Palace defends OP request of confi, intel funds worth P4.5B

''Ang tandaan po natin, ang confidential funds o ang pera ay hindi naman masama kung ginagamit sa tama. Ang confidential funds or pondo ay nagiging masama kung ginagamit ng isang corrupt iyon lang naman po,'' Castro added.
(Let's remember that confidential funds are not bad as long as they are properly used. It would be bad if this will be used for corruption.)
The Marcos administration is proposing over P10 billion in confidential and intelligence funds (CIF) under the Fiscal Year 2026 P6.793-trillion National Expenditure Program (NEP).
The Department of Budget and Management said the Office of the President would get the highest CIF allocation at P4.5 billion, followed by the Department of National Defense with P1.848 billion.
Confidential funds refer to allocations in the national budget, as its name suggests, for confidential expenses involving surveillance activities in civilian government agencies
Likewise, intelligence funds are meant for expenses related to intelligence activities or information gathering activities of the military, uniformed personnel, and other intelligence agencies tasked with ensuring national security. — RSJ, GMA Integrated News

DOE panel begins review of laws amid PH nuclear push
The Nuclear Energy Program-Inter-Agency Committee (NEP-IAC) has started its comprehensive review of the country's current nuclear laws, regulations, and policies as the government explores possibilities in nuclear energy development. Led by the Department of Energy (DOE), NEP-IAC Subcommittee 3 met with concerned government agencies and stakeholders from August 12 to 15 to identify the needed amendments in establishing a national legal framework for a safe, secure, and sustainable use of modern nuclear energy technology. "We want to make sure that all legal hurdles are cleared before we take major steps forward in fulfilling our nuclear power objectives. From the review of the laws and issuances, we will propose enactment or amendment of laws as appropriate," DOE Legal Services Director Myra Fiera Roa said. In June, the Senate ratified the proposed Philippine National Nuclear Energy Safety Act, which forms the Philippine Atomic Energy Regulatory Authority (PhilATOM.) The House of Representatives earlier approved its counterpart bill in November 2023. PhilATOM will ensure that an independent and competent authority regulates the nuclear energy infrastructure, including its siting, construction, licensing, safety, and eventual operation. DOE Secretary Sharon Garin had said that the Philippines will comply with the International Atomic Energy Agency's (IAEA) requirements for nuclear infrastructure development. Following its evaluation of the country's progress in December 2024, the Integrated Nuclear Infrastructure Review (INIR) Mission confirmed that nine of the recommendations from the 2018 INIR Mission have been fully addressed, while five were still in progress. "We want to seize every opportunity to get things done right on the potential use of nuclear energy for the benefit of our people," Roa said. NEP-IAC has 24 member agencies, which formed six subcommittees. Subcommittee 3 is tasked with the legal and regulatory framework. 2nd San Juanico bridge project gets P10B under 2026 NEP
The 2nd San Juanico bridge project in Tacloban City has been allocated P10 billion under the P6.793-trillion National Expenditure Program for 2026. The said project was included in the Department of Public Works and Highways' (DPWH) over P881.3-billion allocation for next year. The expenditure program for 2026 recently submitted by Malacanang to Congress showed that the second San Juanico bridge project is a Japan International Cooperation Agency-assisted project. DPWH Secretary Manuel Bonoan earlier said the government plans to build a new bridge adjacent to the existing San Juanico Bridge, which would be about 2.6 kilometers long. A flagship project of the Marcos administration, Bonoan hoped that the detailed engineering design would be completed by 2026 and the construction would follow immediately. A three-ton load limit had been imposed on the San Juanico Bridge since May this year after an assessment showed significant structural compromises to the bridge. The President had said more than P500 million has already been allocated for the San Juanico Bridge's repair. DPWH said it is expediting the repairs to increase its load limit to 12 - 15 tons by December this year. Built in 1969 and completed in 1973, the San Juanico Bridge is the third-longest bridge spanning a body of seawater in the Philippines, connecting the islands of Samar and Leyte. —LDF, GMA Integrated News

Budget panel chair to confer with House members on AKAP fate
Funding for the Ayuda para sa Kapos ang Kita Program (AKAP), the assistance program for minimum-wage earners, which has been defunded in the National Expenditure Program for 2026, will be subject to consultation with members of the House of Representatives. According to Nueva Ecija Rep. Mikaela Suansing, the chairperson of the House Committee on Appropriations, AKAP had been quite helpful for the constituents of House members. 'I would have to confer with my colleagues in the House because this would have to be a collective decision, whether or not to add funding for AKAP for this budget cycle,' Suansing told reporters. 'Personally, in recent years, nakita ko 'yung naitulong ng AKAP sa aming mga constituencies, or sectors that were previously untapped by AICS,' she added, referring to the Assistance to Individuals in Crisis (AICS) program of the Department of Social Welfare and Development. Budget Secretary Amenah Pangandaman earlier said that AKAP was not included in the proposed P6.7 trillion budget for 2026. She said there were still undisbursed AKAP allocations under the 2025 budget. 'So we see the value in AKAP. So that's why, as I said, I would need to confer with my colleagues in the House because I would need to know the disposition of the whole House with regard to AKAP,' Suansing said. Suansing said that the House of Representatives, as part of a bicameral Congress alongside the Senate, had the authority to introduce amendments to the proposed budget, provided that they are in line with the administration's priority programs. 'The agencies have the right to express their views that these are our priority programs. Please make sure these are funded. We welcome the suggestions or the thoughts of our partners in the Executive with regard to which programs and projects they want funded," Suansing said. "And given that Congress has the power of the purse, we actually actually have that ability to look into every single line item in the National Expenditure program [as proposed by the President] and the General Appropriations Bill [to be approved by Congress], as well as move around the funding [to other budget items] accordingly,' she added. 'But again, the House will follow the call of President [Ferdinand] Bongbong Marcos [Jr.] in making sure that the programs and the projects that we will fund for fiscal year 2026 are aligned with the priorities of the administration,' Suansing said. –NB, GMA Integrated News
