India's next 100 million credit users won't fit the old mould. That's a growing opportunity

iStock The next 100 million credit users won't accept complexity, exclusion, or outdated systems and nor should they. They are ready, willing, and digitally equipped.
India's lending landscape is undergoing a transformation. The next 100 million users entering the system will not just be salaried professionals from Tier 1 cities, in white collar jobs but predominantly individuals who are from low salary income category, blue collared workers and workforce that will be employed in miscellaneous non traditional roles across India.
As someone working closely with underserved segments, I believe we need to stop applying outdated models to new users. Instead, we must design for their realities, aspirations, and constraints. Doing so could unlock the next wave of financial inclusion and sustainable credit growth.
1. Income under Rs 30,000: A demand-led opportunityNearly 70% of new-to-credit users in India today earn less than Rs 30,000 per month (TransUnion CIBIL, 2023). Traditional risk models often classify them as high-risk, but in practice, they show high appetite for small-ticket loans (Rs 2,000–Rs 15,000), frequent repeat usage, and responsible repayments when repayment cycles match their income patterns.
We need to move beyond static income brackets as a proxy for risk. A factory worker with consistent cash flow but no formal payslip is typically excluded. But if lenders consider alternate data ; like mobile recharges, UPI spends, and rental payments ; a more accurate picture of their creditworthiness emerges. We've seen this approach succeed. What is needed is a broader adoption of cash-flow based underwriting using Account Aggregator infrastructure and low-documentation models. Regulators can accelerate this by enabling targeted sandbox pilots and removing friction from GST-less and digitally-native loan journeys. 2. Gig and informal workers: The new credit core
India's gig economy is projected to reach 23.5 million workers by 2030 (NITI Aayog). Many among them , including delivery personnel, rideshare drivers, and on-demand freelancers , are actively seeking access to formal credit but remain excluded due to lack of documentation.
Their income is volatile, but their repayment behaviour is often better than expected ,especially when credit products are aligned to their cash cycles. In our experience, weekly or even daily repayment models built into gig platforms result in stronger repayment rates than traditional EMIs. In this case Fintechs and platforms should co-create embedded credit products that flex with earnings. Regulatory support for platform-linked underwriting and repayment will help make these solutions scalable and sustainable.3. Women: A growing, high-trust segmentOnly 27% of formal credit users in India are women (CIBIL), but this number is steadily rising. Internal data and on-ground insights reveal that women ; especially in non-metro regions , tend to borrow more cautiously and repay more reliably. More importantly, their borrowing patterns are purpose-driven: for their children's education, family healthcare, or small business needs. Yet most credit products aren't designed with them in mind , from the language in the app to documentation hurdles.So we can design women-first credit journeys that are vernacular, simple, and focused on life outcomes. Embed financial literacy within the product experience. Collaborate with women-led NBFCs, SHGs, and digital inclusion programs to build distribution and trust.
4. Gen Z and young borrowers: Empowerment, not just credit The average new-to-credit age in India is now 27 (CIBIL). This group is mobile-first, real-time oriented, and highly value-conscious. One hidden fee or poorly explained clause is enough to lose their trust. But when credit is bundled with features like cashback, micro-savings, or usage insights, they engage deeply. They don't see credit as a loan , they see it as a tool for managing life better. We can move beyond the loan-as-a-product mindset. Build financial empowerment tools that combine credit with savings nudges, spending insights, and gamified repayment features. Gen Z rewards clarity, control, and utility , not just offers and limits.
5. Credit penetration: India lags, but can leap India's credit-to-GDP ratio is just 56%, compared to 155% in China and 216% in the US (World Bank, 2023). Less than 14% of adults have access to formal credit (RBI Financial Inclusion Index). Over 500 million Indians still remain unserved and under-served,
And yet, we're better prepared than ever. With Aadhaar, UPI, Account Aggregator, and the JAM stack, we now have the infrastructure to include millions. What we need is to update the playbook to fit new users, not force them into old moulds. We need to encourage digital lenders to pilot alternate scoring models, support simplified KYC frameworks, and enable ecosystem innovation through progressive regulation. Financial institutions must build for Bharat's realities, not just urban India's credit profile. The next 100 million credit users won't accept complexity, exclusion, or outdated systems and nor should they. They are ready, willing, and digitally equipped. What they need are products built with empathy, flexibility, and purpose. We now stand at a defining moment: we can either retrofit legacy models to fit this emerging India, or we can reimagine credit to truly serve it. The tools are in place from UPI to Account Aggregator. What's needed is intent and innovation. If we build with inclusion at the core, we won't just expand access , we'll unlock growth, trust, and long-term resilience for the entire financial ecosystem. The future of credit in India is not just inclusive, it can be transformative. Let's shape it, boldly and together.

Prime Minister Narendra Modi flagged off two specially designed Vande Bharat trains between Shri Mata Vaishno Devi Katra and Srinagar on Friday. The inauguration of a direct rail link to the Valley is a historic milestone that is likely to have a far-reaching impact on the development, trade, and tourism of Kashmir, and its closer all-round integration with the rest of the country. A very long journey The first railway line in the former princely state of Jammu and Kashmir was built by the British in 1897 over a distance of 40-45 km between Jammu and Sialkot in the plains. In 1902 and 1905, a railway line was proposed between Rawalpindi and Srinagar along the course of the Jhelum, which would have connected the Kashmir Valley with the railway network of undivided India. But Maharaja Pratap Singh of Jammu and Kashmir was in favour of a Jammu-Srinagar line via Reasi, and neither project progressed. After Partition, Sialkot went to Pakistan, and Jammu was disconnected from the rail network of India. Until the inauguration of the Pathankot-Jammu line in 1975, the railway station nearest to Jammu and Kashmir was Pathankot in Punjab. In 1983, work began on a railway line between Jammu and Udhampur. This 53-km line was supposed to be completed in five years, but ultimately took 21 years. With work still underway, the central government announced, in 1994, the extension of this line from Udhampur to Srinagar, and onward to Baramulla. This was the Udhampur-Srinagar-Baramulla Rail Link (USBRL) Project, which was approved in March 1995 at an estimated cost of Rs 2,500 crore. In 2002, the USBRL was declared a national project, and sections of the line became operational over the years that followed. The USBRL is finally complete now —272 km of tracks built at a cost of Rs 43,780 crore, passing through 36 tunnels and over 943 bridges, bringing Katra and Srinagar within 3 hours of each other. An engineering feat The Himalayas are young, and the geologically unstable Shivalik Hills and Pir Panjal mountains lie in the seismically most active Zones IV and V. The terrain is difficult and sees heavy snow in winter, and presented serious challenges in the construction of bridges and tunnels. Among the several firsts of this remarkable achievement of railway engineering are the world's highest railway arch bridge, its arch rising 359 metres above the bed of the Chenab in Reasi district; the first cable-stayed bridge of the Railways on the Anji Khad, also in Reasi district; and the country's longest transport tunnel, 12.77 km long, in Ramban district. Development benefits Two Vande Bharat trains in each direction will cover the distance between Katra and Srinagar in about three hours, halving the time taken by the road journey. The trains will run even in deep winter, providing round-the-year all-weather connectivity to the Valley. The train will be extended soon to Jammu Tawi, which will make it possible to roll into Srinagar directly from almost anywhere in the country. The potential of the train in revolutionising tourism in Jammu and Kashmir has been repeatedly stressed. Over time, the USBRL is expected to have a major impact on the economy of the Union Territory, facilitating hassle-free transport of goods such as apples, dry fruits, pashmina shawls, handicrafts etc., to other parts of the country in the shortest possible time and at lower costs. The cost of transporting items of daily use to the Valley from elsewhere in the country is also expected to go down significantly.

Gandhinagar (Gujarat) [India], June 7 (ANI): Gujarat Chief Minister Bhupendra Patel inaugurated 13 development projects worth Rs 343.39 crore and laid the foundation stones for 28 new projects worth Rs 213.79 crore, bringing development initiatives worth Rs 557.18 crore to Rajkot, said an official release. Addressing the event at the Pramukh Swami Auditorium in Rajkot, the Chief Minister stated that under the Urban Development Year initiative, Rajkot city and district are witnessing significant development. He expressed confidence that the projects being inaugurated and launched today would enhance the 'Ease of Living' for the people of Rajkot. Reflecting on Rajkot's development journey over the past two decades, the Chief Minister noted that projects such as Atal Sarovar, AIIMS, an international airport, and various flyovers have transformed the city and improved the quality of urban life. The newly developed art gallery and other major development initiatives underscore the state government's commitment to urban welfare. Regarding Rajkot's future growth trajectory, the Chief Minister stated that the Government of Gujarat has planned six strategic growth hubs across the state, modelled on the successful example of Surat, with Rajkot as one of the key hubs. To support this vision, a dedicated Regional Economic Plan is being formulated. Rajkot has emerged as a prominent centre for Micro, Small, and Medium Enterprises (MSMEs), along with the engineering, gold and silver, and jewellery-making sectors. CM Patel said that under the leadership of Prime Minister Narendra Modi, efforts are underway to connect these industries to world-class markets, accelerating their global competitiveness and boosting their economic contribution. On the occasion of the 352nd coronation anniversary of Chhatrapati Shivaji Maharaj, the Chief Minister recalled Shivaji's establishment of good governance centred on public welfare, security, and strategic leadership and noted that Prime Minister Narendra Modi has ushered in a new era of development-focused politics inspired by the spirit of 'Nagarik Devo Bhava,' ensuring that even the most marginalised citizens benefit from governance. This approach has created a successful model of citizen-centric administration over the past 11 years. Following the Prime Minister's visionary path, Rajkot is now receiving development works worth Rs 557.18 crore, including Rs 238 crore dedicated to the energy sector. The Chief Minister stated that during his tenure as Chief Minister of Gujarat, Prime Minister Narendra Modi launched the visionary Jyotigram Yojana, which ensured a 24-hour electricity supply to every village in the state. Dedicated feeders were created for agriculture, and a balanced approach was adopted to provide sufficient power for both industry and farming. Referring to the PM Surya Ghar Muft Bijli Yojana, the Chief Minister highlighted that, as per a recent survey, around 3.40 lakh households in Gujarat have installed solar rooftops. Of the solar energy generated, 58 per cent was used for domestic consumption while 42 per cent was sold back to the government, helping citizens to earn an income and urging more people to avail themselves of the highly beneficial scheme. The Chief Minister also noted that farmers are significantly benefiting from solar power schemes, with 98 per cent of the state's farmers now receiving electricity during the daytime. He further stated that under the visionary SAUNI Yojana, the Prime Minister ensured water supply to every village across the Saurashtra region. With reliable access to electricity, water, and excellent road connectivity, industrial and economic development in Rajkot and across Saurashtra has accelerated significantly. The Rs 112 crore road infrastructure projects announced today for the Rajkot district will further strengthen industrial growth and provide citizens with enhanced transportation facilities. The Chief Minister stated that in 2005, to make urbanisation in Gujarat well-planned and systematic, the then Chief Minister and current Prime Minister, Narendra Modi, launched the Urban Development Year--an initiative that marked a turning point in the State's urban growth journey. To commemorate the 20th anniversary of this landmark initiative, the Government of Gujarat has decided to celebrate 2025 as an Urban Development Year, to develop world-class cities. Reaffirming the government's commitment to green growth, the Chief Minister noted that maintaining clean and plastic-free cities is a shared responsibility, contributing to the vision of a 'Clean Gujarat and Green Gujarat.' On this occasion, the Chief Minister congratulated the Prime Minister and the Indian Armed Forces for the remarkable success of Operation Sindoor. Addressing the event, the Water Resources Minister Kunvarji Bavaliya said that the development initiatives launched by Prime Minister Narendra Modi during his tenure as Chief Minister of Gujarat are now delivering substantial results under the leadership of Chief Minister Bhupendra Patel. He stated that Gujarat is progressing through inclusive and balanced growth, with benefits reaching every section of society. The Minister further stated that the State Government has incorporated not only electricity, water, and roads into the development journey, but also arts and sports, truly fulfilling the mantra of 'Vikas Bhi, Virasat Bhi.' He shared that in remote areas like Jasdan, the Gujarat Government has developed a large-scale indoor-outdoor sports complex at a cost of Rs 8 crore, equipped with facilities for athletics, judo, kabaddi, kho-kho, and more. This initiative will empower players from Jasdan to excel at the national level. Promoting such a sports culture will also strengthen Gujarat's preparedness to host global sporting events like the 2030 Commonwealth Games and the 2036 Olympic Games. Highlighting the State Government's commitment to ensuring sufficient supply even in remote areas, the Minister stated that while Saurashtra was once considered a water-scarce region, the SAUNI Yojana has transformed the scenario by channelling River Narmada's resources to villages, securing water availability for citizens even during summers. To further enhance water security in Rajkot, the newly inaugurated Moviya, Machhu-1, and Padadhari projects will provide 100 litres per person per day to lakhs of residents across Gondal, Rajkot, Padadhari, Kotda Sangani, and Lodhika regions. On this occasion, Mayor Nayna Pedhadiya expressed her gratitude to the Chief Minister for dedicating development projects worth over Rs 1,623 crore to the Rajkot district within just six months. She also outlined various development initiatives and highlighted pioneering efforts in environmental conservation, such as bore well recharge, subsidies for electric bikes, and solid waste management. Rajkot District Collector Prabhav Joshi delivered the welcome address and outlined the program's structure. He stated that good governance and public welfare remain central to the Gujarat Government's administrative framework. Under the leadership of the Chief Minister, citizens of Rajkot district and the municipal area have been gifted 41 development projects across various government departments, valued at approximately Rs 525 crore. Referring to the inauguration of a new Taluka-level Sports Complex in Jasdan, the Collector highlighted the State Government's commitment to promoting sports through the establishment of this state-of-the-art facility. Built by the district administration on seven acres of land at a cost of Rs 8.40 crore, the complex aims to strengthen the region's sports infrastructure. He further noted that the Chief Minister inaugurated 13 development works worth Rs 343.39 crore and laid the foundation stones for 27 projects valued at Rs 181.67 crore. On this occasion, the CM handed over a reimbursement subsidy letter worth Rs 75 lakh to the Rajkot Engineering Association. Beneficiaries also received property cards issued under the SVAMITVA Yojana. Reuters RBI Governor Sanjay Malhotra The Reserve Bank of India (RBI) Friday shed its customary conservatism to deliver double the policy rate cut than anticipated by investors, amid receding inflation concerns. It also opened the liquidity floodgates to add Rs 2.5 lakh crore for onward lending to help restore the pace of economic expansion near the 8% aspirational threshold. The Monetary Policy Committee (MPC) also changed its stance to 'neutral' from 'accommodative' in what appears to be a signal that, amid expected global uncertainties, Mint Road has frontloaded its policy actions and would hit the pause button unless incoming datasets compel it to take further rate measures. "Strong macroeconomic fundamentals and benign inflation outlook provide space to monetary policy to support growth, while remaining consistent with the goal of price stability," said RBI governor Sanjay Malhotra, who has delivered three consecutive rate cuts in each of the reviews he has chaired since February. "The changed growth-inflation dynamics calls for not only continuing with policy easing, but also frontloading rate cuts to support growth." The half-a-percentage-point reduction in policy rates to 5.5% is expected to immediately lower home loan rates for borrowers with floating-rate loans, and borrowing costs for small entrepreneurs. One basis point is a hundredth of a percentage point. Easing food prices and benign crude oil prices prompted RBI to lower FY26 inflation estimates to 3.7%, from 4%, while it retained the fiscal year growth forecast at 6.5%, as announced in April. 'It is safe to say we have won the war on inflation,' Malhotra said. The rate-setting committee lowered the repo rate to the lowest in three years. All other policy rates stand revised accordingly. The central bank governor's surprise gift of a higher-than-expected rate cut and liquidity booster follows a series of measures to ease monetary conditions so banks and non-banks step up lending. Since taking charge in December, he has now lowered the repo rate and cash reserve ratio (CRR) by 100 basis points each, besides easing guidelines such as those on the liquidity coverage ratio and risk weights on bank loans to finance companies. Hot property The indices gained and yields on the benchmark paper fell to 6.14%, but later closed at 6.29%, after Malhotra announced a change in the policy stance. The rupee opened at 85.86 against dollar and strengthened to close at 85.62. 'The policy is definitely positive for all sectors of the economy, particularly for banking and finance,'' said CS Setty, chairman of State Bank of India. 'In particular, the lower cost of borrowing will act as a counterbalance to any uncertainty.' The reduction in CRR to 3% will be in four stages — of 25 bps each between September and would infuse an estimated Rs 2.5 lakh crore of liquidity into the banking system. On growth, RBI said it remains lower than 'aspirations,' given the challenging global environment. 'Our aspiration is 8%. We would like to grow as fast as possible,' said governor also hinted at a likely pause in the rate action after the outsized cut that surprised most market watchers. 'After having reduced the policy repo rate by 100 bps in quick succession since February 2025, under the current circumstances, monetary policy is left with very limited space to support growth,' he said. 'Action over mere intent' 'We could have kept it accommodative and not done anything. Action is more important. Whatever we say should also translate into action. The accommodative stance was only an intent,' said the governor. He also said the transmission has been good after the previous two rate cuts. 'We need to do it faster and that is why we have frontloaded some of our actions,' he said. Malhotra added that the move will certainly increase the flow of credit. 'That is why this liquidity is important and reducing the repo rate is important.' On inflation, the RBI governor said, 'Most projections point toward continued moderation in the prices of key commodities, including crude oil.... we need to remain watchful of weather-related uncertainties and still evolving tariff related concerns with their attendant impact on global commodity prices.'The minutes of the meeting of this policy review are expected to be published in about a fortnight. The next MPC review meeting is scheduled August 4-6.
