Police strength less, now is the time to hire more: HC to govt on Murshidabad violence

Releasing a petition seeking a CBI probe into the murder of a father-son duo, who were killed in the communal violence that had rocked parts of Murshidabad district in April, the Calcutta High Court on Thursday advised the state government to employ more police personnel.
'Now is the time to recruit sufficient police personnel. The number of police personnel in each district is less. The police force in Murshidabad is also very small,' the court said, adding had there 'been a sufficient number of police personnel, the situation in Dhuliyan could have been brought under control'.
The High Court bench further commented that there should be a minimum number of forces in every place.
The state government's counsel, Kalyan Bandopadhyay, however, pointed out that there is a shortage of forces in the entire country. 'If there were sufficient forces, the incident in Pahalgam would not have happened,' Bandopadhyay said, referring to the April 22 terror attack in Kashmir in which 26 people, all tourists but one, were shot dead.
Earlier, the single Bench of Justice Tirthankar Ghosh had released the petition, since a Division Bench was already hearing issues related to the incidents in Murshidabad, and the present petitioners were alleged victims of violence in the district. The matter will be sent back to the Chief Justice of the High Court for assignment to a new bench for hearing.
Haragobinda Das and his son Chandan were allegedly hacked to death by rioters at Samserganj in Murshidabad district on April 12 during protests over the new Waqf law.
It had been stated before the single bench of Justice Tirthankar Ghosh that their family members came to Salt Lake, and were staying at a house there with the purpose of filing a petition before the high court.
Their lawyer had stated before the court that the door of the house was broken, and abuses were hurled at the family members of the deceased father and son by personnel from Bidhannagar police commissionerate.

Bengaluru (Karnataka) [India], June 5 (ANI): The Karnataka Police has filed an FIR against the Karnataka Cricket Board Administrative Committee, Royal Challengers Bengaluru (RCB), among others, in the Bengaluru stampede incident that claimed the lives of 11 people. According to the Deputy Commissioner of Police, Central Bengaluru, Shekar H Tekkannanavar, an FIR has been filed against RCB, DNA (event manager), Karnataka State Cricket Association (KSCA) Administrative Committee and others at Cubbon Park Police Station. The FIR stated criminal negligence in the stampede incident. Sections 105, 125 (1)(2), 132, 121/1, 190 R/w 3 (5) have been invoked in the FIR. Earlier today, the Karnataka High Court issued a notice to the state government over the stampede incident near the Chinnaswamy Stadium that claimed the lives of 11 people and left several injured. The High Court took suo motu cognisance of the incident and asked for a further status report. 'News items have been published in various newspapers, narrating the tragedy that happened when 11 persons died and 75 were injured during the course of the victory celebration of RCB. This court is taking cognisance of the incident,' the High Court said. 'Senior Advocate Arun Shyam submitted that two events took place at Vidhana Souda and the stadium, let them give details of where the ambulances were deployed,' the Court said. Issuing notice to the Karnataka government, the HC said, 'To ascertain the cause of the tragedy and how to prevent it in future, we have also received communications from several persons on this subject matter. We issue a notice to the State government.' The High Court listed the matter for hearing again on June 10. Eleven people died and more than 30 were injured in a stampede outside Bengaluru's M Chinnaswamy stadium as a huge crowd of nearly 3 lakh people had gathered to witness the victory celebration of Royal Challengers Bengaluru for winning the Indian Premier League (IPL). Bengaluru (Karnataka) [India], June 5 (ANI): Following the death of 11 people in the Bengaluru stampede, Leader of Opposition in Karnataka Assembly, R Ashoka, on Thursday, alleged that Chief Minister Siddaramaiah and Dy CM DK Shivakumar are directly responsible for the mishap. 'Chief Minister Siddaramaiah and Deputy Chief Minister DK Shivakumar are directly responsible for the tragic stampede at Chinnaswamy Stadium and its surroundings,' he said. Ashoka demanded that a Special Investigation Team (SIT) led by a High Court judge probe the incident. Speaking at a press conference, he stated, 'We will not accept an investigation by the District Collector. A Public Interest Litigation (PIL) is being filed before the High Court Chief Justice. The investigation must be conducted under the supervision of a High Court judge, and an SIT should be formed for this purpose. The report must be submitted directly to the High Court. Justice must be delivered for all these deaths, and those responsible must be punished.' He criticised CM Siddaramaiah for evading responsibility by claiming it was a Cricket Association event and attempting to cover up his mistakes. Ashoka demanded that CM Siddaramaiah and Dy CM DK Shivakumar take moral responsibility and resign. 'How can District Collectors, who work under the CM and report to him, conduct an impartial investigation? They were responsible for planning the event, finalising its framework, and making preparations. It's impossible to believe they would honestly investigate the government's lapses and errors. Deceiving the public and causing deaths is bad enough, but why are they now resorting to self-deception and adding to their sins? Only a judicial probe can deliver justice to innocent lives and their parents. The Congress government must not stoop to such pettiness even in the face of death,' R Ashoka asserted. 'Those who celebrated by lifting the cup and posing for photos didn't show up to carry the bodies of the innocent victims. Those who took selfies at the airport didn't visit the homes of the deceased to shed tears. Those who honoured cricketers with turbans and garlands didn't come to put soil on the graves of the dead. In this heartless government, the lives of ordinary people have no value,' he said. Meanwhile, on Thursday, the Karnataka High Court notified the state government about the stampede and listed the matter for hearing again on June 10. The High Court took suo motu cognisance of the incident and asked for a further status report. 'We have expressed ourselves to the Advocate General and he has filed a status report, which is taken on record. Registry is directed to register this suo-motu cognisance as a suo-moto WP. Karnataka government Thursday formed a one-man judicial commission to probe the stampede at M Chinnaswamy stadium that killed 11, and suspended several police officials including Bengaluru City Police Commissioner B Dayananda for the lapses leading to the tragedy. The one-man judicial commission will be headed by retired High Court judge Justice Michael D' Cunha, Chief Minister Siddaramaiah told a news conference. The commission is tasked with investigating the lapses in planning, coordination and crowd management during the incident and will submit the report in a months' time. The decision was following discussions in the Cabinet meeting chaired by the CM on Thursday evening. Apart from Dayananda, Additional Police Commissioner who was in-charge of security arrangements at the stadium, Deputy Commissioner of Police (Central), Assistant Commissioner of Police of the police jurisdiction where the incident happened, Police Sub-Inspector, SHO of Cubbon Park Police Station were suspended. 'Representatives of Royal Challengers Bengaluru (RCB), Karnataka State Cricket Association and (event management company) DNA will be arrested,' he said. The reason for their arrest is that prima facie it is clear that the organisers acted irresponsibly, leading to the incident. 'This is the first time I have seen such a stampede since I became a MLA,' he said, adding that the incident had hurt the government. On the FIR registered earlier in the day regarding the incident, Siddaramaiah said that the case filed with the police will be handed over to CID for investigation. The magisterial probe ordered has also started. 'After we discussed it in the Cabinet, we understood that it was a major tragedy after we collected information from senior officials and ministers,' he said. On Wednesday, 11 people died after a massive crowd gathered in front of Vidhana Soudha and the stadium where events were organised to felicitate the RCB cricket team which won its maiden Indian Premier League title.
