KDA sub-committee to look into why many students fail in Kannada in SSLC
Addressing a press conference after holding a review meeting on the implementation of Kannada in governance, in Dharwad on Wednesday, Mr. Bilimale said, 'In Dharwad district alone, around 750 students have failed in the Kannada examination, and what is more disastrous is that many of them are from government schools.'
Mr. Bilimale said the sub-committee would look into the issues of Kannada teaching and learning methods and what needs to be done to address the issue. 'The sub-committee will be asked to submit its recommendations within three months. Subsequently, the authority will take it up with the Education Department.'
Two-language policy
On the two-language policy, which is much debated now, he said, 'I will definitely advocate it. However, considering the existing political scenario where national parties are in power in States like Maharashtra and Karnataka, the implementation of the dual language policy will be a difficult task.'
He argued that the high command of national parties would not endorse the State governments when it comes to the two-language policy, and would invariably want Hindi to be taught. 'However, in States like Tamil Nadu, where a regional party is in power, the two-language policy is easier to implement. But for Karnataka to go ahead with it will be very difficult,' he said.
On SEP
On the State Education Policy (SEP), he said that based on his talks with those in the committee, he was sure that the two-language policy would be recommended by the committee under the SEP. 'However, the question is whether the State government will endorse it,' he said.
Mr. Bilimale clarified that they were not opposed to teaching Hindi as a language. 'Our objection is to the fact that more than a tool of communication, Hindi is being used as a tool of power. Hindi is being imposed as part of the political agenda, and to counter it, we need to assert Kannada. Otherwise, regional languages will be bulldozed,' he said.
Gokak memorial
On the role played by the Dharwad region in shaping the 'Gokak Chalavali' (Gokak movement) for giving prominence to Kannada in Karnataka, he said that although Dharwad's role was well established in the movement, there was nothing in the region to highlight and emphasise the same. 'So, we are recommending the government to set up a memorial at Gabbur Cross in Hubballi (considered the gateway to north Karnataka region),' he said.

Sudershan Reddy, a former Supreme Court judge, was announced as the joint Opposition candidate for the upcoming vice-presidential election Tuesday, following a meeting at the residence of Congress President Mallikarjun Kharge, who said that the choice reflected a collective resolve to wage an 'ideological battle'. Initially, the Dravida Munnetra Kazhagam (DMK), a key constituent of the INDIA bloc, desired a Tamil candidate to counter the political dividends that the BJP hopes to reap from Tamil Nadu by fielding Radhakrishnan. However, 'there was a realisation that instead of merely coming across as reactive, the Opposition should exploit the fault lines in the NDA instead', a senior MP told ThePrint. Following the announcement, DMK Lok Sabha MP Kanimozhi, who also attended the meeting debating the V-P choice at Kharge's residence, said the Opposition had picked a face who valued the Constitution of India to fight against a person with a 'Hindutva and RSS background'. 'People who care about this country will definitely vote for Justice Reddy. Just because you (BJP) have a candidate from Tamil Nadu, doesn't mean you care about Tamil Nadu, Tamil language or values of the state. They have not allotted funds; they are imposing Hindi; they are trying to rewrite our history. They have no respect for the people of Tamil Nadu,' she said. Andhra Pradesh's ruling Telugu Desam Party (TDP), a key NDA ally, and its rival, the Yuvajana Sramika Rythu Congress Party (YSRCP), have already declared their support for Radhakrishnan. Whether the Opposition's move will prompt a rethink in either camp remains to be seen. Lok Sabha and Rajya Sabha MPs form the electoral college, which currently has 782 Members of Parliament. The V-P candidate will have to cross the halfway mark of 392 to win. In the Lok Sabha, the NDA holds 293 MPs, and the Opposition commands the support of nearly 234 MPs. In the Rajya Sabha, the NDA enjoys the backing of roughly 130 MPs. Among the Telugu parties, the TDP has 16 MPs in the Lok Sabha and two in the Rajya Sabha, and the YSRCP has four Lok Sabha MPs and seven Rajya Sabha members. Incidentally, Justice Reddy headed the three-member committee constituted by Vice President Hamid Ansari in 2009 under the Judges Inquiry Act to probe allegations against then Calcutta High Court Judge Soumitro Sen after a motion to impeach him was admitted in the Rajya Sabha. Trinamool Congress Rajya Sabha leader Derek O'Brien said the Aam Aadmi Party—not formally a part of the INDIA bloc anymore—had lent its support to Justice Reddy. 'It was a unanimous choice,' Kharge told a press conference after the Opposition's meeting. Nationalist Congress Party (SP) chief Sharad Pawar, Rashtriya Janata Dal MP Manoj Jha, DMK Rajya Sabha MP Tiruchi Siva, whose name was also considered by the Opposition as a potential candidate, Communist Party of India (Marxist) general secretary M.A. Baby, Shiv Sena (UBT)'s Sanjay Raut, and Samajwadi Party's Dharmendra Yadav were among those who attended the meeting at Kharge's house. SC extends protection from arrest to cartoonist Hemant Malviya over caricatures of PM Modi, RSS
New Delhi: The Supreme Court on Tuesday extended the protection from arrest granted to Indore-based cartoonist Hemant Malviya for his objectionable caricatures of Prime Minister Narendra Modi and the Rashtriya Swayamsevak Sangh (RSS). Malviya's counsel said he would publish an apology on Facebook, Instagram and other social media platforms for his post. A bench of Justices Aravind Kumar and NV Anjaria said that Malviya should publish the apology within 10 days and extended the interim protection till the next date of hearing. Additional Solicitor General (ASG) KM Nataraj appearing for the Madhya Pradesh government said that the post should not be deleted because the investigation is ongoing. He said let Malviya publish apology on social media with an undertaking that he will not indulge in the same again and he may cooperate with the probe. Earlier, the top court had directed him to file the apology in Hindi in the form of an affidavit. The apex court was hearing an anticipatory bail of Malviya for his objectionable caricatures of PM and RSS.

‘Will apologise on social media': Indore cartoonist tells SC in ‘undignified' Modi caricature case
An Indore-based cartoonist booked for depicting Prime Minister Narendra Modi and the Rashtriya Swayamsevak Sangh in an allegedly undignified manner told the Supreme Court on Tuesday that he will publish an apology on social media, Bar and Bench reported. A bench of Justices Aravind Kumar and NV Anjaria was hearing a petition filed by the cartoonist Hemant Malviya, seeking anticipatory bail in the case registered against him in Madhya Pradesh. 'I have already placed the apology according to the earlier order,' Bar and Bench quoted advocate Vrinda Grover, representing Malviya, as having told the bench. 'I want to make an additional statement that it [the caricature] will be deleted from all social media platforms even though the case pertains to the Facebook post.' Grover added: 'I will publish the apology on my social media account as well.' Additional Solicitor General KM Nataraj, for the Madhya Pradesh government, said that the post should not be deleted because of the ongoing investigation. Nataraj added that the apology should be published on social media with an undertaking that the cartoonist would not indulge in the same again. The bench said that Malviya should publish the apology within 10 days and extended the interim protection from arrest granted to him till the next hearing. On July 15, the Supreme Court had granted the cartoonist interim protection from arrest but cautioned that if he continued to share allegedly offensive posts on social media, the Madhya Pradesh government was free to take action against him. The order had come after Malviya submitted an apology for his social media post. The bench had also directed the cartoonist to file the apology in Hindi as an affidavit. A day earlier, the cartoonist had agreed to delete the post after being criticised by the Supreme Court. Malviya had moved the top court challenging a Madhya Pradesh High Court order that denied him anticipatory bail in the case. The High Court in its July 3 order observed that Malviya had 'clearly overstepped' the limits of free speech and misused his right to expression. It held that the cartoonist had failed to exercise discretion while publishing the caricature and held that his custodial interrogation was necessary. The case Malviya had published the original cartoon on January 6, 2021, which depicted Modi as a doctor administering an injection to a man dressed in what may have appeared to some as the uniform of the RSS. The RSS is the parent organisation of the Bharatiya Janata Party. It was accompanied with the Hindi caption: 'Why are you worried? Serum's Poonawala has said that the vaccine only has water, you won't die from the side effect of water!' This was a reference to Serum Institute of India's Chief Executive Officer Adar Poonawalla alleging that many Covid-19 vaccines in the market were only as effective as water. According to the High Court order, a Facebook user had republished the cartoon, but replaced the caption with one in which the man in the purported RSS uniform addresses Modi as an incarnation of the Hindu deity Shiva and asks to be injected with such a strong dose of the caste census in his buttocks so that he forgets the Pahalgam terror attack and the contentious Waqf Act, among other matters. Malviya had shared the altered version of his cartoon on Facebook on May 1, writing that anyone could use any of his cartoons by writing their own names and captions. All his cartoons were for the public, by the public and dedicated to the public, he said. He added that the altered cartoon was shared with him by a friend and that whoever had created the caption had written well. Based on this, a RSS member had filed a complaint, alleging that Malviya had posted objectionable content on Facebook that defamed the Hindutva organisation and hurt religious sentiments. Malviya was booked in May under sections of the Bharatiya Nyaya Sanhita and the Information Technology Act pertaining to promoting enmity between groups, acts intended to outrage religious feelings, intentional insult and electronically publishing or transmitting material containing sexually explicit acts. Malviya has argued that he was falsely implicated in the case and that his work was merely satire. He also said that the comments about the caricature on Facebook were not his own, and therefore, he could not be held responsible for them.
