Egypt, Germany to expand partnership with new $109mln debt swap

Egypt and Germany are expanding their economic partnership with a focus on innovative financing and private sector investment, with a new €100m ($109m) tranche under a debt-for-development swap programme to be activated by mid-2026, Egypt's Planning and International Cooperation Minister said on Sunday.
Speaking at a joint press conference, Minister of Planning, Economic Development, and International Cooperation Rania Al-Mashat said the visit of German Federal Minister for Economic Cooperation and Development, Reem Alabali-Radovan, sent a strong message of partnership at a time of significant global and regional sensitivity.
Al-Mashat said the two countries enjoy a strategic partnership that has evolved into a comprehensive collaboration, with Germany being one of Egypt's largest European partners in development cooperation, trade, and investment.
Around 1,600 German companies operate in Egypt with total investments exceeding €6 billion in sectors including the green transition and manufacturing. The trade volume between the two countries is approximately €6.8 billion.
Al-Mashat highlighted several key areas of cooperation, including:
DEBT-FOR-DEVELOPMENT SWAP: The total value of the Egypt-Germany debt swap programme is €340m, with the new €100m tranche to be activated in December 2025 and June 2026. The programme has funded projects in technical education, health, climate action, and water and sanitation.
GREEN TRANSITION: Germany is a key supporter of the energy pillar of Egypt's 'NWFE' country platform, having allocated €258m in concessional financing, grants, and debt swaps to support the electricity network and the integration of renewable energy projects. Additionally, the German-financed PtX Development Fund provided €30m to Norway's Scatec for its green hydrogen project in the Suez Canal Economic Zone.
FINANCIAL COOPERATION: A financial cooperation agreement signed in May 2025 includes a €118m funding package for technical education and the integration of renewable energy into the grid. Al-Mashat said a new round of intergovernmental negotiations will be held by the end of this year to agree on priorities for the coming period.
The minister also noted that Egypt values Germany's efforts within the European Union to finalise a €5bn macroeconomic support mechanism and budget support for Egypt.
Al-Mashat said her discussions with her German counterpart included increasing development financing for the private sector through German financial institutions and establishing a new platform, similar to NWFE, to mobilise international partnerships for industrial development.
She also highlighted the effective partnership with the German Agency for International Cooperation (GIZ) in developing technical education to support national employment priorities.
'Egypt's economy is showing notable improvement in growth indicators, and we are working on enhancing macroeconomic stability to attract more foreign investment,' Al-Mashat said, adding that these efforts are part of a national plan to structurally transform the economy towards export-oriented sectors.

Community reacts to FCA lifting the ban on crypto ETNs 'We are delighted to see this reversal,' said Ian Taylor, board adviser at CryptoUK and chief operating officer of HT Digital. 'Until now, the UK has been an outlier on ETNs. This change reflects the progress we've made toward introducing a more proportionate approach to consumer risk.' Taylor told Cointelegraph that CryptoUK, a trade association for the digital asset industry, has been lobbying for more inclusive access to regulated products like ETNs, which track the performance of crypto assets without requiring direct ownership. Riccardo Tordera, the director of policy and government relations at the UK-based payments industry body, The Payments Association, echoed Taylor's optimism: 'The intrinsic nature of crypto means it can be accessed by everyone, from everywhere. The FCA ban on retail access to certain crypto products was hindering the UK's chances of becoming a global crypto hub.' Tordera told Cointelegraph that the FCA's decision allows individuals to 'make their own choices at their own risk.' He said restricting access to the cETNs had put the UK at a disadvantage, undermining its global competitiveness. 'This is a welcome move,' he added. Agthia Group reported net profits worth AED 49.07 million during the first half (H1) of 2025, marking a year-on-year (YoY) plunge from AED 189.98 million. Revenues from contracts with customers fell to AED 2.42 billion as of 30 June 2025 from AED 2.52 billion in the year-ago period, according to the financial results. Basic and diluted earnings per share (EPS) stood at AED 0.04 in H1-25, an annual decrease from AED 0.21. The snacking segment maintained topline momentum, led by Abu Auf's strong performance in Egypt. Meanwhile, the protein and frozen segment witnessed softer revenues, as profitability was affected by input cost pressures and the ongoing scale-up of the new Saudi facility. Results for Q2 In the second quarter (Q2) of 2025, Agthia Group shifted to net losses of AED 37.03 million, against net profits of AED 62.38 million in Q2-24. Meanwhile, the revenues grew by 5.90% to AED 1.14 billion in April-June 2025 from AED 1.07 billion in Q2-24. The basic and diluted loss per share stood at AED 0.04 in Q2-25, versus EPS of AED 0.06 in the same period of 2024. Dubai-based oil trader 2Rivers, formerly known as Coral Energy, has started the formal process of dissolution following sanctions by Britain and the European Union, the company said on Wednesday. The company, which said in June it had ceased trading activities in late 2024, said the decision was taken with deep regret and under extraordinary pressure following the sanctions. Western powers have imposed sanctions on Russia's fleet and network of traders, accusing them of circumventing sanctions and trading Russian oil above the Group of Seven nations' price cap. 2Rivers/Coral said it rejected any assertion that it violated sanctions measures, directly or indirectly, and that it was actively pursuing all avenues to challenge and seek the removal of the measures. Britain sanctioned 2Rivers in December, before doubling down with asset freezes on several directors of the firm in May. The EU added 2Rivers' Singapore and Dubai entities to its 18th sanctions package last month. "The 2Rivers Group enables shipments and export of Russian oil, notably from Rosneft, by concealing the actual origin of the oil. Coral Energy rebranded as 2Rivers in mid-2024 after a management buyout. It has also said it severed ties with its previous ownership, had stopped all new Russian oil deals at the end of 2022 and fully exited the market by early 2024.
