
WPS ramps up AI non-emergency call response system
A pilot project testing the new technology began nearly a year ago, but initially answered calls just a few hours per week. Beginning Monday, that will increase to a few hours per day.
Insp. Gord Spado said WPS hopes to ramp up the AI service again in a couple of weeks and, if it continues to work well, eventually offer it 24 hours a day to help address high call volumes and reduce wait times.

'Our non-emergency line received about 172,000 calls to date this year. That's about 900 a day. That doesn't include the 911 calls that we receive,' said Spado.
'We really want to try to divert as many non-emergency calls as we can while still providing a quality customer service. And that frees up our call-takers to handle the actual emergent calls.'
Spado urged those callers to speak in clear, full sentences, limit background conversations and wait for AI prompts to be completed before replying to help the system provide fast, accurate results.
WPS had previously said the pilot project was initially expected to be fully implemented by June. However, it was delayed after initial tests yielded disappointing results, including missed words and slow responsiveness, which led many calls to be forwarded to human call-takers.
At the time, police said a more recent test had produced much better results, with 58 of 60 calls handled entirely by AI.
Police have noted the AI system will not take 911 calls, which will continue to be directed to a human operator.
The system is expected to help reduce staff workload but not the number of staff taking police calls, said Spado. 'We've got so much demand for staff right now, we're actually recruiting more. There's no intention to reduce staffing right now.'
The AI system would replace WPS's current voice-response program for non-emergency calls, which prompts callers to press buttons to help direct their inquiries. The new automated, more conversational system will be able to ask and respond to questions instead.
The project is one of six AI-driven pilot projects the City of Winnipeg started in 2024.

The system is currently limited to English, but it is possible to expand to other languages, said Spado.
Police hope to decide if the pilot project will become permanent by the end of this year.

Jets owner Woody Johnson completes purchase of stake in Premier League club Crystal Palace
LONDON (AP) — Crystal Palace confirmed Thursday that New York Jets owner Woody Johnson's purchase of Eagle Football's shareholding in the Premier League club has been completed. 'I am honored and privileged to be joining the ownership group of Crystal Palace Football Club,' Johnson told the club website. Palace announced last month that Johnson had signed 'a legally binding contract' to buy the shares of fellow American John Textor, who had a 43% stake in the London club, with reports at the time placing the price between $220 million and $260 million. One in Eight Language Education Programs Shut Down: Immigration Policy Putting Canada's Official Languages Sector at Risk Français
OTTAWA, ON, July 24, 2025 /CNW/ - According to Languages Canada, over 13% of Canada's accredited English and French language education programs closed in the first quarter of 2025 alone, marking the sharpest decline in the sector's history. The number of accredited Official Languages programs is now at its lowest since 2011. The sector has seen a dramatic decline in recent years. In 2019, it generated $6.7 billion in economic activity and supported over 75,000 jobs. In 2024, those numbers shrank to $3.7 billion and 35,000, despite Canada's global reputation for quality language education and its recognition as a top destination for English and French language learning. "Canada's immigration system has become unpredictable and unwelcoming," said Gonzalo Peralta, Executive Director of Languages Canada. "Students and their families now see Canada as too risky, and institutions are finding that Official Languages programs are no longer financially viable." A Policy Crisis of Canada's Own Making In 2024 alone, 13 major changes were made to IRCC's International Student Program, all in response to issues unrelated to language education, such as housing and workforce gaps. Yet none considered the impact on Canada's Official Languages programs, which play a unique and strategic role in national infrastructure, productivity and identity. These programs were not responsible for housing shortages (most students live with Canadian families during their studies) and did not displace Canadian workers (language students are not allowed to work). Nevertheless, they have borne the brunt of poorly targeted policies. The most recent policy change prevents Official Languages students from transitioning smoothly into post-secondary programs, dismantling long-standing and effective pathways between Canadian institutions. This not only undermines decades of successful collaboration but also puts students and their families in precarious situations. As Peralta observes, "We rightly express concern when Canadian students are denied opportunities in the U.S. due to unfair policies—but the truth is, tens of thousands of international students already in Canada are now facing similar injustices here." Retention, Productivity, and Integration at Stake Research shows that international students completing language programs before entering post-secondary studies in Canada have higher GPAs and better retention outcomes, offering a measurable return on investment for institutions. These programs also foster better integration into communities, and a safer and more productive workforce. "Language is not just a learning outcome—it's national infrastructure," added Peralta. "It drives academic success, workplace productivity, and social cohesion." A Loss of Identity Beyond economics and student success, the erosion of Canada's Official Languages education sector represents a profound cultural loss. Canada's bilingual identity is a cornerstone of its values and global brand. As language programs disappear, so too does Canada's commitment to inclusion, diversity, and shared identity through its Official Languages. As Peralta concludes: "My hope is that our newly elected government asks how Official Languages education can be a strategic advantage to the country, as infrastructure to reaffirm Canadian identity, support productivity in all sectors, and foster inclusive and socially cohesive communities." U of M cuts courses to mitigate loss of foreign students
Some instructors are without work after the University of Manitoba slashed a program and its associated courses due to the falling enrollment of international students. The university cancelled the applied business management program and its courses for the fall semester, said Ute Kothe, dean of U of M's extended education division, which offers non-degree certificate programs. 'Due to ongoing federal delays in visa processing, some extended education courses have seen lower enrolment,' she said in a statement. PHIL HOSSACK / FREE PRESS FILES The University of Manitoba slashed the applied business management program and its related courses for the fall semester due to the falling enrollment of international students. Kothe said the cancelled program affects five part-time instructors in six courses. Degree-based programs and course offerings won't be affected for the fall semester, she said. Instructors who taught extended education courses were notified that some wouldn't be asked to teach during the upcoming semester, as per a July 11 internal email. 'Understandably, this is difficult news to share.' said Naomi Frey, manager of program delivery for extended education. 'The diminished number of appointments available is a result of the current geo-political climate for immigration and migration.' Kothe said the effect of having potentially fewer international students won't be fully known until the first week of class. The cuts underscore the problem of depending too much on international student enrollment for revenue, said Patrick Noel, president of the Manitoba Organization of Faculty Associations. 'This shows that the province needs to step up in terms of funding for universities, so universities don't have to rely on what I call the 'international tap,'' Noel said Wednesday. 'We never know what will happen with international students, and sometimes the government decides to turn off the faucet.' Contracted instructors are vulnerable when universities trim budgets because they aren't tenured and don't have the same protections as permanent staff, Noel said. He said students are ultimately affected by the cancelled program because of the lost education opportunities. 'We're reducing the variety, the diversity and the options of what they can take when they decide to take post-secondary education. They're the biggest losers in all of this,' Noel said. In October, U of M administration told the Free Press the federal government's limit on international students caused a 30 per cent decrease in enrollment and it expected losses ranging from $5 million to $7 million. The University of Winnipeg made cuts of its own in April, announcing its English language program — which was available to students who wanted to improve oral and written language skills — would no longer exist.
