Kochi: The
National Investigation Agency
(NIA) probing the larger conspiracy involving the banned outfit
Popular Front of India
(PFI) claimed to have unearthed extensive "hit lists" according to the case documents submitted before the NIA Special Court in Ernakulam.
The documents were submitted as evidence opposing the bail pleas filed by accused Muhammed Bilal, Riyasudheen, Ansar K P, and Saheer K V, who allegedly are local PFI leaders.
The central agency said PFI's secret 'Reporters Wing' prepared a list of more than 950, which includes a former district judge, activists and political workers. The NIA reiterated its allegation that these documents were part of PFI's 'India 2047' plan, which allegedly aimed to establish Islamic rule in India.
The agency claims the documents and related evidence also link the planning and execution of RSS leader K S Sreenivasan's murder at Melamuri Junction in Palakkad on April 16, 2022 as part of a broader conspiracy to terrorise the public and eliminate individuals who opposed the organisation's ideology.
According to case documents submitted, investigators seized documents allegedly prepared by the Reporters Wing containing personal details, which include names, photographs, ages, addresses and daily routines of targets.

NIA claims these lists were found during raids across multiple locations. Around 240 names were recovered from the possession of accused Sirajudheen, a Reporters Wing member. A separate list of 197 individuals was found in a pen drive seized from approver Muhammed Sadik.
Additional hit lists with details of over 500 persons were found in the house of absconding accused Ayoob T A.
A list containing names of five individuals, including a former district judge of Kerala, was discovered during a raid at PFI's training facility in Aluva, known as Periyar Valley. The NIA also stated that the Periyar Valley campus is an arms training centre of PFI, which was attached by NIA in 2022. According to the agency's submission in the court, the office-bearers, leaders and members besides their affiliates, conspired over the last few years inside and outside Kerala, with their agenda to overthrow democracy in India and implement Islamic rule in the country by 2047, for which they prepared structured stages of progression.
Although the accused dismissed the allegations, bail pleas filed by the accused were rejected by the court, citing sufficient prima facie evidence under the Unlawful Activities (Prevention) Act.

POCSO applies equally to women too, says Karnataka HC

BENGALURU: Charges of penetrative sexual assault are equally applicable to a woman when she induces a boy to penetrate her, the Karnataka High Court interpreted on Monday, rejecting a petition filed by a 53-year-old artist, questioning the legality of the crime registered against her. The crime was registered under the Protection of Children from Sexual Offences (POCSO) Act, for allegedly having intercourse with a 13-year-old boy, when she was 48. Rejecting the argument of her counsel that, in an intercourse, the woman is only a passive participant, and the man an active participant, Justice M Nagaprasanna said 'this is noted only to be emphatically rejected, as the thought itself is archaic'. The accused-petitioner, Archana Patil, challenged the crime on the ground that charges of penetrative sexual assault cannot apply to a woman under the POCSO Act, and rape can be committed by a man/boy on a woman, and a woman cannot rape a man. Her counsel contended that Sections 4 and 6 of the Act define penetrative sexual assault, and refer to 'he'. Therefore, the sections would apply only when a man penetrates a woman, and not the other way round, as a woman cannot do such an act. Even under Section 375 IPC, 'a man is said to commit rape', therefore a woman cannot become an accused under the POCSO Act. Rejecting it, the court said the statements of the victim and chargesheet clearly show the boy may not have performed the act of penetration of his own volition. 'The ingredients of Section 4 of the POCSO Act, dealing with penetrative sexual assault, are equally applicable to both men and women,' the court said, allowing trial against the accused. BACKGROUND The boy's family and accused were residents of a gated community in HAL police station limits in Bengaluru. The accused, an accomplished artist, offered art lessons to children of the community, and took the boy's help for garden chores, and running her art account on Instagram to promote her paintings. The accused allegedly committed sexual assault on the boy, according to his mother, the complainant.

‘New fee law will boost trust between parents & schools', says Delhi CM Rekha Gupta

NEW DELHI: The new law to regulate private school fees will strengthen the trust between parents, students, and schools, Chief Minister Rekha Gupta said on Monday, days after the legislation was notified. Lieutenant Governor VK Saxena gave his assent to The Delhi School Education (Fee Determination and Transparency Regulation) Act, 2025, following which the government officially notified the law, an official statement said on Monday. The legislation aims to curb the 'commercialisation of education' and ensure transparency, accountability, and fairness in school fee determination. The chief minister emphasised that the law aligns with the National Education Policy 2020, which seeks to eliminate profiteering in education and reinforce a focus on teaching and learning. She added that this legislation ensures that education remains a right and an instrument of public welfare. Gupta stated that the Act prioritises the voices of parents, giving them a significant role in fee-related decisions while protecting students from exploitation. The law also ensures that schools remain focused on delivering quality education rather than treating education as a commercial transaction, she mentioned further. The bill was passed by the Delhi Legislative Assembly on August 8, marking a win for the parents who have faced arbitrary fee hikes by private schools, the statement said. 'For years, parents and students struggled with unpredictable and excessive fee increases. This Act establishes a strong, transparent, and participatory system for school fee regulation,' the chief minister noted. Gupta claimed that the previous governments neglected this issue, leaving parents to face arbitrary fee increases of 30 to 45 per cent in some cases. The new law mandates full disclosure of approved fees, which will be publicly displayed on notice boards and websites of the schools, that too in different languages. In a bid to bring down the financial burden on parents, fees will now remain stable for a period of three academic years. 'Act gives parents key role in fee-related decisions' Chief Minister Rekha Gupta stated that the Act prioritises the voices of parents, giving them a significant role in fee-related decisions while protecting students from exploitation. The law also ensures that schools remain focused on delivering quality education rather than treating education as a commercial transaction, she mentioned further. The bill was passed by the Delhi Legislative Assembly on August 8, marking a win for the parents who have faced arbitrary fee hikes.

She said, "A new scheme for migrant workers, Shramshree, will soon start in West Bengal. Migrant workers will return to Bengal, the Government will provide them ₹5000 for a year, as financial help. This scheme will start under the Labour is only for Bengali migrant workers." Meanwhile, The West Bengal government has ordered the screening of at least one Bengali film each in all the cinema halls and every screen in multiplexes across the state on a regular basis. In an order issued by the state government's Information and Cultural Affairs Department, the films are to be screened during the prime time, i.e., between 3 pm to 9 pm. "After careful consideration of all aspects of the matter, and in exercise of the power conferred by sub-section (3) of section 5 of the West Bengal Cinemas (Regulation) Act, 1954, the Governor is hereby pleased to issue the following direction to all licensees of the State," the notification read. It further stated that every cinema hall and all screens in multiplexes in West Bengal must mandatorily have 365 prime time shows/screenings of Bengali films throughout the year, with at least one Bengali show per day for the 365 days. It emphasised that the prime time shows must be held only between 3 pm and 9 pm. "Necessary amendment to the West Bengal Cinemas (Regulation of Public Exhibitions) Rules, 1956 will be made in due course. This order shall come into immediate effect and will remain in force until further orders," it added. The move has been taken in the wake of growing pan-India releases in India, with the West Bengal government aiming to increase the visibility of regional cinema. Prior to this, the government had taken another move by streamlining the process of setting up mini-cinema halls in the state to focus on Bengali films and content. "Over the recent past, we are in receipt of a few proposals for setting up of infrastructure for screening of mini-cinema (with particular focus on Bengali cinema and content). This has the potential to work as a catalyst for the development of the Bengali film industry, and the business model suggests that it might also benefit local businesses to grow further," the letter read from the office of the Chief Secretary. The changes are believed to have the potential to boost local culture and help small businesses grow.
