Meet on outer ring road ends without breakthrough

Time of India6 hours ago
Thiruvananthapuram: A high-level meeting on the outer ring road project from Vizhinjam to Navaikulam, chaired by principal secretary to the chief minister K M Abraham on Wednesday, ended without a breakthrough, leaving thousands of affected families in continued uncertainty.
The meeting, which brought together the NHAI regional officer, project director and district collector, was expected to resolve long-pending compensation disbursal to landowners who surrendered land for the project.
Sources confirmed that NHAI regional officer A K Janbaz informed the state govt that the Centre's recommended alignment change can only be finalized in Dec 2025, further delaying the project. This comes on top of existing setbacks, frustrating more than 6,000 families across 24 villages who have been waiting for compensation.
Despite the state transferring Rs 700 crore to NHAI nearly a month ago, not a single rupee has reached landowners.
District collector Anu Kumari urged NHAI to release compensation at least in areas that had received a 3D notification, but the agency expressed dissent.
Meanwhile, landowner representatives, angered by repeated delays, warned of intensified protests. In July, they had threatened hunger strikes to press for action.

"The state govt and NHAI are doing nothing. We will intensify our protests," said action council convener S Chandramohan Nair, pointing out that the delay has left many families in deep distress. Delays are rooted in environmental and procedural roadblocks. A Supreme Court ruling in May 2025 invalidated post-facto environmental clearances, while the state environment impact assessment authority (SEIAA) lapsed in March, transferring approval responsibilities to the Union ministry.
As a result, the northern stretch, from Thekkada to Navaikulam, remains without clearance, though the southern segment received approval in 2023.
An RTI filed by landowner and legal expert K Raveendran Nair revealed no progress on the project's detailed project report (DPR) for the past two years. A 2023 RTI had disclosed the same status, raising questions about transparency and accountability.

Stree Shakti a responsibility, not burden: Transport minister

Vijayawada: Transport minister Mandipalli Ramprasad Reddy said Stree Shakti is not a burden as it is considered as the responsibility of the state government. 'It is because of the blessings of women that N Chandrababu Naidu became the Chief Minister for the fourth time. We are proud to launch this scheme for women,' he said. He was addressing the media here on Wednesday to announce the successful implementation of the scheme, which offers free bus travel for women across the state. 'The media and opposition parties were eagerly anticipating the launch of the Stree Shakti scheme,' said Ramprasad Reddy. 'It gives me great pleasure to hold a 'Stree Shakti Success Meet' today, much like a film success meet.' The minister reported that approximately 65 lakh women availed of free bus travel within the first six days of the scheme's launch. So far, the state has allocated about Rs 25 crore to APSRTC to cover the costs. Looking ahead, Reddy announced that 750 new electric AC buses will be introduced soon, with a total of 2,500 electric buses planned over the next four years. He also stated that AC facilities will be added to Palle Velugu buses within the next two years. Regarding land allocation for investors, he clarified that this is done to attract investments and that the land remains under the control of APSRTC. 'We consider the implementation of this scheme to be a result of our good deeds in a past life,' said the minister. The press conference was also attended by APSRTC chairman Konakalla Narayana, managing director Ch Dwaraka Tirumala Rao, and other senior officials.

Ready for any agitation to save Vizag Steel Plant

Vijayanagaram: Botcha Satyanarayan, leader of opposition in legislative council has made it clear that his party is prepared to launch any form of agitation to protect the Visakhapatnam Steel Plant from privatization. He announced that an action plan for the movement will soon be revealed. Addressing the media in Vizianagaram on Wednesday, Botcha said the Visakha Steel Plant was achieved with the slogan 'Visakha Ukku–Andhrula Hakku' (Vizag Steel is Andhra's Right) and that it should never be privatized. He questioned why the government was remaining silent while 32 departments of the steel plant were being privatised one after another. He dismissed allegations that the YSRCP was adopting a dual stand on the issue, reiterating that protecting the plant was a firm party policy. He also recalled that former Chief Minister Y.S. Jagan Mohan Reddy had said during the 2024 elections in Gajuwaka that voting for the coalition candidate would mean giving a green signal for privatisation. Botcha demanded that CM Chandrababu Naidu, Deputy CM Pawan Kalyan, central ministers, local MLAs, and ruling party leaders explain why their pre-election assurances on saving the plant had been abandoned. He pointed out that when a Rs 14,000 crore package was announced earlier, it was linked to privatisation, calling it a betrayal. Botsa questioned why Chandrababu, despite making 16 visits to Delhi during his 14 months in office, never spoke up for the plant. Slamming the coalition government, Botcha said that instead of addressing these failures, ruling leaders were spreading false propaganda against the YSRCP. He warned that if the government talks of action against those questioning privatization and unfulfilled promises, then action should first be taken against the CM, ministers, and ruling MLAs themselves. He alleged that governance in the state had completely collapsed, with law and order deteriorating under coalition rule. In just 14 months, he said, crimes against women, child kidnappings, drug mafia activities in Vizag, and daylight atrocities had all increased. Comparing this period with the previous five years of YSRCP rule, Botsa claimed crime rates had worsened significantly under the coalition.

Telangana high court refuses to entertain plea against panchayat election reservations

HYDERABAD: The Telangana High Court on Wednesday refused to entertain a writ petition seeking to stall the Panchayat elections in the state, likely to be held soon. A division bench of Chief Justice Aparesh Kumar Singh and Justice GM Mohiuddin, while hearing the petition filed challenging the 100% reservation of gram panchayat sarpanch posts in scheduled areas of the state and the upcoming elections without reorganising the posts, observed that since no notification for gram panchayat elections was issued, the petition was premature and not fit for consideration. 'We cannot direct how the legislature has to implement legislation, and it is also not the court's purview to direct the govt to declare a certain area as a tribal area,' maintained the bench. It was contended that several mandals in the districts have only about 20% tribal population, making complete reservation unjustified. The petitioner also expressed apprehension that elections might be conducted without proper reorganisation of scheduled areas, citing a 2015 communication from the Tribal Welfare Commissioner to district collectors recommending rationalisation of scheduled areas to align them with tribal sub-plan areas. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like American Investor Warren Buffett Recommends: 5 Books For Turning Your Life Around Blinkist: Warren Buffett's Reading List Undo Opposing the plea, the state relied on a July 2023 judgment of a coordinate bench of the Telangana High Court upholding similar reservations. 'Long-standing regulations in force for over 50 years carry the force of law under Article 13 of the Constitution and remain valid until amended by the competent legislature for the benefit of tribal communities,' the state submitted. Agreeing with the state's submissions, the High Court observed that since no notification for gram panchayat elections was issued, the petition was premature and not fit for consideration. Without going into the merits of the constitutional challenge, the Court dismissed the plea. Stay updated with the latest local news from your city on Times of India (TOI).
