FERC wants answers from Lake Lynn on Cheat Lake Park maintenance problems
MORGANTOWN – The Federal Energy Regulatory Commission has told Lake Lynn Generation it has concerns about ongoing maintenance problems at Cheat Lake Park and is requiring answers to a list of questions by Aug. 22.
FERC opens its letter to the company by recounting that it originally sought answers to a number of concerns back in January 2024: including trash removal; grounds maintenance; out of service sinks, toilets and water fountains; and exposed rusty metal at the playground.
Lake Lynn filed a partial response in February, FERC said. But, 'as of the date of this letter, we still have several concerns regarding the upkeep and maintenance of these recreation facilities. Therefore, we are seeking additional information to help us determine if you are complying with your license requirements.'
FERC said it has been notified that the restroom facilities are closed due to a severe water leak and that
Lake Lynn is providing portable toilets as a temporary measure. 'Additionally, we continue to receive complaints that the water fountains are unusable.'
Lake Lynn promised FERC in February 2024 that it would file a plan and schedule for repairs if it could not complete them by that April. 'To date, you have not provided the C\commission with a plan and schedule to return the facilities to service.'
In a call with Lake Lynn staff, FERC said it learned there are talks about providing water bottle refill stations and the potential for a municipal water line to run to the park. 'However, no timeline for resolving the water outage was provided. It also remains unclear whether you are providing an [ADA-] accessible portable toilet.'
FERC also noted ongoing problems with downed trees and debris accumulation at project recreation facilities. And it has received complaints that the interpretive displays and lighting along trails have not been receiving proper maintenance and cleaning, and that the displays are difficult to read.
'Based on the information provided,' FERC told Lake Lynn, 'it is not clear how quickly or frequently you respond to the maintenance and public safety needs, when identified, and whether the interpretative displays and trail lighting are functional.'
Because of these concerns, FERC wants information on these issues: A plan and schedule for fixing the water leak and returning the restrooms and water fountains at Cheat Lake Park into service, including interim measures for providing potable water.
Photo documentation that Lake Lynn is providing a wheelchair-accessible portable toilet while the restrooms are out of service, or a plan and schedule to do so.
A detailed history of the frequency of general ground maintenance over the past two years, specifically including debris removal, the location of downed trees, and the frequency of downed tree clearing.
Photo documentation that the interpretive displays are legible and documentation that the trail lighting is in good working order, or a plan and schedule to resolve any remaining maintenance issues.
A detailed summary of any recent vandalism at recreation sites throughout the project; Lake Lynn's opinion on whether current security measures, protocols, patrols, etc., are sufficient at deterring vandalism and keeping up with maintenance at project recreation facilities; and if not, a plan and schedule to increase security measures to address the vandalism.

Events and Waste: Why Portable Toilet Rental Is an Event Essential
Planning an event is a complex task—there's the venue, food, guest list, entertainment, and logistics to consider. One element that often doesn't get the spotlight but is crucial for the overall success of any event is sanitation. Whether it's a music festival, outdoor wedding, construction site function, or community fair, providing accessible and clean restroom options is non-negotiable. This is where portable toilet rental becomes a key player in your event management strategy. The experience of attendees can be enhanced or hindered based on how well this aspect is handled. Let's explore why portable restrooms are more than just a necessity—they're a planning power move. When guests arrive at any event, their first impressions are formed by multiple touchpoints—parking, staff interaction, and yes, restroom access. Clean, well-maintained portable toilets show that organizers care about the comfort and dignity of attendees. A lack of facilities, on the other hand, can quickly sour the mood, resulting in early exits or poor reviews. Moreover, no one wants to deal with long restroom lines or unsanitary conditions. Renting the right number of portable toilets, spread strategically across your event space, contributes to crowd flow and keeps attendees happy. Some events obviously need temporary sanitation solutions, but there are several situations where planners overlook the need until it's too late. Portable toilets are essential for: Outdoor weddings and private parties and private parties Concerts and festivals Sporting events and tournaments Community and school fundraisers Farmers markets and street fairs Construction site functions or open houses Large family reunions in parks or rural areas Even venues with indoor plumbing can benefit from outdoor units to reduce wear on their infrastructure and prevent restroom bottlenecks. Determining how many portable restrooms you'll need depends on your event's duration, number of guests, and whether food and drinks are being served. As a general guideline, you should plan for at least one portable toilet per 50-75 people for events lasting up to four hours. For longer events or those involving alcohol, increase that number to one per 40 guests. Adding accessible units is also important. ADA-compliant portable toilets ensure all guests can attend comfortably, which is both considerate and, in many cases, legally required. Not all portable toilets are created equal. For a better guest experience, look for rental units that offer: Hand sanitizers or handwashing stations Good ventilation and odor control Privacy locks and interior lighting (if used at night) High capacity tanks to accommodate longer events Regular servicing if used over multiple days Many event planners opt for upgraded versions, such as luxury trailers with flushing systems and sinks. These are especially popular for weddings and high-end gatherings, where aesthetics matter. One key to ensuring success is having a plan in place for ongoing maintenance. For single-day events, initial placement and cleanliness may suffice. But for multi-day festivals or weekend-long markets, restrooms need to be emptied and refreshed. Scheduling cleanings with your portable toilet rental provider ensures that waste tanks don't overflow and supplies like toilet paper and hand sanitizer remain stocked. Modern portable toilets are often more eco-friendly than you might think. Most units use biodegradable chemicals that break down waste and control odor without harming the environment. Additionally, many rental companies offer environmentally conscious servicing routines and recycling programs for greywater and paper waste. Placing toilets away from delicate ecosystems, bodies of water, or tree roots helps minimize environmental impact. Proper placement can also avoid any unpleasant odors wafting toward food vendors or event lounges. Depending on the location of your event, you may need a permit for placing portable toilets on public property or in high-traffic zones. It's important to check with local ordinances well in advance. Many rental providers can help you navigate these requirements. When choosing placement, accessibility is key. Units should be visible yet discreet, placed on level ground, and near handwashing stations if not built-in. Avoid sloped areas where stability could be compromised, and keep them out of high-noise zones to maintain a clean and usable atmosphere. For some event planners, budget constraints can make it tempting to limit the number of toilets rented. However, the short-term savings pale in comparison to the potential problems created by inadequate sanitation. Complaints, health code violations, and negative publicity can damage your reputation. Investing in high-quality portable toilet rentals enhances your guests' experience and supports the smooth operation of the entire event. It also shows sponsors, vendors, and the community that your event is professional and well-managed. If this is your first time managing an event with a sanitation component, consider these quick tips: Book early. During busy seasons, availability becomes scarce. Direct guests to restrooms clearly with signs or staff guidance. Direct guests to restrooms clearly with signs or staff guidance. Bundle services. Some vendors offer both dumpster rentals and portable restrooms, which can save time and coordination effort. Having a dependable vendor can make all the difference. A reliable company will deliver on time, handle installation, and provide maintenance without requiring constant oversight. Working with a provider like American Dumpster Co, which understands the unique demands of event logistics, means you'll be free to focus on everything else your event needs. Event success often comes down to the little things—like the convenience and cleanliness of restrooms. While they might not be the first detail you consider, portable toilet rental is one of the most essential components for guest satisfaction. From weddings to large public gatherings, investing in smart sanitation strategies helps ensure your event is memorable for all the right reasons. TIME BUSINESS NEWS
