Bike Taxi Blues: RTO Calls For Views On Policy, Day Before Deadline Ends

Nagpur: Even though June 5 was the last date for submitting suggestions on Maharashtra's proposed bike taxi policy, the Nagpur Regional Transport Office (RTO) on Thursday invited public objections only on the final day, raising eyebrows over delayed communication and citizen outreach.

The draft rules, aimed at legalising two-wheeler taxi services in cities with over one lakh population, were issued by the state govt on May 22, but local-level awareness came tad too late.
The state transport department's draft "Maharashtra Bike-Taxi Rules, 2025" lays out comprehensive aggregator policy for launching shared two-wheeler taxi services. Proposed rules make it mandatory for service providers to own at least 50 electric two-wheelers & apply for an aggregator licence using Form-1.
Additional conditions include app-based booking systems, a fare structure, complaint redressal mechanism, & safety norms.
In Nagpur, regional transport officer Kiran Bidkar told TOI the directive to seek public feedback was received the state transport commissioner's office headed by Vivek Bhimanwar only recently. "The last date was June 5. But since we got the instructions a couple of days ago, we are now inviting feedback from citizens.
The govt may still consider the inputs," he said.
However, transport activists criticised the timing, calling it a failure of public engagement. "This is a significant policy that impacts urban mobility, delivery workers, and unemployed youth looking to join the gig economy. Why was the public not informed in time?" said an auto-rickshaw union leader who preferred anonymity.
The draft rules created a buzz among startups and delivery platforms, which have long demanded legalisation of two-wheeler taxis.

The policy could open doors for app-based services similar to those in other metro cities, providing affordable and faster last-mile connectivity. Still, concerns remain over traffic regulation, safety, insurance compliance, and impact on auto-rickshaw drivers.
The RTO has asked citizens to send their suggestions or objections in writing or visit the city RTO office directly. However, with the official deadline now over, it remains unclear how long the window for feedback will remain open or whether new inputs will officially be incorporated into the final version submitted to the govt.
Despite the communication lapse, RTO officials insisted they are committed to transparency & inclusivity in implementing the policy.

BENGALURU: Avendus Future Leaders Fund (FLF) III, part of the Avendus Group, and SBI Life Insurance have co-led a Rs 300 crore investment in Hyderabad-headquartered contract research, development and manufacturing organisation (CRDMO) Aragen Life Sciences. The fully secondary deal involves the two investors acquiring over 2.5% from the GVK Group's Reddy family's stake in Aragen, Ritesh Chandra, managing partner at Avendus Future Leaders Fund, told TOI. The transaction marks FLF III's second investment after La Renon Healthcare earlier this year. It gives both investors exposure to a sector positioned to benefit from global pharmaceutical companies diversifying R&D and manufacturing away from China, particularly in novel drug development. 'We are very bullish on the CRDMO space given the strong tailwinds as innovator pharma companies increasingly look to India for drug research and discovery,' Chandra told TOI. He added Aragen's scale, client base, and dual capability in small molecules and biologics made it a differentiated bet. 'We are one of the few fully integrated players in India that can go from concept to commercial, and among the very few that can do both small molecules and biologics,' Manni Kantipudi, CEO of Aragen Life Sciences, told TOI. The company's new biologics manufacturing facility in Bengaluru, with an initial 2,000-litre single-use bioreactor capacity (expandable to 23,000 litres), began operations this month. A high potent manufacturing unit in Hyderabad, due in October, will enable production of antibody-drug conjugates, mainly for oncology. 'This capability puts us among a select group in India able to make such targeted therapies,' Kantipudi told TOI. About 50% of Aragen's revenue comes from drug discovery research, 20-25% from early development and the rest from manufacturing. The US accounts for 65% of its business, followed by Europe at 25%. 'Of the top 10 selling drugs globally, six are biologics. Small molecules remain a mainstay, but biologics offer higher efficacy, greater barriers to entry, and are a growing share of pharma pipelines,' Kantipudi added. Chandra said FLF III's average hold period is three to three-and-a-half years, with fund life capped at six years. The Aragen deal follows exits such as selling its stake in Juspay to Kedaara Capital and Lenskart to Fidelity. 'Fund sizes and ticket sizes have increased since our first fund in 2019, but the core strategy hasn't changed,' he said. Days after Trump announced higher tariffs for India, RBI on Aug 5 issued a circular allowing authorised dealer (AD) category-1 banks to open special rupee vostro accounts (SRVAs) for their foreign correspondent banks without prior RBI approval. On Tuesday, RBI made it easier for these funds to be freely invested in govt securities and treasury bills, lifting some of the restrictions. What is a vostro a/c? A vostro account is a bank account where the domestic bank acts as a custodian or correspondent for the foreign bank's funds in local currency. An Indian bank maintaining an account in Indian rupees for a Russian bank is called a vostro account. An SRVA facilitates oil trade with Russia by enabling transactions to be settled directly in rupees without converting through third-party currencies like the dollar, which is the case with other vostro accounts. How will RBI move help? The change simplifies and accelerates the process of opening these accounts, which are used to facilitate invoicing, payment, and settlement of international trade transactions in Indian rupees. Previously, banks had to seek RBI permission before opening SRVAs, but now they can open them independently, speeding up rupee-based trade settlements. How does the SRVA facilitate trade with Russia? What are the challenges? India imports more from Russia than it exports, and the oil-import-driven trade deficit causes Russia to accumulate Indian rupees, complicating settlements. Russian exporters, who do not face US sanctions, prefer payments in dollars to rupees. The volatile, tightly controlled rouble complicates direct exchange with the rupee, often necessitating costly conversions through the dollar. Western sanctions, including restrictions on Russian banks' access to SWIFT, create operational hurdles and make Indian banks cautious when clearing payments. How are these challenges being addressed? Measures include developing a dynamic rupee-rouble exchange rate mechanism to bypass costly dollar conversions, establishing payment confirmation systems, and exploring alternative financial messaging networks to replace SWIFT. RBI has allowed Russian entities to invest surplus rupee balances from SRVAs in Indian G-Secs, bonds, equity, and infrastructure projects, enabling use of the funds beyond simple trade settlements. Proposals also include permitting rupee balances to be used for exports to third countries, allowing Russian suppliers to order goods from India using those rupees while receiving payment from other nations in different currencies. 1 2 3 4 Hyderabad: Be it the pandemic or layoffs across industries, nothing seems to have slowed the growth of employees in Telangana, as the number of individuals earning over Rs 25 lakh per annum increased by over 140% in the last five years, records show. While the total number of ITRs declaring a total income between Rs 25 lakh and Rs 50 lakh stood at 25,216 during the assessment year (AY) 2020-21, the figure shot up to 60,830 in AY 2024-25. In fact, the state saw a steady increase in the last five years when it comes to people earning over Rs 25 lakh per annum (LPA). "For me, the pandemic came as a boon. From hardly Rs 10 LPA, my package increased to over Rs 25 lakh as I switched jobs four times in five years," said Sai K, a software professional. "This comes as no surprise as many IT employees switched companies during the pandemic with at least a 30% hike. With year-on-year hikes afterwards, their package would easily cross the Rs 25 lakh mark," he added. A few pointed out that there are quite a few who moonlighted during Covid-19 as they were working remotely and added that they are continuing to file inflated returns to ensure that there is no mismatch in their income in the last few years. Along with IT professionals, people from other sectors such as pharma also received good hikes in the last few years. An increase in risk appetite post-pandemic, awareness about investment opportunities, and an increase in real estate prices, among others, are also attributed as other factors that contributed to the increase in the income of individuals. "Definitely, real estate would be a factor that contributed to the increase in income. Also, many are starting their own businesses as they are willing to take risks and are running successful businesses. This could be because of an increase in risk appetite and also an increase in the number of districts," said K Laxminarayana, an economics professor, adding that those in the health and education sectors have also started earning good money in the last few years. As per the data tabled in Lok Sabha, the increase was about 100% in the same category as the ITR filers in the said bracket increased from 4,03,363 in 2020 to 8,42,147 in 2025 across the country.
