The 20-year-old then slams into Kamalkant Dutta, 68, at around 1.30pm on Sunday.
The pensioner is seen being flung to the ground as Anand, son of prominent businessman Rajinder Anand, overtakes at high speed.
But instead of rushing to help, the driver coldly throws his vehicle into reverse and smashes into the OAP a second time, knocking him onto his back where he cracks his head on the tarmac.
Anand then casually steps out of the 4WD alongside a passenger, walks over to the injured Dutta.
But moments later, he climbs back into the car and drives off, leaving the pensioner fighting for his life.
Horrified bystanders rushed Dutta to GMC Jammu hospital, where he remains in critical condition.
Police confirmed they have since seized the vehicle and detained Anand's father for questioning.
But despite multiple raids over the past couple of days, Anand himself has gone on the run.
Police said the crash happened near Allora Textiles in Jammu, when a Mahindra Thar being "driven in a rash and negligent manner" hit a scooter coming from the opposite direction.
A spokesperson added: "The scooty, which was coming from the opposite direction, was struck by the Thar, resulting in injuries to the rider.

"The injured individual was shifted to GMC Jammu by passers-by, while the Thar driver fled from the spot."
Cops have launched a manhunt to track down the fugitive driver.
It comes after a young comedian died in a horror crash after a retired judge allegedly mowed her down while drunk — with a naked woman sitting on his lap.
Thaís Bonatti, 30, was riding her bicycle to work at a restaurant in Araçatuba, Brazil, when Fernando Augusto Fontes Rodrigues Júnior, 61, allegedly slammed his Ford Ranger pickup into her.
The impact left Bonatti with devastating injuries, including a fractured pelvis and a traumatic brain injury, last Thursday morning.
She was rushed to hospital, but medics were unable to save her.
According to a police report, Rodrigues — a former civil court judge now working as a lawyer — had left a nightclub shortly before the crash with a woman believed to be a sex worker.
Surveillance footage allegedly showed the woman naked and trying to climb off his lap as the vehicle stopped near a supermarket.
He was taken into custody and charged with manslaughter, but was released the following day after posting bail of 40,000 Brazilian reais (around $7,150).

Giant signs painted on Oxford street warn Londoners to get off their phones amid record high snatches
The signs are part of a campaign to help drive down phone thefts on packed high streets THEFT ALERT Giant signs painted on Oxford street warn Londoners to get off their phones amid record high snatches Click to share on X/Twitter (Opens in new window) Click to share on Facebook (Opens in new window) PEDESTRIANS in London's top shopping district are being warned to get off their phones by giant signs painted on the street – after theft rates soared to record highs. Electrical retailer Currys painted purple lines along Oxford Street to remind shoppers to step back from the kerb and keep their mobiles hidden from e-bike thieves. Sign up for Scottish Sun newsletter Sign up The move is modelled on the Tube's iconic yellow 'mind the gap' lines. It is part of a campaign to help drive down phone thefts on packed high streets. We revealed earlier this year how a phone was stolen on average every seven minutes in the capital last year. The thefts usually involve criminals on mopeds snatching phones straight from people's hands on busy pavements before speeding off. New anti-theft signage will also be installed on Oxford Street – the home of Marks and Spencer's and Adidas' flagship stores – as part of the 'Mind the Grab' campaign. It has been backed by Westminster Council, the Metropolitan Police, and the charity Crimestoppers. Ed Connolly, the chief commercial officer at Currys, said: 'Phone theft isn't just about losing a device. It's frightening, invasive, and cuts people off from their loved ones, their money, and their daily lives. 'Enough is enough. It's time to draw the line on phone theft (with) a bold pavement marking we believe can make a real difference by encouraging people to step back from the kerb.' Westminster Council has granted permission for the study to be tried on one of the capital's busiest streets. Deputy leader Aicha Less said: 'This campaign is a great example of how we are working with partners to raise awareness about phone thefts and promote simple measures to stay safe in public spaces, such as keeping valuables out of sight and planning routes home in advance.' 1 Londoners are being warned to get off their phones by giant signs painted on the street Credit: PA

Mr Chamberlain died aged 52 from head injuries three days after being hit by a car while out running near his home in Longstanton, Cambs. An inquest found that the driver could not have avoided the father of two. Figures from the Probate Registry show Mr Chamberlain left £358,933 — reduced to £346,508 after debts were paid — to widow Karen and children Ella and Teddy. Lynch, 59, died alongside his daughter and five other people when his yacht Bayesian sank off the coast of Sicily. He had been celebrating his acquittal from US fraud charges when his yacht was knocked sideways by a sudden 80mph gust and started taking in water. As the boat sank rapidly, Lynch's wife Angela Bacares was pulled to safety by a crew member. But their 18-year-old daughter Hannah and five others on board never made it out. The vessel sunk in just 16 minutes after being hit by a violent downburst. Chamberlain was a former vice-president of software company Autonomy. Football hooligans to be sprayed with invisible DNA tagging mist so cops can find yobs even months later
Click to share on X/Twitter (Opens in new window) Click to share on Facebook (Opens in new window) FOOTBALL hooligans will be marked with a DNA tagging spray which will stick to unruly yobs for months - helping cops to combat anti-social behaviour at games. The cutting-edge SelectaDNA mist marks skin and clothing with an invisible liquid which will make it easier for cops to link misbehaving fans to crimes. Cheshire Constabulary, among other UK police forces, are rolling out the new technology in a bid to tackle rising reports of football fan disorder. They will use the spray at all League Two games in the region in attempt to stop increasing hooliganism kicking off at matches. The rollout follows a successful trial at Crewe Alexandra's home defeat to Port Vale in March. Crewe's opening home game of the season against Accrington Stanley on Saturday will be the first match to be policed with the new spray. It comes less than a month after alarming statistics showed an 18 per cent increase in the number of matches in which disorder was reported across England and Wales. Cops hope the tool will be a deterrent for anti-social behaviour at footy games. The extremely fine mist contains uniquely-coded DNA an does not cause damage to skin, clothing or machinery. But crucially, the firm behind it claim the solution is almost impossible to wash off - a key trait which will help catch offenders. The new tech will serve as a stark warning to yobs that those planning to cause trouble at games will be caught. Edinburgh City Hit With Shocking 15-Point Deduction After Insolvency Ruling SelectaDNA Intruder Spray kits will be introduced at a number of establishments nationwide as part of Operation Shield. The force-wide initiative aims to deter burglars and thieves from committing crimes. It is being led by Chief Superintendent Gareth Wrigley, who said: 'Here at Cheshire Constabulary, we're committed to doing all that we can to make the county a safer place for everyone, including football fans, and we'll use all the resources available to us to help achieve our goal. 'When it comes to football, we already have a number of measures in place to keep fans safe and the DNA tagging kits are just another tool in our belt." He continued: 'Starting from this weekend we'll be equipping our football officers with the spray whenever they are policing any League Two matches in the county. 'While we'd much prefer not to have to use the spray, if required the officers will be able to use it to tag any offenders, with a uniquely-coded but invisible DNA that will provide forensic evidence to link them to any offences." He said he hoped that the tool would give "reassurance" to local communities who face rising concerns over their safety during football games. SelectaDNA has also been used by police to combat theft in a range of industries across the UK, protecting things like farms, vehicles and cables from burglars. 5 The spray will be used to deter and prevent hooliganism
