Govt to review five laws to beef up efforts to fight child porn, Dewan Rakyat told
KUALA LUMPUR: Five laws under the Home Ministry's purview will possibly be reviewed as part of efforts to combat child pornography, the Dewan Rakyat was told. Deputy Home Minister Datuk Seri Shamsul Anuar Nasarah said this includes the Film Censorship Act 2002, Printing Presses and Publications Act 1984, Sexual Offences Against Children Act 2017, Evidence Act 1950 and the Communications and Multimedia Act 1998. 'We are looking at amendments that focus on increasing the penalty and closing loopholes when it comes to child pornography,' he said during question time in the Dewan Rakyat on Tuesday (July 29). He said amendments also look into improving the admissibility of digital evidence, jurisdiction over international cases, and improving monitoring efforts online, among others. 'All the said Acts are reviewed from time to time to align with current developments. We cannot remain static especially since technology is expanding at a fast rate,' he added. Between 2021 to June 2025, Shamsul Anuar said the police have investigated 287 cases involving the production, ownership, distribution, access, downloading and uploading of child pornography. The cases were investigated based on Sections 4 to 10 of the Sexual Offences Against Children Act 2017. 'Of the number, 90% have been charged and convicted. We are always monitoring. 'This is a very serious matter as it involves children,' he said. He also said the police, the Malaysian Communications and Multimedia Commission (MCMC), and other relevant agencies are actively monitoring online platforms to detect and curb the spread of obscene content. 'MCMC will block and remove these materials based on reports received by the police,' he said. Shamsul Anuar was responding to supplementary questions by Datuk Isam Mohd Isa (BN-Tampin) and Datuk Abd Ghani Ahmad (PN-Jerlun) who asked about this.

Two nabbed for whipping effigy of PM at rally
KUALA LUMPUR: Two people have been arrested after a video of an effigy resembling the Prime Minister was seen being whipped during the 'Turun Anwar' rally. Inspector-General of Police Datuk Seri Mohd Khalid Ismail said the two men, aged 21 and 47, were detained yesterday. He added that a remand order for both will be obtained to facilitate investigations. While the statement did not name those held, Chegubard aka Badrul Hisham Shaharin's lawyer confirmed his arrest yesterday. Earlier, acting Kuala Lumpur police chief Deputy Comm Datuk Mohamed Usuf Jan Mohamad said the incident was detected via a recorded video around the Masjid Negara area. He added that the matter was being investigated by the Bukit Aman Classified Crime Investigation Unit under the Sedition Act, Communications and Multimedia Act 1998 and Penal Code. 'A remand order will be obtained on both suspects,' he said in a statement. The illegal use of drones during the rally was also being investigated. 'We do not allow any drones to be flown over groups of large people. Drones can be used for other purposes aside from photography, but we are concerned it could be used for sabotage,' DCP Mohamed Usuf said.

Two men arrested over whipping effigy of PM Anwar at rally
KUALA LUMPUR: Two men have been arrested to assist in the investigation of an incident where an effigy resembling Prime Minister Datuk Seri Anwar Ibrahim was whipped during a rally at Dataran Merdeka on Saturday. Inspector-General of Police Datuk Seri Mohd Khalid Ismail confirmed the arrests, stating that the suspects, aged 21 and 47, were detained separately. Authorities also seized communication equipment believed to have been used to upload and share content related to the incident. 'The act was recorded and uploaded on social media by certain parties, and the remand application for both individuals will be made soon,' Mohd Khalid said in a statement. The case is being investigated under Section 504 of the Penal Code, Section 233 of the Communications and Multimedia Act 1998, and Section 14 of the Minor Offences Act 1955. The Bukit Aman Criminal Investigation Department's Classified Crimes Investigation Unit is handling the probe.
