NITI Aayog
in New Delhi.
The event celebrated successful interventions from 329 aspirational districts and 500 aspirational blocks across the country. Under the theme "Transforming Health: Breakthrough Interventions", Lunglei deputy commissioner Navneet Mann presented Project BLOOM (Better Living through Outreach, Optimal Maternal and Child Health) as one of the 19 selected best practices.
Launched on June 17, 2023, Project BLOOM addresses maternal and child health challenges in the Lungsen aspirational block of Lunglei district. The region, marked by difficult terrain, high logistical costs, limited internet access, and awareness gaps, had long struggled with poor health indicators. The project seeks to bridge these gaps through a community-driven, convergence-based approach that integrates health, nutrition, transport, and behaviour change.

154 animals succumb to lumpy skin disease in Solapur, Jalgaon & Ahilyanagar districts
Kolhapur/Nashik: Over 150 bovine animals have succumbed to lumpy skin disease in Solapur, Jalgaon and Ahilyanagar districts off late, with the number of infections rising to at least 4,800, animal husbandry officials told TOI on Monday. Lumpy skin disease (LSD) is a viral infection that affects cattle primarily transmitted through blood-feeding insects like mosquitoes, flies and ticks. Vishal Yewale, deputy commissioner of the animal husbandry department, Solapur, said, "At least 2,100 cows and calves were found infected with the disease, of which 58 have died over the last two months. At present, 441 animals are being treated against LSD. There are about 7.8 lakh bovine animals in the district." Solapur district experienced an LSD outbreak in 2023 and has been declared a "controlled area" to enhance monitoring and prevent further spread. Baburao Narawade, the regional joint commissioner of the animal husbandry department, Nashik, said the total number of infected cattle stood at 2,700 across Nashik, Ahilyanagar, Jalgaon, Dhule and Nandurbar districts. "At least 97 cows have succumbed to the disease over the last one month, including 54 in Jalgaon district, 42 in Ahilyanagar and one in Nashik. Among the infected animals, at least 1,600 have been cured so far," Narawade said. Officials said cattle congregation was banned in Jalgaon district to curb disease spread, besides terms and conditions were put in place for cattle transport in Solapur. "Jalgaon collector Ayush Prasad has banned all kinds of cattle gatherings in the district, including exhibitions and even transportation from one place to another. The district has 109 epicentres where the infection outbreak was recorded," Narawade said. In Ahilyanagar district, the number of infected animals is 1,099. "There are a total of 34.8 lakh bovine animals across Nashik division, with Ahilyanagar district having the highest number at 13.6 lakh, followed by Nashik (8.9 lakh) and Jalgaon (5.7 lakh). The number of infected animals in Jalgaon is the highest," a senior official from the department said. Stay updated with the latest local news from your city on Times of India (TOI). Rural Telangana stands fifth in cigarette spend per capita
1 2 3 Hyderabad: In Telangana, cigarette spending reveals a telling contrast between rural and urban lifestyles. Rural smokers spend an average of ₹415 per person annually, far below the ₹625 spent by their city counterparts. Yet, the state still ranks high nationally—rural Telangana sits fifth in per capita cigarette expenditure, with urban areas close behind in sixth. This consumption pattern mirrors another habit where Telangana dominates: Indian-made foreign liquor (IMFL) and beer. Here, the state tops the country in rural consumption and holds third place in urban rankings, underscoring a broader appetite for premium intoxicants. A white paper from the National Institute of Public Finance and Policy, which tracked intoxicant spending over the past decade, highlights the extent of the gap. Urban residents in Telangana spend an eye-popping ₹97,901 annually on IMFL, beer, toddy, beedis, cigarettes, and other tobacco products combined. Rural residents, while spending less, still allocate a significant ₹57,627—a difference that reflects income disparities but also availability and lifestyle choices. Medical experts say these habits carry serious consequences for both users and those around them. Dr Srikrishna R Boddu, consultant physician at Kamineni Hospitals, stresses that secondhand smoke is far from harmless. "When individuals smoke, harmful particles are inhaled by people nearby, potentially causing allergies, respiratory ailments, and more severe complications," he warned. Continuous exposure, he explained, can inflame the throat and airways, leading to chronic conditions like bronchitis. When combined with heavy drinking, the risks escalate, increasing the likelihood of cancers and compounding strain on the heart. "The impacts on cardiovascular health cannot be overlooked—it's best to avoid these habits entirely to protect one's health," Dr Boddu advised. For Telangana, the data tells two stories—one of economic capability, with both rural and urban populations willing to spend on premium cigarettes and liquor, and another of looming health costs that cut across geography. As public health advocates push for stronger anti-smoking campaigns and awareness drives, experts said the challenge will be to shift not just spending patterns, but deeply ingrained cultural habits. If the irregularities are not rectified even after the notice is issued, we will cancel the registration of the hospital concerned." The PMC's health department inspects private hospitals at an interval of six months to ensure that these facilities comply with the norms under the acts. The health hubs are mainly checked for compliance with fire safety norms, and display of patients' rights boards and charges boards at a visible location. The hospitals are also required to display the 24x7 toll-free number given for patients to raise complaints. A source said that PMC has issued notices to the eight private hospitals on Monday after its officials found that the fire safety norms were not in place and the boards that are supposed to display charges were not visible.
