Hanna Tetteh, the UN Secretary-General's Special Representative, met PM Dbeibah in Tripoli on Sunday to brief him on the United Nations Support Mission in Libya's (UNSMIL) strategy for fostering dialogue between rival factions. According to the prime minister's office, the plan seeks to end the country's protracted transitional period by establishing a firm legal and constitutional framework for holding free and transparent elections.
