Nagaland CM, ministers leave for Delhi to meet Shah
Kohima, Aug 19 (PTI) Nagaland Chief Minister Neiphiu Rio and several ministers left for New Delhi on Tuesday to hold meetings with the Home Ministry on several key issues of the state.
State government spokesperson and Minister C L John, who is already in Delhi, said that the delegation is scheduled to meet Shah after August 20.
The Cabinet has already submitted a document to the ministry with several major issues concerning the welfare of the state including the ongoing Naga political issue and demand for Frontier Nagaland Territorial Authority (FNTA).
In the proposed mechanism, six eastern districts of the state will be granted a certain level of autonomy.
Government spokesperson and minister Kenye, at a press conference on August 6, said the Cabinet would leave for Delhi regarding the progress on the FNTA, which has been a core demand in the ongoing tripartite talks with the Eastern Nagaland People's Organisation.
Issues such as Free Movement Regime (FMR) along Indo-Myanmar border and re-imposition of Protected Area Permit in the state could also be discussed at the meeting.
The Centre in December scaled back the FMR from 16 km to 10 km, and restricted entry-exit to nine designated points while also re-imposing PAP, which regulated the entry of foreigners into the state.
The Nagaland government has expressed concern that the revised rules will impose hardships on border villagers who traditionally rely on free cross-border movement for their socio-economic needs.
Matters pertaining to the construction of Foothill Road, also known as Trans-national highway, from Tizit in Mon to Khelma in Peren district, an airport in the state capital and also smaller airports in Mon, Tuensang and Mokokchung districts have also been put up to the Union Home Minister for discussion, John told PTI.
Upon return of the chief minister, the Cabinet would hold the Political Affairs Committee (PAC) meeting to brief legislators about the meeting, Kenye told reporters here. PTI NBS NN

Karnataka Cabinet clears internal reservations for Scheduled Castes
The Karnataka Cabinet on Tuesday approved the sub-classification of the 17% Scheduled Castes quota for reservations for education and government jobs in the state, The Hindu reported. The Dalit Right (Holeyas) and Dalit Left (Madigas) groups will get six percentage points of the reservation matrix each. The remaining five percentage points will be given to other Scheduled Caste communities, according to The New Indian Express. The decision came a year after the Supreme Court on August 1, 2024, allowed the sub-classification of Scheduled Castes and Scheduled Tribes for providing reservations in education and government jobs. An ordinance to implement the sub-classification will be promulgated after the Monsoon Session of the state Assembly, The Hindu quoted unidentified officials as saying. The 1% quota given to nomadic castes and Adi Karnataka, Adi Dravida and Adi Andhra communities, as recommended by the Justice HN Nagamohan Das Commission, will be dropped, The Hindu reported. The commission had in its August 4 report recommended 6% quota for the Dalit Left, 5% for the Dalit Right, and 4% for the Lambanis, Koramas, Korachas and Bhovis communities, or touchable castes. It had also recommended a 1% quota for nomadic tribes and 1% for Adi Karnataka, Adi Dravida and Adi Andhra groups. Instead of the five categories recommended by the panel, the Cabinet approved three. Category E, recommended for the Adi Karnataka, Adi Dravida and Adi Andhra communities, was merged with the Dalit Right. Category A will be merged with the touchable castes, The Hindu reported. The Dalit Right groups and the touchable communities had opposed the fresh categorisation as they felt that their share in the reservation matrix was being reduced, according to the newspaper.

'Can You Say it is Criminal to Love?' Says SC While Hearing Petition on Lowering Age of Consent
The apex court's observations came while it was hearing a petition that raised the question whether or not the age of consent, which is 18 years, should be reduced to 16 under the Protection of Children from Sexual Offences (POCSO) Act. New Delhi: The Supreme Court on Tuesday (August 19) said that there is a need to distinguish between rape and genuine romantic cases involving youngsters on the cusp of majority. "Now, they develop feelings for each other. Can you say it is criminal to love? We have to keep a distinction between a criminal act like rape, etc., from this," said a bench of Justices B.V. Nagarathna and R. Mahadevan, noting the existence of co-education institutions and universities, reported Press Trust of India. The apex court's observations came while it was hearing a petition that raised the question whether or not the age of consent, which is 18 years, should be reduced to 16 under the Protection of Children from Sexual Offences (POCSO) Act. "When there are genuine romantic cases, they like each other and they want to get married... Don't treat such cases the same as criminal cases, You have to keep the reality of society in mind,' said the court. The court also referred to the trauma such couples face, mostly because of the male partner being sent to jail by the parents of the girl after filing a case under the POCSO Act. "This is the harsh reality in society," the bench said, noting cases under the POCSO Act were also filed to cover up elopements. Senior advocate H.S. Phoolka, who appeared for the petitioner organisation, called for safeguard and said that a similar issue concerning the age of consent was being considered by another bench of the apex court, reported PTI. The court said that the police would look into the matters to ascertain whether it was a case of kidnapping, trafficking or whether it was a case of genuine love. After Phoolka said he would place on record some top court orders in the context of the prayers sought for in the petition, the bench posted the matter for August 26. Earlier, the Union government had defended in the apex court the statutory age of consent of 18 years, saying the decision was a "deliberate, well-considered, and coherent" policy choice aimed at shielding minors from sexual exploitation. It had said that diluting the age of consent or introducing exceptions under the guise of adolescent romance would be not only legally unsound but also dangerous. 'Unjustified, unilateral': Russia slams Trump tariffs, backs India over crude oil purchase
Russia on Wednesday dismissed the US pressure on India over its procurement of Russian crude oil as 'unjustified and unilateral', stressing that Moscow and New Delhi would continue energy cooperation 'notwithstanding external pressure'. He underlined that Russia has created a 'special mechanism' to ensure uninterrupted crude supplies to India, which currently sources around 40 per cent of its oil needs from Moscow at an average discount of 5 per cent. The Russian official said India and Russia are on track to achieve the target of $100 billion in bilateral trade by 2030, noting that Moscow is working to reduce the trade imbalance by boosting Indian exports of machinery, pharmaceuticals, tea and rice. Russia, he added, remained one of India's largest suppliers of energy and fertilisers. On Western sanctions, Babushkin said the European Union's latest package will have little impact on Russia and reiterated that India is unlikely to stop Russian oil purchases. 'We are committed to sit with India to address challenges and remove them,' he said, while also revealing that the two countries are in advanced talks on small and modular nuclear reactors. 'Russia is the partner of choice for India in India, have jointly developed BrahMos cruise missile, are working on other sophisticated equipment, including jet engines,' Babushkin said. Babushkin noted that President Vladimir Putin had spoken to Prime Minister Narendra Modi twice on the situation in Ukraine, adding, 'India matters very much to us.'
