017. As per the resolution of the Syndicate, re-employment was to be granted only to those teachers retiring on or after July 1 of each academic year.
Contrasting this, the university granted re-employment (July 1, 2022, to May 2023) to P. Kumaradhas, HoD, Physics, who attained superannuation in June 2022. Not only Mr. Kumaradhas, but also professors S. Anbazhagan and C. Selvaraj were granted re-employment in July 2023 and at the same time, A. Muthusamy, a Mathematics Department professor, was denied re-employment and was relieved from service on June 30, 2024. Now the university granted re-employment for Mr. Palanivelu, who is retiring on June 14, 2025, Mr. Raja added.
Stating that teachers who raised their voices against these illegalities were crushed by the university, Mr. Raja said that as assistant professor K. Premkumar, in his capacity as the then general secretary of the Periyar University Teachers' Association, drew the attention of the ex-officio members of the Syndicate to this gross violation for providing re-employment to Mr. Kumaradhas, he was vindictively suspended and subsequently terminated from service.
The AUT demands to immediately revoke and annul the vindictive termination of Mr. Premkumar and reinstate him and immediately stop the Syndicate approval granted to the re-employment of Mr. Palanivelu. The Higher Education department should conduct an on-the-spot inquiry into the illegal re-employment granted to professors Kumaradhas, Anbazhagan, and Selvaraj and the denial of the same to professors Rajendhiran and Muthusamy and initiate steps to recover the financial loss of ₹86.42 lakh by granting re-employment to these three professors. Likewise, punitive action should be taken on the perpetrators of these conscious violations, Mr. Raja added.

Aadhaar face authentication boosts ‘transparency' of competitive exams: IT Ministry
Aadhaar face authentication would help competitive examinations enhance 'transparency, build trust among aspirants and strengthen administrative accountability,' the Ministry of Electronics and Information Technology told Parliament on Wednesday (August 6, 2025). In a written response to a question endorsed by eight Lok Sabha MPs, the IT Ministry pointed out that two examination bodies — the Staff Selection Commission and the Railway Recruitment Board — are already authorised to use Aadhaar facial recognition to authenticate examinees. Using the 'liveness' factor with basic phone cameras, Aadhaar face authentication matches people with the photo they took when enrolling for Aadhaar, and the feature has seen increased interest among government bodies. For instance, the Employment Provident Fund Organisation (EPFO) said in a circular last month that Universal Account Numbers, the main identifying number for salaried employees and retirees with PF accounts, would only be generated henceforth with this feature. The feature has also seen increased interest due to Aadhaar authentication failures due to worn out biometrics among labourers and elderly people. In a separate response on Wednesday to DMK MP A. Raja, the IT Ministry said that the Unique Identification Authority of India (UIDAI) is undertaking '[p]romotion of face and iris authentication for residents with worn fingerprints' to cater to people who can't use their fingerprints. The India Post Payments Bank, under the Ministry of Communications' Department of Posts, also introduced Aadhaar face authentication this month. The feature 'is aligned with Digital India and Financial Inclusion missions of the Government of India,' IPPB said, adding that its use empowers 'values of equity, access, and empowerment'. Aadhaar authentication in general — not just facial recognition authentication — requires approval from the IT Ministry. In the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Amendment Rules, 2025 notified in January, the IT Ministry laid out a framework where private entities as well as government organisations could submit authentication proposals to the IT Ministry, which would have them vetted by UIDAI. The IT Ministry has set up a Social Welfare, Innovation, Knowledge (SWIK) portal where such proposals can be submitted. A review of the portal shows that up to half a dozen (or as little as one or two) proposals a month are being approved every month. On Monday (August 5, 2025), the Sports Authority of India was authorised to use Aadhaar authentication to 'verify the identity of athletes, coaches, and staff during registration, attendance marking, and DBT processing under schemes like Khelo India, Target Olympic Podium Scheme (TOPS), and National Centres of Excellence (NCOEs)'. 312 Union and State government organisations have received approvals under SWIK rules since 2020.

Admission for CDOE in Periyar University increases; four new courses introduced
The admission for the Centre for Distance and Online Education (CDOE) in Periyar University has increased this year and the university has received approval from the University Grants Commission Distance Education Bureau (UGC-DEB) to offer four new courses from this academic year. Periyar University, in the name of Periyar Institute of Distance Education (PRIDE), offered 145 courses through distance education from 2001. Following various allegations, UGC had cancelled the approval given for PRIDE in 2015. In 2020, PRIDE again received UGC approval for running 13 courses only, including four postgraduate courses. Later, the name of PRIDE was changed to CDOE. In 2021, the university launched the online degree programme in collaboration with private firms and in July 2024, the UGC barred Periyar University from offering these online degree courses for two academic years. Due to this, admissions came to a halt. In September 2024, the UGC committee inspected the university and in October, they were given permission to admit students for four PG courses: MCA, MA English, and Mathematics in distance education mode and MBA in online mode. The university administration took various steps to offer more courses, and last week, the UGC-DEB gave its approval to offer four more PG courses (MA in Tamil, History, Economics, and Sociology) through distance education mode. Officials attached to the CDOE said that last year, due to approval being provided to run five PG courses in October, only 54 students enrolled for the same. This year, as on July 31, 2025, the admission for these courses crossed 250. As four more courses were introduced this year, we expect admissions will increase further. Based on the request from the students, M.A. Sociology, history, and economics were offered both in Tamil and English mediums. Apart from these nine UG programmes, the CDOE offers four diploma programmes (one year) and eight certificate programmes (six months). Similarly, through 10 learning support centres in Dharmapuri, Krishnagiri, Namakkal, and Salem districts, admissions are offered for these courses, officials added. Meanwhile, in a release, Periyar University said that interested candidates can obtain detailed information and submit their applications through the official website of the University's CDOE at Admissions are being conducted on all working days, including Saturdays, at the university's CDOE campus. IT's benami unit attaches 12 acres of tribal land near Bandhavgarh tiger reserve in MP
Bhopal: The Income Tax department 's Benami Prohibition Unit in Bhopal has provisionally attached nearly 12 acres of tribal land located in the buffer zone of Bandhavgarh Tiger Reserve in Umaria district of Madhya Pradesh. The land, valued at approximately Rs 90 lakh, was allegedly acquired using unaccounted cash by a wealthy businessman from Nagod tehsil in Satna district, in the name of his tribal employee— a benami transaction intended to bypass laws protecting tribal land. The attached properties, situated in village Tala and Village Mahaman of Tehsil Manpur, Umaria district, were purchased between 2023 and 2024 in the name of Raja, a Scheduled Tribe who worked as a driver for the accused businessman for over 20 years. All three plots are within the buffer zone of Bandhavgarh Tiger Reserve, a significant ecotourism area attracting visitors globally. Officials stated that the lands were acquired with the clear intent of commercial development, including resorts, restaurants, and homestays. Two of the plots were already under active construction for homestays, while a third strategic plot is located just 1.3 km from the Tala Gate, the main entry point to the national park, adjacent to Nature Heritage Resort, a well-known property in the region. Officials said that Raja, the registered landowner, has extremely limited means. His family of seven resides in a one-room house with a tin roof on govt land, and he lacks the financial capacity to purchase land valued in lakhs of rupees. Investigations revealed that the actual buyer, the businessman from Satna, used cash payments to acquire the land. Some payments were made directly to the tribal sellers, while other amounts were deposited into Raja's bank account and subsequently transferred to the sellers—a common method to disguise benami ownership. In notified scheduled tribal areas of Madhya Pradesh, tribal land cannot be transferred to non-tribals without specific approval from the district collector, according to Section 165(6) of the Madhya Pradesh Land Revenue Code, 1959. This regulation safeguards tribal land rights in areas with significant tribal populations. However, in this case, the businessman circumvented the restriction by registering the land in the name of his tribal employee. Officials stated that this was done deliberately to exploit loopholes and develop commercial properties in a restricted zone. Based on the findings, the IT Department's Benami Unit in Bhopal initiated proceedings under the Prohibition of Benami Property Transactions (PBPT) Act, 1988. A show-cause notice under Section 24(1) was issued to both the benamidar, Raja, and the beneficial owner, the businessman. The three land parcels, totaling 11.878 acres, have been provisionally attached under Section 24(3) of the PBPT Act, preventing their sale, transfer, or alteration during the stipulated four-month notice period. Officials highlighted that this case reflects a growing pattern of non-tribals using tribal proxies to acquire valuable land near protected zones for commercial tourism projects. Madhya Pradesh, which has the highest tribal population in India, is home to eight tiger reserves, many located in tribal-dominated regions. "These benami setups not only violate tribal land protection laws but also threaten the ecological balance of sensitive areas," said a senior official involved in the case. More such cases are being monitored, particularly around ecotourism hotspots like Bandhavgarh, Kanha, and Pench.
