UN envoy briefs HCS on political roadmap

The head of the High Council of State (HCS), Mohamed Takala, met UN Envoy Hanna Tetteh in Tripoli on Monday to discuss a proposed roadmap aimed at breaking the country's political stalemate.
The meeting, held at the council's headquarters, was attended by the council's first and second deputy heads as well as members Hassan Habib, Moussa Faraj and Belkacem Debrez.
According to the council's official page, Tetteh outlined key elements of the plan she intends to present to the UN Security Council on 21 August. The roadmap seeks to end the deadlock by fostering dialogue between Libya's rival factions and establishing a legal and constitutional basis for holding free and transparent elections acceptable to all sides.
On his part, Takala reaffirmed the council's commitment to supporting any dialogue process that promotes stability and broadens national participation, stressing the importance of Libyan ownership of the political process to steer the country towards stability and prosperity. According to Central Bank of Libya data, the total expenditures of the National Oil Corporation during 2023–2024 amounted to 24.2 billion Libyan dinars, while total spending by the electricity company during the same period reached 10.3 billion dinars, both under the exceptional financial arrangements budget line.
