Speaker Meets with Russian Federation Council Chairwoman on Sidelines of IPU in Tashkent
Tashkent: Ahmed bin Salman Al Musallam, Speaker of the Council of Representatives and Head of Bahrain's parliamentary delegation, met with Valentina Matvienko, Chairwoman of the Federation Council of the Russian Federation, on the sidelines of the 150th General Assembly of the Inter-Parliamentary Union (IPU) in Tashkent, Uzbekistan. Al Musallam emphasised the deep-rooted ties between the Kingdom of Bahrain and Russia, highlighting their steady progress through strategic partnership and key joint projects that serve the common interests of both countries. He noted that these relations are supported by His Majesty King Hamad bin Isa Al Khalifa and His Excellency Vladimir Putin, President of Russia.
According to Bahrain News Agency, the Speaker commended the ongoing parliamentary cooperation and the shared commitment to enhancing bilateral ties. He also commended both countries' support for just Arab causes and their efforts to promote regional peace and security.
Matvienko expressed Russia's appreciation for its strong ties with the Kingdom and for the level of cooperation and mutual understanding across official and parliamentary platforms. She underscored the importance of enhancing collaboration in vital sectors, particularly the economy, tourism, and education.
She also emphasised the council's commitment to advancing parliamentary cooperation with Bahrain's Council of Representatives and Shura Council. She commended the Kingdom's development under the leadership of His Majesty the King, its active diplomatic role on the international stage, and its contributions to global security, stability, and the promotion of coexistence and tolerance.
The meeting was attended by MP Ahmed Sabah Al Salloom; MP Hassan Ibrahim Hassan; Hala Ramzi, member of the Shura Council; Mohammed Ibrahim Al Sisi Al Buainain, Secretary General of the Council of Representatives; and Kareema Mohammed Al Abbasi, Secretary General of the Shura Council.

Al Saleh said the result showed the standing of HM the King's approach abroad, firm, measured, and grounded in mutual respect. He called it part of a broader story, one built over years, in which Bahrain had carved out a place as a steady hand in matters of peace and security. The Shura head spoke of the country's path as one shaped by values rather than volume. Bahrain, he said, had long championed peaceful co-existence, freedom of belief, and neighbourly exchange. These were not imported slogans but principles rooted in the constitution and set out clearly in the National Action Charter.

The conference marks a pivotal moment in Bahrain's legal and humanitarian reform journey, showcasing the Kingdom's commitment to justice that is balanced with compassion and social responsibility. HE the Minister noted that Bahrain is currently experiencing a profound era of renaissance and reform, inspired by the visionary leadership of His Majesty King Hamad bin Isa Al Khalifa. 'This prosperous era is deeply rooted in values of humanity, justice, and wisdom,' he said. 'We have moved forward under His Majesty's vision to uphold human dignity and safeguard our humanitarian and cultural legacy.' He emphasized that the alternative sentencing initiative is one of the cornerstones of this reform era, a programme that reflects Bahrain's belief in second chances and community rehabilitation. Not a Reward, but a Responsibility Clarifying a common misconception, the Interior Minister stressed that alternative sanctions are not intended as leniency for dangerous offenders. 'They are not granted to those who pose a threat to public safety or social peace,' he said. 'Rather, they are designed for individuals who have recognised their mistakes, taken responsibility, and committed to reintegrating into society.' He described the programme as a humanitarian initiative that strengthens national trust, reunites families, and enhances a legal culture rooted in accountability and reform. Centre of Excellence In a significant announcement, the Minister revealed plans to establish the Centre of Excellence for Alternative Sanctions and Open Prisons, a regional hub that will train and qualify professionals involved in implementing alternative sentencing. 'This centre will help advance the system further and share Bahrain's successful model with neighbouring countries,' he stated. He added that the initiative reflects the Kingdom's growing influence in regional justice reform and will serve as a beacon for other nations looking to modernise their penal systems. Since its inception, Bahrain's alternative sentencing and open prison programme has earned recognition on the local, regional, and international levels. Developed in partnership with the Public Prosecution, the programme is rooted in the principle that while justice must be served, it should also provide avenues for redemption and rehabilitation. 'Every person, despite their setbacks in life, deserves a chance to correct their behaviour,' the Minister affirmed.
