Delhi Assembly Speaker, Kerala MLAs discuss welfare of elderly
The direction was issued after Gupta's discussion with a delegation of the Committee of Kerala Legislative Assembly that oversees welfare schemes for the elderly.
Gupta welcomed the delegation and commended Kerala Legislative Assembly initiatives in protecting senior citizen rights.
He emphasised the importance of enhancing the well-being and dignity of the elderly population, recognising their invaluable contribution to society.
Gupta briefed the delegation on the National eVidhan Application (NeVA), which is being implemented in the Delhi Vidhan Sabha to enhance legislative transparency, efficiency, and digital governance.
The visiting delegation comprised four MLAs - K.P. Kunhammad Kutty Master, Ahammad Devarkovil, Mammikkutty P, and Job Maichil - who are members of the Committee for Welfare of Senior Citizens in Kerala Assembly.
Gupta informed the delegation that the Delhi Vidhan Sabha is actively considering the establishment of a similar committee, reflecting Delhi's commitment to advancing the welfare and rights of senior citizens.
The legislators from Kerala shared comprehensive insights into Kerala's senior citizen welfare rules and regulations of the committee, which are designed to promote dignity, well-being, and active participation of the elderly in society.
They also detailed the formation and functioning of a nine-member Committee for Welfare of Senior Citizens under Rule 261 of the Kerala Legislative Assembly, which plays a pivotal role in monitoring the implementation of senior citizen welfare schemes by state and district councils.
The Committee is also responsible for overseeing the functioning of old age homes managed by both state-run and private organisations, ensuring the proper utilisation of government funds allocated for senior citizens and recommending remedial measures to address issues in policy implementation.
The visiting delegation was also taken on a guided tour of the historic Delhi Vidhan Sabha House, symbolising the shared commitment of both legislative bodies to democratic values and the continuous exchange of best practices for the welfare of senior citizens.

New single-window system for Ramleela NOCs in Delhi soon: CM
All permissions for organising Ramleela events in Delhi will now be processed at the district level through the district magistrate's office, chief minister Rekha Gupta announced on Wednesday. A single-window system is being set up to expedite the issuance of all required no-objection certificates (NOCs). Delhi hosts around 600 performances annually, 100 of which are large-scale. Gupta said the move will address long-standing issues faced by organisers, including delays in securing land and obtaining approvals. This year, Ramleela performances will be held from September 22 to October 2. Delhi hosts around 600 performances annually, 100 of which are large-scale. Gupta announced that the security deposit for land has been reduced from ₹20 to ₹15 per sq. metre and that the area allotted for entertainment spaces will be 40% of the total, up from 25%. To resolve disputes over rides and food stalls, a committee comprising a deputy director-level DDA officer and two members of the Delhi Ramleela Federation has been formed, with authority to coordinate across departments. Most events will also have ambulances deployed for emergencies, she said. Gupta added that organisers had recently met her to highlight challenges, which she claimed have been addressed. In a separate meeting with heads of government departments, Gupta directed that all ongoing development projects in Delhi be completed on schedule. She said adequate budgetary support is available and the Centre is fully backing the 'Developed Delhi' vision. The CM also urged full utilisation of the e-office system and stressed that no project should be obstructed. Gupta further instructed that the e-office system be strengthened and utilised to its full potential, stressing that no development work should face obstruction under any circumstances.

Delhi CM announces single-window clearance for Ramlila committees this year
Chief Minister Rekha Gupta announced a single-window clearance system and lower security deposit for Ramlila committees on Wednesday. The CM also said that a special committee has been constituted to look into the issues faced by Ramlila committees. Ms. Gupta made the announcements following a meeting with Lieutenant-Governor Vinai Kumar Saxena, senior officials, and office-bearers of the Delhi Ramleela Federation, an association of Ramlila committees in the national capital. The single-window clearance system, which will be established at the District Magistrates' offices, will replace the process of seeking no-objection certificates from multiple departments, including the police and the land-owning agency. Lower security deposit A release from the Chief Minister's Office stated, 'The security deposit for land has been reduced from ₹20 per square metre to ₹15. Another key decision made is that the area allotted for entertainment spaces accompanying the Ramlila performances has been increased to 40% of the total area, up from the previous 25%.' This year, Ramlilas will be held in the city from September 22 to October 2. In her statement, Ms. Gupta said around 600 performances will take place in Delhi, of which 100 are expected to be conducted on a grand scale.

Budget constraints wont stall Delhis development: CM Rekha Gupta
New Delhi, Aug 13 (PTI) Delhi Chief Minister Rekha Gupta has asserted that development work in the national capital will not be hindered by financial constraints, as she directed all department heads to ensure timely completion of projects, officials said on Wednesday. The chief minister earlier this week held a special meeting with the heads of all departments to review the progress of the ongoing development projects, public service initiatives, and administrative reforms, an official statement said. During the meeting, Gupta directed the department heads to ensure that the ongoing development projects across Delhi are completed on schedule, with continuous monitoring by responsible officials, it said. She stressed that the capital's progress towards a 'Developed Delhi" will not be impeded by financial constraints, noting that the Delhi government has an adequate budget while the Central government is also providing full support. The chief minister also directed that the e-office system be strengthened and utilised to its full potential, stressing that no development work should face obstruction under any circumstances. She issued clear directives that all capital projects outlined in the budget must be implemented without any delay, and their progress reviewed regularly. Senior officials must continuously monitor these initiatives and take immediate, effective action to resolve any issues, the chief minister said. She highlighted that the Delhi government has passed a record budget of Rs 1 lakh crore to ensure that no project faces financial constraints. Gupta added that she will continue to review the projects regularly to ensure their timely completion. She also expressed satisfaction with the success of the digital governance system, and emphasised promoting it further, along with ensuring the full implementation of the e-office system. Noting that 119 out of the 199 departments have adopted the system, she asked the remaining ones to join the e-office system immediately to ensure complete digitalisation of offices. The chief minister also stressed the active participation of all the departments in the 'Kude Se Azadi' campaign being run in August. Gupta also instructed the department heads to prioritise tasks related to representatives or ministers of the Central or Delhi governments, legislators, etc., as their work is linked to public interest. She said all department heads should prioritise renovation of their office premises so that the work environment is appropriate and people do not face any inconvenience.
