Ila Sharma, ex-Nepal poll commissioner, dies of cardiac arrest
'We had lunch together, and after some rest, she was talking to a friend next door when she suddenly collapsed,' recalled Quraishi, sitting next to her body, which had been kept at her residence for relatives and friends to pay their last respects.
Sharma had been rushed to a hospital 500 metres from their residence but didn't make it, he said. Her two daughters from her first marriage are observing a 13-day mourning, and Quraishi said he left it to them to decide how to conduct her last rites. Her funeral was performed at the electric crematorium in the Pashupatinath temple area on Sunday.
Her first husband, Nabaraj Poudel, a Nepal police officer, had been killed by Maoist insurgents in the late 1990s in western Nepal. She was working as a journalist with The Rising Nepal, a government daily, at the time, but the responsibility of raising and educating two daughters changed her priorities.
She pursued higher studies at England's University of Hull and got a law degree, and once her daughters grew up, she explored new possibilities.
She was appointed as an election commissioner in 2013 for a five-year term at the age of 46.
It was in this avatar that she met Quraishi, 78. The two had crossed paths at SAARC-level EC seminars and other regular bilateral trainings and meetings in Nepal, India and abroad. Ten years ago, they decided to get married.
Sharma was born, brought up and educated initially in Varanasi, where her parents had a publishing business. She settled down in Nepal after her marriage to Poudel in the early 90s. According to those who knew her, she was fond of reading Sanskrit books every chance she got.
Of late, she had been shuttling between Delhi and Nepal as she was teaching law, part-time, at a college in Delhi.
As an Election Commissioner of Nepal, Sharma handled the portfolios of electoral law, directives, media, gender and inclusion, and the 2nd five-year strategic plan, according to her profile on the World Economic Forum website. With over 25 years of experience in media, public relations, law and development, her interests included 'trade and development, economic justice, electoral justice and peace building'.
The Indian Embassy in Kathmandu held a condolence meeting in her memory on July 14. On July 13, the UK Embassy in Nepal also condoled her death, noting she shared a special bond with the UK, 'having pursued an LLM in International Business Law at the University of Hull in 2001 as a Chevening Scholar'.

Highlighting what it described as the danger of 'mass disenfranchisement', the Communist Party of India (Marxist Leninist) Liberation Tuesday demanded that the Election Commission stop its ongoing Special Intensive Revision (SIR) in Bihar. A delegation of CPI (ML) leaders met the three-member commission on Tuesday, as a part of the EC's ongoing initiative to interact with national and state parties on the issue. The SIR was started in Bihar with the EC's order on June 24. As per the order, all 7.8 crore electors of Bihar have to fill enumeration forms by July 25 in order to be included in the draft roll to be published on August 1. In addition, for all those added to the rolls after January 1, 2003, the EC has asked for documents to establish eligibility, including citizenship. 'On the basis of our experience of the first four weeks of the SIR drive in Bihar, we are afraid that mass disenfranchisement remains a very real danger for Bihar's poor, women, migrant workers and young electors, with all its alarming consequences,' the CPI (ML) said in a memorandum submitted to the EC. The party said that a large number of electors do not have the 11 documents listed by the EC, which do not include Aadhaar and voter ID. 'Even applying for possible documents like domicile certificate or caste certificate has now become inordinately difficult and in all likelihood, millions will not be able to submit any documents unless the EC accepts the Supreme Court suggestion of including Aadhaar cards, ration cards or voter cards. Leaving it to the EROs to decide about all such cases on the basis of local investigations would leave the electoral roll susceptible to all kinds of bias and arbitrary administrative errors and possible manipulations and thus render the integrity of the electoral roll highly suspect,' the party said. Meanwhile, the EC issued a statement Tuesday saying that 90.67% forms had been received so far and 52.30 lakh electors were not found at their addresses.

New Delhi outlined several initiatives for the PM's trip, including an attempt to introduce UPI in the Maldives to boost tourism from India, a Rs 30-billion Indian swap line in progress, a free trade agreement under discussion, and a possible announcement regarding the MNDF (Maldives National Defence Force) building. This marks a significant change from 2024, when diplomatic relations had hit rock bottom. 'There will always be events that impact or try to intrude on the relationship. But this is testimony to the kind of attention paid to the relationship, including at the highest levels. We've continued to work at it, and the results are visible. We've also had close discussions with our partners in the Maldives to provide clarity and assurances about our bilateral intentions, and the results are evident," Misri said. The Maldives has been facing a stressful financial environment, and India is assisting it. India is one of the Maldives' largest trading partners, with bilateral trade nearing $500 million. 'Both countries are negotiating a free trade agreement and an investment treaty. New areas of cooperation, including renewable energy and fisheries, are also being explored," Misri said. The party pointed out that though there is a provision for migrants to fill the form online, which was 'belatedly' pulicised in newspapers, many may not have access to information and internet facilities. They also said it is 'well known' that large numbers of electors do not have the documents mentioned in the EC's indicative list of eleven documents. 'On the basis of our experience of the first four weeks of the SIR drive in Bihar, we are afraid that mass disenfranchisement remains a very real danger for Bihar's poor, women, migrant workers and young electors, with all its alarming consequences,' the CPI(ML) said. 'We therefore once again urge the EC to withdraw the SIR circular and conduct the forthcoming Assembly elections of Bihar on the basis of a duly updated version of the electoral rolls used for the 2024 Lok Sabha elections,' they said. The EC, in its statement, said the meeting is in continuation of the interactions being held by ECI with the presidents of various national and state political parties. 'These interactions provide for a long-felt need of constructive discussions which enable national and state party presidents to share their suggestions and concerns directly with the commission,' it said. 'This initiative aligns with the commission's broader vision of further strengthening the electoral process in accordance with the existing legal framework with all stakeholders,' it said. The EC added that in March, a total of 4,719 all-party meetings were conducted, including 40 meetings by CEOs, 800 by DEOs, and 3879 by EROs, engaging over 28,000 representatives of various political parties.
