Andhra Pradesh Revenue Services Association refutes reports on cadre irregularities

The Hindu07-07-2025
In response to recent media reports alleging irregularities in the Revenue Department's cadre structure, the Andhra Pradesh Revenue Services Association has issued a clarification, calling the claims 'misinformation,' particularly regarding permanent and temporary posts such as the Election Deputy Tahsildar (EPIC DT) roles.
In a statement issued on Monday, Association leaders Bopparaju Venkateswarlu and Ramisetti Venkata Rajesh explained that the EPIC DT posts were created in 2008 and have functioned continuously for the past 17 years across different governments. These positions, they said, are critical for handling voter enrolment, deletions, and issuing Electoral Photo ID Cards in coordination with the Election Commission of India (ECI). While the ECI has recommended that the posts be made permanent, the State government has extended them annually without formally regularising them.
Quoting Section 4(1)(b) of the A.P. State and Subordinate Service Rules, 1996, the association argued that posts existing for over five years are considered substantive and should be included in the cadre strength—something that has already been done in this case. The association stressed that no new posts were created during the previous government's tenure. The unified process launched in 2021 merely declared existing posts, completing the formalities in 2023 as per the A.P. Reorganisation Act, 2014. Allegations that deputation-based posts are being made permanent were also dismissed as baseless.
They clarified that cadre restructuring falls under the purview of the Chief Commissioner of Land Administration (CCLA), with the Finance Department serving only an advisory role. With the matter currently under judicial review, the association said further action would depend on the High Court's verdict.

Bihar Voter List Revision: 4% Coverage Left, Missing Voter Count Touches 44 Lakh

Last Updated: Bihar's SIR: Of the 43.92 lakh missing voters, 16.55 lakh are reported dead, 19.75 lakh have permanently shifted and 7.50 lakh were enrolled at multiple places With the deadline for the special intensive revision (SIR) ending on Friday, the Election Commission of India (ECI) has almost finished the form collection stage with only four per cent forms left, the poll body announced on Monday. The ECI also said that the number of electors not found at their addresses so far has reached 43.92 lakh. Of the 43.92 lakh missing voters, 16.55 lakh are reported dead, 19.75 lakh have permanently shifted and 7.50 lakh were enrolled at multiple places. A total of 11,484 voters are not traceable as of date. Out of the 7.90 crore total registered electors as on June 24 in Bihar, the poll body has collected enumeration forms from 7.16 crore, including 7.08 crore digitised forms. The poll body said 96.23% voters have been covered under the SIR drive, with forms pending for just 29.62 lakh voters. The ECI will publish the draft electoral roll on August 1 and for appearing in the list, voters need to submit the forms by July 25. From August 1, any member of the public can file objections for any additions, deletions or rectification in the draft electoral rolls, in accordance with the SIR order dated June 24. This objection window will remain open for a month. The ECI said that the poll officials have held meetings with the representatives of all political parties and have shared detailed lists of the 29.62 lakh electors with pending forms and 43.92 lakh missing voters. 'All the 12 major political parties have also been requested to connect with these remaining electors, through their District Presidents and nearly 1.5 lakh BLAs," the ECI said. This is to ensure that the entire election machinery, including the political parties, works together in a mission mode so that no eligible elector is left out from the draft Electoral Roll to be published on August 1, they added. All polling stations to have less than 1,200 electors The ECI announced that Bihar is the first Indian state to have all polling stations (PS) with less than 1,200 electors. 'A total of 12,817 new polling stations have been added in Bihar to prevent long queues at the polling stations. As per Bihar SIR order dated June 24, the earlier ceiling of 1,500 electors/PS had been revised to 1,200 electors/PS," the ECI said quoting the June 24 order. The total number of PS in Bihar will go up to 90,712 from the earlier 77,895. 'This major achievement of Bihar is to be followed by other States/UTs," the ECI assured. The SIR drive is seen as a crucial step toward cleaning and strengthening Bihar's electoral rolls ahead of upcoming elections. view comments First Published: July 21, 2025, 19:15 IST Disclaimer: Comments reflect users' views, not News18's. Mamata warns of street protests if Bengali voters' names are deleted

Kolkata, July 21 (UNI) Trinamool Congress (TMC) supremo and West Bengal Chief Minister Mamata Banerjee issued a strong warning from the party's annual Martyrs' Day rally today, declaring that she would hit the streets if even a single name from Bengal is unjustly deleted from the voters' list. Drawing a historic parallel with her 1993 protest as a Youth Congress leader demanding photo voter ID cards, Banerjee signaled the beginning of another major agitation — this time against what she alleged to be a politically motivated voter deletion drive by the Election Commission of India (ECI). "If even one voter from Bengal is removed from the electoral rolls, we will not sit quiet. We will take to the streets. We will go to Delhi if needed and gherao the Election Commission's office. If necessary, we will bring down the regime in Delhi,' Banerjee thundered from the stage at the July 21 rally. She accused the Election Commission of functioning under political pressure, alleging that names of voters are being dropped arbitrarily in states like Bihar and Gujarat, with implications for Bengal. 'They are deleting names in Bihar. In Gujarat, they are striking out names of Bengali-speaking people. For every Bengali name, four outsiders are being added. This is nothing short of a super emergency,' she said. Banerjee's remarks come in the backdrop of the ECI's 'Special Intensive Revision' (SIR) of the voter list in Bihar, which is being conducted to remove ineligible voters, including alleged illegal immigrants. The Election Commission has clarified that the revision is aimed at ensuring only legitimate Indian citizens are on the electoral rolls. However, the TMC has raised serious concerns about the drive, claiming it is a covert attempt to carry out an NRC-like (National Register of Citizens) exercise in a different way. The party alleges that opposition voters, particularly minorities and Bengali-speaking citizens, are being selectively targeted and removed from the voter rolls. With crucial state and national elections looming, Banerjee's warning has injected new tension into the political atmosphere. Her declaration signals that voter rights, especially of marginalised and minority groups, will be at the heart of TMC's political messaging in the months ahead. UNI XC PRS

Rabri Devi Accuses Centre, Bihar Govt of Plotting Voter Disenfranchisement Ahead of Polls

Former Bihar Chief Minister and senior RJD leader Rabri Devi has launched a sharp attack on the Centre and the state government, alleging a coordinated attempt to disenfranchise voters through the ongoing Special Intensive Revision (SIR) of electoral rolls in Bihar. Speaking to IANS, Rabri Devi claimed that nearly three crore citizens, including migrant workers and flood-displaced residents, have been arbitrarily removed from the voter list. She described the exercise as a 'planned political move' and questioned why similar revisions were not conducted in other states. 'This is not just negligence, this is injustice,' she said. The RJD leader accused the Election Commission of India (ECI) of demanding excessive documentation from voters, including ancestral records, and urged citizens to resist such demands. She alleged that the revision disproportionately affects vulnerable populations ahead of the upcoming elections. Rabri Devi directly blamed Prime Minister Narendra Modi, stating that the revision was being carried out at the Centre's behest in collaboration with the Bihar government. 'Why only Bihar? Why not Madhya Pradesh?' she asked, calling the move an attempt to rob people of their voting rights. She also criticized the ECI for failing to adequately inform citizens about the revision process and demanded that officials reach out to affected voters. Turning to the law and order situation, Rabri Devi expressed concern over a recent surge in violent crimes across Bihar. She cited the killings of Gopal Khemka, Ajit Kumar, Ramakant Yadav, and others as evidence of deteriorating governance. 'Crime is on the rise, and Nitish Kumar, who holds the Home portfolio, seems unable to control the situation,' she said. In a controversial remark, Rabri Devi suggested that Chief Minister Nitish Kumar should step aside and appoint his son as CM, arguing that younger leadership might be more effective. Her comments come amid growing opposition criticism and renewed accusations of a return to 'jungle raj.' Congress leader Rahul Gandhi recently referred to Bihar as the 'crime capital of India,' citing 31 murders in 11 days and warning of a thriving contract killing industry.
