Row over river waters deepens, State seeks opinion of MPs on A.P. proposal

The State government will seek inputs from all Members of Parliament (MPs) from Telangana before finalising its stance on the Godavari-Banakacherla project proposed by Andhra Pradesh. Irrigation Minister N. Uttam Kumar Reddy on Tuesday announced that a meeting with MPs from both the Lok Sabha and Rajya Sabha, cutting across party lines, will be held at his office at the Secretariat here on Wednesday at 4 p.m.
Chief Minister A. Revanth Reddy will be the chief guest at the meeting, which will also be attended by Union Ministers G. Kishan Reddy and Bandi Sanjay Kumar. Mr. Uttam Reddy said the State has urged the Centre to reject the pre-feasibility report of the Godavari-Banakacherla project, which is currently being reviewed by the Central Water Commission (CWC) under the Ministry of Jal Shakti.
A presentation on the project is expected during the meeting, following which suggestions and feedback from the MPs will be invited.
Meanwhile, BRS senior leader and former Irrigation Minister T. Harish Rao has urged Mr. Uttam Reddy to press Union Jal Shakti Minister C.R. Patil to immediately convene an Apex Council meeting to address what he called a violation of the Andhra Pradesh Reorganisation Act, 2014.
Mr. Uttam Reddy rejected Mr. Rao's claim that Telangana would gain 112.5 tmc ft of Krishna water if 80 tmc ft is diverted to the Krishna Delta through the Polavaram project. He called the suggestion 'absolutely wrong' and said it would severely harm Telangana's water rights and interests.
He also urged Union Environment Minister Bhupender Yadav to reject Andhra Pradesh's request for Terms of Reference for the modified Polavaram Irrigation Project. He accused the A.P. government of repeatedly violating environmental clearances and tribunal allocations, warning that such actions are not only detrimental to riparian principles but also legally untenable.
In a letter sent on Monday, Mr. Uttam Reddy alleged that A.P. has made massive and unauthorised alterations to components of the PIP in both the Krishna and Godavari basins. He said these changes exceed the scope permitted under the Godavari Water Disputes Tribunal Award and the recommendations of the Technical Advisory Committee.

The main Opposition party is facing a host of challenges like cases and enquiries against its top leaders ahead of the local body elections in the state which are expected in the next one month as hinted by the ministers. This is one of the big elections in the state after the Assembly and Lok Sabha polls. The BRS, which faced setbacks in these two elections, is looking to regain its lost ground in Telangana. The party leaders on several occasions contended that their main focus was on the local body elections in the state and not the council polls, which the party did not contest like the graduates and teachers. With two senior ministers in the government hinting about the polls, the main Opposition party leaders opined that there would be challenges for the party in the coming days. The party leaders like K Chandrashekar Rao and Harish Rao had to face an inquiry by the Kaleshwaram Commission. Similarly, BRS working president KT Rama Rao also appeared before the Anti-Corruption Bureau (ACB) twice so far. The party leaders said that the Kaleshwaram Commission is expected to give its report by the end of July, and they are not sure how the report is going to be. Besides these hurdles, the party has not yet started its membership drive and the formation of the committees too. The process generally starts after the plenary in April, but the party has not taken up the drive so far. A senior leader said that the membership drive was to start in June but not taken up since the focus was on preparations to appear before the inquiry commission and ACB. However, the BRS leader said that the membership and committees would not have an impact as all the leaders will swing into action once the election process starts. Recently, Revenue Minister Ponguleti Srinivasa Reddy and Panchayat Raj Minister Seethakka hinted that elections for the local bodies would take place next month. However, Telangana Pradesh Congress Committee president B Mahesh Kumar Goud took the ministers to task for talking about the poll schedule. The recent developments like the release of Rythu Bharosa for the Kharif season gave ample indications that the local body polls would be round the corner. Party leaders are of the strong view that besides these inquiries, the episode of BRS MLC Kalvakuntla Kavitha is also likely to have an impact on the prospects of the party. She recently raised a banner of revolt against her brother and party working president KTR. She also hinted that she would chart her own path if she was not given due recognition in the party. 'This episode will obviously create doubts in the minds of the people that something is not right within the party, and they may get confused,' a BRS leader told The Hans India. Party leaders feel that the local body elections would be the litmus test for the BRS.

In what has riled the trade unions in Karnataka, the State government has proposed to bring an amendment to the Karnataka Shops and Commercial Establishment Act, 1961, to increase the daily working hours to 10 from the current nine hours, besides allowing more overtime hours. The proposed amendment, circulated by the Labour Department among the stakeholders to elicit their response, allows work hours to be increased to 10 a day and 48 a week. The proposal caps the total number of hours of work, including overtime, to 12 hours a day — up from the present 10 hours a day. Union govt.'s direction The Karnataka government, in its draft amendment, has cited the Union government's directions to all States to consider amending the working hour limits through legislative or regulatory changes appropriately. The Centre has also pointed out that similar amendment has been brought in Chhattisgarh, Gujarat, Maharashtra, Uttar Pradesh, and Uttarakhand — all BJP-governed State. Among other amendments, there is a proposal to increase the total number of overtime hours per employee to 144 hours in a period of three continuous months from the present 50 hours. What the Act governs The Act governs a large number of shops and commercial establishments, including hotels, pubs, bars, restaurants, offices, and IT and ITES industries offering commercial services. The proposed amendment also seeks to remove those shops and commercial establishments employing less than 10 persons from the purview of the Act, which would mean they are exempted from filing annual returns. A meeting of stakeholders has been convened here on Wednesday by the Labour Department to finalise the amendment being brought to the 1961 Act and the Karnataka Shops and Commercial Establishments Rules, 1963.

In an encouraging development, a father-son duo from Hapur has been selected in the Uttar Pradesh Police constable recruitment and received their appointment letters from Union Home Minister Amit Shah and chief minister Yogi Adityanath in Lucknow on Sunday. The two returned to Hapur on Tuesday to a warm and joyous welcome from family members and local residents. Yashpal Nagar, a 41-year-old Army veteran, and his 20-year-old son Shekhar have emerged as a symbol of dedication, perseverance, and strong family bonds through their shared achievement. The duo was among 60,000 new recruits who received appointment letters at a grand function held at the Defence Expo grounds in Lucknow. Yashpal, a resident of Udayrampur Nangla village in Dhaulana tehsil of Hapur district, served in the Indian Army for 18 years after being recruited in 2002. He took voluntary retirement (VRS) in 2019 and later took up a job with the Army Ordnance Corps in Delhi. His elder son Shekhar had been preparing for the police recruitment exam, and inspired by his son's determination, Yashpal too decided to prepare for the exam. The two enrolled in the same coaching institute in Delhi and spent over two years preparing for the exam. They studied side by side in a library, yet kept their relationship private from fellow students — no one knew they were father and son. 'We used to sit close to each other while studying, but no one ever guessed our bond,' said Yashpal. Both appeared for the exam on the same day at different centres. When the results were declared in October, they discovered that they had both qualified. The emotional highlight came on Sunday during a pre-deployment briefing by Hapur SP Kunwar Gyananjay Singh at Naveen Mandi, where it was revealed that the two had been selected together. Yashpal is set to undergo training in Shahjahanpur, while Shekhar will begin his training in Bareilly. 'I feel immense pride in being selected alongside my son. After serving in the Army, I now have another opportunity to serve the nation through the police force,' said Yashpal. Sharing his excitement, Shekhar added, 'Our hard work has paid off. I'll now start preparing for the sub-inspector examination.'
