Senior education officials in Maharashtra have been accused of creating thousands of fake teacher identities on the government's salary and HR portal, Shalarth, to siphon off public money. The scam, which involves both Mumbai and Nagpur zones, could be worth Rs 2,000 to 3,000 crore, according to government estimates. Some arrests have already been made and the state government has announced a Special Investigation Team (SIT) to probe the matter, a TOI report stated.A Shalarth ID is a unique identity issued to government and aided school teachers and staff in Maharashtra. It is required to access salary, benefits, and employment records.Former deputy director of education Ram Pawar said, "Once there is a vacancy and the school has selected the candidate, the school issues an appointment order. The candidate then takes this appointment order to the deputy director of education of that zone, who approves it and provides the candidate with a Shalarth ID and password. This ID is used to access salary and benefits, without it, the candidate cannot be paid."The Shalarth portal also stores financial and personnel data for all education employees in the state.According to Pawar, the authority to issue Shalarth IDs rests with the deputy director of education. The scam involved issuing bogus IDs to fictitious individuals. Bank accounts were opened using fake documents and photos, and salaries were withdrawn in their names.Officials have also been accused of issuing Shalarth IDs to unqualified individuals who secured jobs as teachers and headmasters after allegedly paying bribes ranging from Rs 20 to 30 lakh to school management and government staff.While government-run schools have tighter oversight, aided schools in Maharashtra operate with limited scrutiny. This gap allowed some officials to exploit the system by appointing unqualified people, creating fake job posts, and withdrawing salaries in their names.In Nagpur, fake IDs were allegedly given to teachers and staff who bribed school management and education officers. Teachers and other staff have also been accused of helping officials generate fake IDs and bank accounts in return for a share of the siphoned funds.In addition to fake appointments, officials allegedly demanded bribes from genuine teachers to release backdated dues and salary increments after promotions.On July 18, Chief Minister Devendra Fadnavis told the state assembly that the scam may involve Rs 2,000-3,000 crore. A Special Investigation Team has been set up to investigate.State school education minister Dada Bhuse has suspended Mumbai's deputy director Sandeep Sangave. Ulhas Narad, deputy director of education for Nagpur, has been arrested.Former education official Ram Pawar said, "An earnest effort must be made to examine records. The process cannot be top-down. Whatever the upper management decides, the onus must be on field officers who need to conduct rigorous checks."

In February 2023, Dayanand Sharma fom Delhi, 45, met with a road accident while driving his car. Though he was worried at first, he took solace in the fact that he had a vehicle insurance of Royal Sundaram General Insurance to cover the cost of damages his car suffered. However, three days later, when he checked mParivahan, a mobile application developed by the Ministry of Road Transport and Highways that provides citizens with access to various transport-related services, nothing appeared as he entered his credentials and insurance details. This, he said, raised alarm bells in his mind. 'After this, I showed my insurance to a man I knew in Ghaziabad. He spotted it as a fake insurance instantly. I own a car and I had been sold a two-wheeler insurance at a premium of Rs 15,000 by agents who reached out to me over the phone,' Sharma told The Indian Express. 'I went to an office of Royal Sundaram General Insurance Company and was shocked to find out that my insurance was fake. Even my name on the documents was wrong,' he said. 'I never thought someone could defraud you like this… is it worth scamming someone for a few thousand bucks?' asked Sharma, who is one of the 5,000 people from Delhi allegedly duped in a countrywide vehicle insurance scam. On Monday, the Delhi Police's Crime Branch registered a First Information Report (FIR) after a court's direction. Royal Sundaram General Insurance Company Limited alleged that various agents and intermediaries had issued fake policies to over 80,000 customers across India. According to the FIR, unidentified insurance agents allegedly misused the company's website to sell fraudulent policies to unsuspecting customers. The accused allegedly sold policies using incorrect details such as email addresses, contact numbers, and vehicle models, it said. The FIR said the agents allegedly defrauded customers by charging a premium amount for four-wheelers while issuing two-wheeler insurance policies. Royal Sundaram General Insurance discovered the irregularities when it received several summonses from the motor accident claims tribunals of various states regarding insurance claims from accident victims. It claimed that it understood the modus operandi of the agents when customers like Sharma came to them.

Bengaluru: The Enforcement Directorate's Bengaluru Zonal Office has filed a complaint against One Sigma Technologies Pvt Ltd (SIMPL) and its Director Nitya Nand Sharma for contravention of the Foreign Exchange Management Act to the tune of Rs 913 crore (Rs 913,75,88,062), an official statement said on Wednesday. The enquiries in the matter were initiated on the basis of credible information that SIMPL has received a substantial amount of Foreign Direct Investment (FDI) from the US, allegedly in violation of the extant FDI policy, the ED statement said. The ED investigation under the provisions of the FEMA revealed that the firm runs its business through mobile application named SIMPL. It provides Buy Now Pay Later services which allowed its customer to buy now and pay later in instalments, the ED said. Further, it was learnt that One Sigma Technologies Pvt Ltd received FDI to the tune of Rs 648,87,76,480 and issued Convertible Notes to the tune of Rs 264,88,11,582 under the 100 per cent automatic route by declaring its business activity as "Benefits of Information Technology and other computer service activities", the ED said. "During the course of investigation under FEMA, 1999, the business model and revenue generation model of M/s One Sigma Technologies Pvt Ltd were examined, and the same revealed that M/s One Sigma Technologies Pvt Ltd is into the business activities which fall under financial activities." "However, as per circular, dated October 20, 2016, issued by the RBI, FDI in financial activities not regulated by any authority is to be brought under the 100 per cent approval route. Further, in activity where government approval is necessary for receiving FDI, any startup company can issue convertible notes only with the approval of the government of India. However, M/s One Sigma Technologies Pvt Ltd has issued convertible notes without obtaining any approval from the government of India," the ED said. "M/s One Sigma Technologies Pvt Ltd (SIMPL) has received FDI under automatic route and issued convertible notes under automatic route without obtaining prior approval from the government of India and thereby contravened the provisions of FEMA, 1999, collectively to the tune of Rs 913,75,88,062 and rendered itself liable to be proceeded under section 13 of FEMA, 1999." "In view of the above, a complaint under section 16 (3) of FEMA, 1999 is filed before the Adjudicating Authority under FEMA," the ED added.

The Union Minister of State for Education, Jayant Chaudhary, shared in a written reply to the Rajya Sabha today that over 4.7 lakh pirated copies of NCERT textbooks have been seized from across the country since 2024. 'Instances of piracy of NCERT textbooks have been received from different parts of the country. During the years 2024 and 2025, approximately 4.71 lakh pirated copies of NCERT textbooks have been seized in various operations across different states. Piracy is driven primarily by commercial motives of unscrupulous elements,' Chaudhary said. 'The main objective of NCERT is to provide quality textbooks at a very affordable price to the last student across the country, on a no-profit and no-loss basis,' he added. The Minister of State (MoS) reported that over the past year, the National Council of Educational Research and Training (NCERT) has conducted raids on a record 29 locations associated with the production and sale of pirated textbooks. These operations targeted manufacturers of illegal NCERT watermarked paper as well. As a result, the NCERT seized stock and equipment valued at over Rs 20 crore. 'NCERT has also taken several proactive measures to hit at the very root of the piracy business, including a 20 per cent price reduction of NCERT textbooks, timely printing of NCERT textbooks, improved quality of paper and printing (using modern machines), and promotion of online sale of textbooks through e-commerce platforms. 'NCERT has also conducted a pilot trial of a technology-based anti-piracy solution on one million copies of a grade 6 textbook. This tech-based solution has been developed and patented by the Indian Institute of Technology, Kanpur,' he said. Meanwhile, the new NCERT Class 8 Social Science textbook skips the mention of Tipu Sultan, Haidar Ali or the Anglo-Mysore wars of 1700s in its chapter on India's colonial era, which has been described as time when 'one of the richest lands of the world had become one of the poorest'. Part 1 of the textbook — 'Exploring Society: Indian and Beyond' — was released this week for use in the ongoing academic session. A second part is expected this year. The chapter on the colonial era covers the period from the late 1400s and the arrival of Vasco da Gama up to the late 1800s, including the 'Great Indian Rebellion of 1857'. It traces the shift of the British from being traders to rulers, refers to the Battle of Plassey — a decisive victory for the East India Company against Nawab of Bengal in 1757 — and the 'drain of India's wealth' during this period.
