AAP alleges ₹100-crore scam in community centre bookings, demands CBI probe

The Chandigarh unit of the Aam Aadmi Party (AAP) has alleged a ₹100-crore scam in the booking of community centres meant to be available for free for the economically weaker sections (EWS).
Addressing mediapersons on Sunday, the party leaders accused a nexus of middlemen, fake councillor endorsements and municipal staff of manipulating the booking process to illegally charge poor families between ₹26,000 and ₹55,000 per booking.
Vikrant A Tanwar, media in-charge of AAP, Chandigarh, alleged that the booking process—meant to be free for EWS applicants—was hijacked by impersonators using forged documents, fake councillor stamps and falsified signatures.
In one case, a resident of Sector 41 was allegedly charged ₹55,000 by a middleman who claimed he could offer a 'discounted rate' through internal contacts. The booking form was found to bear the forged signature and stamp of councillor Manur from Sector 56, who later confirmed no involvement.
On the contrary, luxury weddings, featuring BMW and Mercedes vehicles, were hosted at these centres using fraudulent free-booking documents meant for the underprivileged, the party alleged. 'This is not just corruption—it's an organised loot of the rights of the poor,' said Tanwar.
The party estimates the scam has cost the municipal corporation over ₹100 crore in the past five years. The AAP further alleged a failure of governance, stating that despite available digital systems, the continued reliance on manual file movement enabled large-scale manipulation.
Demands CBI probe
The party demanded a CBI or Vigilance Bureau probe into the matter, immediate suspension and FIRs against officials involved, complete digitisation of the booking system, a roll-back of proposed hike in booking rate, a five-year audit of all community centre bookings, and compensation and justice for affected families.
'The dignity of poor families has been trampled. This is not just a financial fraud—it's a moral failure. We will not rest until accountability is ensured,' the party stated.
Former mayor alleges favouritism in horticulture waste project allotment
Former mayor and BJP leader Anup Gupta has written to the MC chief engineer, seeking detailed clarification on how the city's horticulture waste management project was directly awarded to a public sector undertaking (PSU), M/s Hardicon Limited.
In his letter, Gupta questioned whether any expression of interest (EOI) or request for proposal (RFP) was floated and whether the provisions of the General Financial Rules, Central Vigilance Commission guidelines, and the Manual of Procurement of Works were followed.
Even after repeated attempts, MC chief engineer Sanjay Arora did not respond to calls and messages.
Gupta also sought details on firm's technical and financial competence, raising concerns over the urgency that led to skipping competitive bidding. According to sources, the PSU applied on April 28, the proposal was prepared on April 29 and it was approved in the MC House on April 30.
The project involves setting up a 60-tonne horticulture waste plant at an estimated cost of ₹3 crore, to be recovered by the company within a year through sale of processed material. The company will operate the plant for 10 years and retain all profits—while MC will earn nothing.
Gupta has called it financially irresponsible, especially when the civic body is already facing a cash crunch. Moreover, questions have been raised over firm's experience in horticulture waste management, with reports suggesting the company may outsource the operations to a third party.

New Delhi [India], June 3 (ANI): Launching the Air Pollution Mitigation Plan 2025, Delhi Chief Minister Rekha Gupta on Tuesday announced that from November 1, only BS-VI (Bharat Stage 6), CNG, or EV commercial vehicles will be allowed to enter the city. 'From November 1, 2025, any vehicle that comes to Delhi will have to be a BS6, CNG, or EV commercial vehicle,' Gupta said in a press conference. She said that the state government's dream is to chase 'clean, green and healthy Delhi', for which the Environment Ministry of Delhi has drafted an Air Pollution Mitigation Plan for this year. 'Environment Day is very close, and air pollution in Delhi is a matter that is related to all of us. For years, we have been suffering from air pollution. We have a dream - Clean Delhi, Green Delhi, Healthy Delhi. I am very happy that our Environment Department and Minister have drafted a fantastic Air Pollution Mitigation Plan 2025,' the Delhi CM said. Gupta said that the national capital would witness its first artificial rain 'very soon' with the help of cloud seeding techniques. 'Very soon, Delhi will have its first artificial rain through cloud seeding,' the CM said. She said the Delhi government would sign a Memorandum of Understanding (MoU) with science organisations to utilise innovative techniques to combat pollution. For cloud seeding and artificial rain, an MoU has been signed with IIT Kanpur as a pilot project. 'To reduce and eliminate pollution, we will sign MoUs with all our science organisations, which will use their latest innovations to help the Delhi government fight against pollution. For example, the Delhi government has signed an MoU with IIT Kanpur, which is based on cloud seeding and artificial rain, which we have approved to start as a pilot project,' Gupta said. The Delhi CM said the government was planning to install 'mist sprayers' in areas often categorised as pollution hotspots to manage dust particles. 'It will be mandatory to install anti-smog guns on all high-rise buildings, especially commercial buildings above 3,000 metres, malls, hotels, etc. and due to this, dust mitigation will be reduced in the entire Delhi,' Gupta said. She said that the Delhi government also plans to install Automatic Number Plate Registration (ANPR) Recognition cameras at all entry points to the metropolitan city, which would allow the identification and stopping of end-of-life vehicles that spread pollution. 'We will install Automatic Number Plate Registration (ANPR) Recognition cameras at all the entry points of Delhi, which will be able to identify end-of-life vehicles, and as soon as the vehicle comes in the range of these cameras, it will be known that this vehicle is end-of-life vehicle and is spreading pollution, so they will be traced and stopped immediately. These cameras will also be installed at all petrol pumps, and we will be able to detect end-of-life vehicles... Together, we can deal with the big problem of pollution in Delhi,' the Delhi CM said. Gupta announced that the Delhi government would launch the 'Ek Ped Maa Ke Naam' campaign from June 5 and intends to plant 70 lakh saplings this year. Ghaziabad (Uttar Pradesh) [India], June 3 (ANI): The Special Judge of the Anti-Corruption CBI Court in Ghaziabad on June 2 issued an ad-interim order for the attachment of 14 immovable properties, worth over Rs 7 crore, belonging to the then Additional Commissioner of Income Tax in connection with an alleged Disproportionate Assets (DA) case, said a statement from CBI. The Central Bureau of Investigation (CBI) had registered the case on September 22, 2022, alleging that the officer, while serving in various capacities--Deputy Commissioner, Joint Commissioner, and Additional Commissioner--in Income Tax offices across New Delhi, Moradabad, Lucknow, and other locations between January 1, 2008, and June 30, 2018, amassed disproportionate assets valued at Rs 7.52 crore, far exceeding his known sources of income. The probe revealed that the accused and his family members had acquired 14 immovable assets, estimated to be worth several crores. These properties are spread across Ghaziabad, Lucknow, Hardoi, Barabanki, and even Goa, the statement said. CBI officials confirmed that the investigation is still ongoing. A day ago in a separate case, CBI has recovered approximately 3.5 kg of gold, 2 kg of silver, valued at around Rs 3.5 crore and around Rs 1 crore in cash during searches at the premises of a senior Indian Revenue Service (IRS) officer in Delhi who was arrested recently for allegedly demanding Rs 45 lakh in bribe. The searches by the CBI led to the recovery of substantial assets and incriminating materials, including documents related to a bank locker and 25 bank accounts with various banks. The officials also recovered papers linked to immovable assets and properties in Delhi, Mumbai, and Punjab. The total valuation of the seized movable and immovable assets is still being assessed. The CBI has stated that the investigation is ongoing. (ANI)
