AAP alleges ₹100-crore scam in community centre bookings, demands CBI probe
Addressing mediapersons on Sunday, the party leaders accused a nexus of middlemen, fake councillor endorsements and municipal staff of manipulating the booking process to illegally charge poor families between ₹26,000 and ₹55,000 per booking.
Vikrant A Tanwar, media in-charge of AAP, Chandigarh, alleged that the booking process—meant to be free for EWS applicants—was hijacked by impersonators using forged documents, fake councillor stamps and falsified signatures.
In one case, a resident of Sector 41 was allegedly charged ₹55,000 by a middleman who claimed he could offer a 'discounted rate' through internal contacts. The booking form was found to bear the forged signature and stamp of councillor Manur from Sector 56, who later confirmed no involvement.
On the contrary, luxury weddings, featuring BMW and Mercedes vehicles, were hosted at these centres using fraudulent free-booking documents meant for the underprivileged, the party alleged. 'This is not just corruption—it's an organised loot of the rights of the poor,' said Tanwar.
The party estimates the scam has cost the municipal corporation over ₹100 crore in the past five years. The AAP further alleged a failure of governance, stating that despite available digital systems, the continued reliance on manual file movement enabled large-scale manipulation.
Demands CBI probe
The party demanded a CBI or Vigilance Bureau probe into the matter, immediate suspension and FIRs against officials involved, complete digitisation of the booking system, a roll-back of proposed hike in booking rate, a five-year audit of all community centre bookings, and compensation and justice for affected families.
'The dignity of poor families has been trampled. This is not just a financial fraud—it's a moral failure. We will not rest until accountability is ensured,' the party stated.
Former mayor alleges favouritism in horticulture waste project allotment
Former mayor and BJP leader Anup Gupta has written to the MC chief engineer, seeking detailed clarification on how the city's horticulture waste management project was directly awarded to a public sector undertaking (PSU), M/s Hardicon Limited.
In his letter, Gupta questioned whether any expression of interest (EOI) or request for proposal (RFP) was floated and whether the provisions of the General Financial Rules, Central Vigilance Commission guidelines, and the Manual of Procurement of Works were followed.
Even after repeated attempts, MC chief engineer Sanjay Arora did not respond to calls and messages.
Gupta also sought details on firm's technical and financial competence, raising concerns over the urgency that led to skipping competitive bidding. According to sources, the PSU applied on April 28, the proposal was prepared on April 29 and it was approved in the MC House on April 30.
The project involves setting up a 60-tonne horticulture waste plant at an estimated cost of ₹3 crore, to be recovered by the company within a year through sale of processed material. The company will operate the plant for 10 years and retain all profits—while MC will earn nothing.
Gupta has called it financially irresponsible, especially when the civic body is already facing a cash crunch. Moreover, questions have been raised over firm's experience in horticulture waste management, with reports suggesting the company may outsource the operations to a third party.

Kolkata Protesters held demonstrations outside the Central Bureau of Investigation (CBI) office in Kolkata on Friday (August 1, 2025) demanding justice for RG Kar victim. Next month, August 9 will mark a year after the crime as parents of the victim and protestors keep seeking justice. The protest was organised by Abhaya Mancha (a protest forum formed to demand justice for the RG Kar victim) and Joint Platform of Doctors. The protestors questioned why almost a year later CBI has not been able to file a supplementary chargesheet and the arrest still stands at one. Protestors tied brooms outside the CBI's office gate and sang protest songs calling for justice for the victim (popularly known as Abhaya). The brooms were a symbol of the protestors demand to 'clean out the CBI office of corruption so that they can deliver due justice.' Abhaya's father said that the other two people arrested in relation to the crime, Sandip Ghosh, former principal of RG Kar and former officer-in-charge of Tala police station Abhijit Mondal got bail because the CBI failed to file a chargesheet within the 90-day statutory period. The two were arrested for 'misleading the investigation' of the case and delay in filing the FIR. 'We doubt if they will ever file a supplementary chargesheet. They claim they are investigating a bigger conspiracy, but I will not be alive to witness the results, they will continue the investigation for a lifetime,' Abhaya's father told The Hindu on Friday. Dr Subarna Goswami a part of Abhaya Mancha and one of the forerunners of the RG Kar protests said that the CBI's failure to investigate the rape and murder of a young doctor at RG Kar medical college is not an isolated incident. 'It is a reflection of the larger fascist structure where the ruling parties will continue to commit repeated violence against women's bodies and the state structure will use all its pillars to protect the criminals. This lack of justice, this impunity is actually planned - so that people forget, become discouraged, so that protests become silent,' Dr Goswami a senior doctor added. In an earlier conversation with The Hindu, the family had expressed their dissatisfaction with the CBI's ongoing probe into the case. In the rape and murder of the RG Kar victim, a civic volunteer Sanjay Roy has been arrested and sent to lifetime imprisonment. But both parents of the victim and protestors have claimed on multiple occasions that there was more than one perpetrator in the case. On August 9, 2024, a post-graduate female trainee doctor was found dead in a seminar hall of the chest medicine department on the fourth floor of the emergency building of the State-run RG Kar Medical College and Hospital. The whole State erupted in protests as the details of the crime sent shockwaves across the country.

"No Slum Will Be Razed Without Rehabilitation": Delhi Chief Minister
New Delhi: In a move that could pause ongoing and future slum evictions across the national capital, Delhi Chief Minister Rekha Gupta on Friday ordered all agencies, including the Delhi Development Authority (DDA), Indian Railways, and other land-owning bodies to ensure no slum is demolished without first providing alternate housing to residents. "No slum dweller in Delhi will be harassed anymore," Ms Gupta said, warning that her government would not tolerate evictions without rehabilitation. Ms Gupta also announced a major housing revival plan - nearly 50,000 long-abandoned flats on the city's outskirts, originally built under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM), will be renovated and allotted to eligible slum dwellers. "It is a matter of satisfaction that around 50,000 flats built years ago in the outer areas of Delhi will now be allotted to the poor," she added. These flats, according to officials, have been lying in disrepair for years and were never handed over to beneficiaries. The government now plans to refurbish them using over Rs 700 crore that had remained unused, and distribute them under the Pradhan Mantri Awas Yojana - Urban (PMAY-U). The Chief Minister's directive makes it clear: no eviction for infrastructure or development purposes can take place without alternate housing being provided first. "If slums are removed for development or any other reason, alternative housing will be provided first," Ms Gupta said. She also indicated that the current policy governing slum clusters may soon be amended. The government, she added, would even approach the courts if required to ensure housing rights are protected. "If required, the government will amend the existing policy on slum clusters and will even approach the court to protect the housing rights of slum dwellers," she said. "Vote Bank Politics": Chief Minister's Swipe At Congress And AAP Ms Gupta used the occasion to slam past governments, blaming both the Congress and Aam Aadmi Party (AAP) for the poor conditions in slum clusters. "The Congress party, which established slum colonies in the names of leaders like Indira and Rajiv Gandhi, never provided any facilities to the residents and treated them merely as a vote bank," Ms Gupta said. "The previous AAP government went even further in neglect. Despite making grand promises for the welfare of slum dwellers, they failed to provide even basic amenities." She painted a grim picture of the living conditions under previous administrations. "In these settlements, neither drinking water was supplied, nor roads or pavements constructed, nor proper drainage and sewer systems established. Instead, they left no stone unturned in pushing slum residents towards alcoholism." Ms Gupta said her government would now work to ensure that slum residents are no longer left behind. "My government will now make the residents of these hundreds of slum clusters true citizens of Delhi so that they too can take pride in calling themselves Delhiites." What Data Says 675 slum clusters across Delhi, and are home to an estimated 3.06 lakh families. But the jurisdiction is fragmented - 50 per cent of these clusters are on DDA land, 23 per cent on land owned by PSUs or private entities, and the remaining 22 per cent fall under the MCD, DUSIB, or other state agencies. In terms of distribution, South-East Delhi has the most slums (144 clusters), followed by North Delhi (109), and Central Delhi (92). North-East Delhi has the fewest, with just six clusters. For many residents, even a short delay in allotment or a missing survey entry could mean the difference between legal protection and sudden homelessness. Can The Promise Hold Ground? With legal disputes, inter-agency turf wars, and pending surveys still unresolved, the Chief Minister's promises will be tested not in speeches, but on demolition sites. The question now is: will this shift from bulldozers to blueprints finally hold, or will slum dwellers once again be left watching from the sidelines?

CM announces Secretariat revamp, 50,000 flats for poor
The Hindu Bureau New Delhi Chief Minister Rekha Gupta on Friday said the time had come for the Capital to have a new integrated Secretariat to house all government departments under one roof as she launched a month-long cleanliness campaign. Addressing officials at the Department of Women and Child Development in Kashmere Gate, Ms. Gupta expressed strong displeasure over the dilapidated condition of the building. 'The ceilings are leaking, furniture is broken, cupboards are damaged, and fans are in such poor condition that they could fall at any moment,' she said, questioning how governance could be delivered effectively in such an environment. 'We will take steps in this direction. A suitable location will be identified for the new Delhi Secretariat. Our officials cannot be left to work in such miserable conditions any longer,' Ms. Gupta said. Housing promise The CM's remarks came after launching the 'Dilli Ko Koode Se Azadi' (freedom from garbage for Delhi) campaign, which will run from August 1 to 31. It aims at making the city cleaner, greener, and garbage-free, with coordination among multiple agencies and active citizen participation. Ms. Gupta also announced that around 50,000 flats, built more than a decade ago in the outer areas of the city under the Jawaharlal Nehru National Urban Renewal Mission, will be renovated and handed over to slum dwellers. 'The previous governments never bothered to allocate these flats, despite claiming to work for the poor. As a result, the units became uninhabitable over time,' Ms. Gupta said, adding that these flats will now be provided to eligible slum dwellers under the Pradhan Mantri Awas Yojana -Urban. The CM said departments like the Delhi Urban Shelter Improvement Board and the Delhi State Industrial and Infrastructure Development Corporation had been allocated over ₹700 crore for the project, but the funds went unused and were nearly returned to the Centre. 'The Centre has now approved their use for the renovation of these flats. Our government will ensure rehabilitation of eligible slum dwellers so that they can be participants in Delhi's growth story,' she said.
