
Thousands of supermarket customers call for self check-out change
More than 60,000 people have signed a petition calling for an end to the "discrimination" felt by opponents of self-checkouts (SCO) which don't accept cash. Self-checkout systems first appeared in UK supermarkets in the 1990s, and have been rolled out widely in the last few years so that they usually outnumber manned checkouts in most large shops.
However some retailers have admitted the technology has gone too far, and have started to bring back staff at tills. Booths removed almost all self checkouts (SCOs) in late 2023, citing customer preference for staffed tills, reports WalesOnline.
Elsewhere Morrisons admitted in mid‑2024 they 'went too far' with SCOs and have been reviewing and scaling down their self‑service lanes. Asda also acknowledged reaching a saturation point by mid‑2024, pledging to add more staff to manned checkouts and reduce SCO reliance.
And Itsu food‑service chain announced in early 2025 they'd add more staffed tills across outlets after over‑reliance on SCOs sparked customer complaints.
For its part from Spring this year Tesco began trialling dual‑mode "swivel" checkouts in some stores - tills that can be operated as either manned or self‑service - with a single staff member overseeing multiple tills when in SCO mode. This allows flexibility depending on store traffic and staffing.
Now, a petition has been launched calling on all retailers to change the rules on SCOs - particularly when it comes to accepting cash. There is an online petition. Sign up for the North Wales Live newsletter sent twice daily to your inbox
A statement about this campaign on change.org reads: "We, the undersigned, are calling on UK supermarkets to stop limiting access to cash payments at self-checkouts. More and more stores are installing banks of card-only self-checkouts, with just one or two accepting cash – or none at all."
They say the limiting cash payments "creates a two-tier system" and they say it unfairly penalises:
Older people who rely on cash
People with disabilities or mental health conditions who need to budget manually
Those on Universal Credit or without full access to banking
Anyone who prefers cash for budgeting, privacy, or safety
The petition adds: "Cash remains legal tender. Yet supermarkets are quietly making it harder - and slower - to use. We are not against digital payments - we're against having no choice. No one should be forced into a cashless system."
Petitioners are asking:
That all self-checkout areas include a fair number of cash-accepting tills - not just one token machine
That clear signage shows where people can pay with cash
That there is a commitment from supermarkets to protect freedom of payment for all customers.
The petition adds: "Money is money. Inclusion matters. Choice matters."
More than 60,000 people have signed the petition and left their support. Derek wrote: 'Some people find money easier to manage when it is in cash form. Taking away the option to pay by cash discriminates against those people. We must not abandon the option, nor should we take it away in increments until card-only is the only option.'
Shona added: 'I have disabilities and cash for me is easier to manage and less confusing than paying by card and checking online.'
The petition comes amid fears people are getting worse service from their banks and finding it harder to access cash. John Howells, chief executive of cash access and ATM network Link said: 'It is vital that we maintain good options for people to pay in cash and for businesses to bank their cash.
"We can't afford to leave cash users behind as more people go digital. That's why we're committed to the rollout of banking hubs across the UK, alongside a reliable ATM network and a widespread Post Office network.'
Gareth Oakley, chief executive of Cash Access UK said: 'We know first-hand the importance of access to cash and face-to-face services."
More than three-quarters of people believe it is important to have the option to pay with cash and four-fifths think all shops should accept it, a survey has found. 52% of people said they had been somewhere during the previous two months that had not accepted or had discouraged the use of cash - and 56% said this was an inconvenience to them.
It found that contactless via cards was the most preferred payment method among people surveyed, with 40% choosing this option. But nearly two-thirds of people said that physical coins and banknotes gave them confidence that 'nothing would go wrong', such as a payment outage.
Indeed cash remains particularly popular among people aged 55 and over, with 25% preferring cash compared with 8% of 25 to 34-year-olds, the survey indicated. Supermarkets and convenience stores are the most popular places where people have spent cash, the research indicated.
Graham Mott, Link director of strategy said: 'Cash remains a critical part of the UK's payment landscape. This research shows that, while digital payments are growing, cash continues to play a vital role in financial inclusion, budgeting and consumer choice.'
Earlier this month, it emerged that the Bank of England will monitor cash acceptance, following a Treasury Committee report which raised concerns about the future of coins and banknotes. In its response to the report, the Government said the Bank had committed to continuing to include an additional question on cash acceptance in its survey of consumers, after it was introduced in January.
The committee has highlighted how UK businesses and organisations can choose to refuse cash with no legal duty to accommodate customers' varying needs. Its report, published earlier this year, warned that a lack of action to tackle declining cash acceptance could lead to a two-tier society with the most vulnerable bearing the cost. MPs called for improved monitoring.
The committee highlighted that vulnerable groups, such as people with learning disabilities, domestic abuse victims and the elderly, could be particularly affected.
Ross Borkett, banking director at the Post Office, said: 'The latest data released by Link reinforces why cash access and acceptance in the UK remains so important. The confidence cash gives to people is clear - we know our customers rely on it to ensure they can budget effectively and when digital systems go down, cash continues to offer a secure and reliable alternative to online payments.
'In June alone, 6.97 million personal cash withdrawals were made at Post Office branches totalling £921.63 million, up 8.7% from last year - a clear sign that cash continues to play an essential role in everyday life.
'As more businesses go cashless, many people risk being excluded. Post Office branches help ensure that people can access cash by acting as a secure and accessible option across the country, so no one is left behind.'

Debt-laden Morrisons rocked by £600m loss as one retail expert warns the grocer is 'very much in decline'
Morrisons lost almost £600million last year as pressure mounts on the debt-laden supermarket chain that one retail expert has described as 'very much in decline'. The private equity-owned grocer is being squeezed by discounters Aldi and Lidl on the one hand, and market leader Tesco on the other. It lost £592million on 'continuing operations' – including groceries and food manufacturing – in the year to October, down from £974million in 2023. Sales nudged up to £15.3billion from £14.7billion. The figures exclude a one-off gain of £2.6billion made on the sale of Morrisons' petrol forecourt unit that was mainly used to pay down debt, which stood at £6billion at the end of the year, down from £7billion in 2023. Morrisons was saddled with huge borrowings after it was acquired by US buyout group Clayton, Dubilier and Rice (CD&R) in 2021. The cost of servicing that debt soared as interest rates rocketed following Russia's invasion of Ukraine a year later. Finance costs last year totalled £699million, which was slightly down from £730million the previous year. Last night experts said the windfall from the petrol stations' sale to Motor Fuels Group 'flatters the numbers' and warned the chain 'can't maintain the status quo' and needs 'root and branch reform' to take on discount rivals. Chief executive Rami Baitieh has tried to turn it around by axing 3,600 staff, following 8,800 job losses in 2023. The cost-cutting continues with the closure of 52 cafes, 17 convenience stores, all 18 Market Kitchens, 13 florists, 35 meat counters, 35 fish counters and four pharmacies. Morrisons is Britain's fifth-biggest supermarket, with an 8.4 per cent market share, but Lidl is breathing down its neck on 8.3 per cent, according to retail experts Kantar. Retail expert Jonathan De Mello said Morrisons did not have a distinctive offer. He said: 'I think they are a business which is very much in decline and are finding it very hard to maintain market share. 'They have a real problem with positioning. They want to provide a low-cost solution – but at the same time they can't compete in the mass market where Tesco and Asda are dominant. They are stuck in the middle. He said Baitieh, who joined from French food giant Carrefour, was 'getting to grips with the British market but he hasn't got there yet'. A Morrisons spokesman said that its debt now stood at £3.5billion, which was 43 per cent below the level when CD&R bought the business, 'with financing costs being reduced accordingly'.

E-scooters are illegal on public roads in the UK except in areas where there is a trial. Rental schemes have been taking place in parts of England since 2020 but there has yet to be a trial anywhere in Wales. Last year WalesOnline revealed Cardiff and Swansea councils had formally expressed an interest in launching trials. Now, for the first time in years, the UK's Department for Transport has opened a window for councils to apply for trials in new areas — yet there is a catch for those in Wales. The Welsh Government's transport s ecretary Ken Skates told us: 'We would consider any Welsh local authority interest to pursue participation in a trial of public rental electric scooters. Before any trial could commence a change in road legislation would need to be made.' When we contacted Swansea council, its spokesman suggested any e-scooter plans are on the backburner until the Welsh Government makes a tweak to legislation. "I'm told the reopened applications for trials are in England, not Wales," he said. Cardiff council, meanwhile, is planning to launch an electric bike hire scheme across the city in early 2026. But its spokesman told us it could add e-scooters to the offering pending "legal changes being made to allow them to be used on public land in Wales". The UK Government told us its transport department is "engaging with our Welsh counterparts to explore whether it will be possible to open e-scooter trials in Wales, as they would need to pass some legislation to enable this". Any councils interested should engage with the Welsh Government in the first instance, the UK Government added. Harry Foskin, from the UK's biggest e-scooter operator Voi, said a mix of e-scooters and e-bikes would be an "affordable, easy and safe addition" to transport options in Wales, adding: "They're good for health, come without any carbon or air pollution, and don't add traffic to the roads. "In the Valleys, for instance, shared e-bikes and e-scooters could help people reach stations along the South Wales Metro as part of an integrated transport system. "In city and town centres they can help people hop about to work, to appointments, to shops when the car is impractical and the next bus might be too far away." He called on the Welsh and UK Governments to "work collaboratively" with councils to "unlock the full potential" of e-scooters in Wales. Last month the UK Government extended e-scooter trials until 2028. Voi said the latest trial period 'had to be the last' before a permanent legalisation, as uncertainty was damaging investment. The UK Government has been widely criticised for repeatedly extending the trials without making a final decision on whether e-scooters will be made fully legal, or only available in hire schemes, or any other option. Supporters of e-scooters say they are a low-emission, fun and relatively cheap mode of transport. But the illegal use of privately owned e-scooters has been common for years in Wales, without the guardrails of regulation. While scooters used in the English trials are limited to 15.5mph, private ones often have higher speed limits, no lighting, and have been known to explode due to mishandled batteries. One of the criticisms of e-scooters — even those used in the trials — has been illegal pavement riding. Guide Dogs Cymru's Andrea Gordon, who has been blind all her life, previously told us that nearly three quarters of people with sight loss who have encountered an e-scooter have had a negative experience. Voi said it has worked "very closely" with charities for blind people and has integrated their suggestions into how it educates riders. Last year its e-scooters' accident rates dropped by 70%, to the same level as the company's e-bikes, it said. At the time of writing there are rental e-scooter trials in 18 regions of England. A report by the Department for Transport found there had been "concerns about the behaviour" of some riders and that pavement riding has caused "particular concern" among visually impaired people. But it also pointed to the green transport option increasingly being used for "purposeful journeys". And riders in trial areas had over time shifted away from more dangerous illegal scooters. Morrisons revenues drop by £1bn amid supermarket price war
Morrisons' sales have fallen by more than £1bn as it faces mounting pressure from a supermarket price war. Revenues slipped to £17bn in its latest financial year, falling from £18.3bn a year earlier. It marked the supermarket's lowest annual revenues since its private equity takeover in 2021, piling pressure on Rami Baitiéh, the chief executive, who has pledged to 'reinvigorate' the supermarket. The decline came after Morrisons sold off its petrol forecourt business in April 2024. Stripping out the impact, underlying sales were marginally higher in the 2024 financial year at £15.3bn, compared with £14.7bn. The petrol station deal provided a £2.6bn boost that propelled the supermarket into profit. Without the windfall, Morrisons would have remained loss-making. The company recorded a £592m loss from its 'continuing operations' for the year, which includes the supermarket chain and its food manufacturing businesses. That compared to a £974m overall loss a year earlier. Morrisons faced £701m of finance costs as it continues to battle with high debt repayments in the wake of its £10bn takeover by private equity firm Clayton Dubilier & Rice (CD&R). The supermarket's debt pile stood at £7bn at the end of last October, down from £8.6bn a year earlier. It has stepped up repayments since then and the company said its debt stood at £3.5bn last month. The latest annual figures come months after Mr Baitiéh warned about the 'challenging macro environment, with inflation driving subdued consumer sentiment'. He said more shoppers were hunting for value.
