Tullow's Gabon Exit Highlights Rising Role of African Firms in Upstream Sector

Tullow Oil has finalized the sale of its non-operated interests in Gabon to Gabon Oil Company (GOC) for $307 million, marking a strategic portfolio shift for the UK-based independent and a notable development for Gabon's energy sector. The transaction transfers Tullow's remaining production interests – estimated to contribute approximately 10,000 barrels per day in 2025 – to the state-owned company and concludes over two decades of Tullow's presence in the country.
The African Energy Chamber (AEC) supports this transaction, viewing it as a constructive milestone for Africa's oil and gas sector. While international companies remain essential to the development of the continent's energy resources, the AEC sees the growing operational capacity of national and regional firms as a sign of a maturing sector – one that increasingly encourages balanced partnerships between foreign and local players.
'This deal is not just about asset transfers, but about momentum,' says NJ Ayuk, Executive Chairman of the AEC. 'African companies are stepping up, taking on more responsibility, and proving their ability to manage complex upstream operations. It shows the value of partnership and long-term investment in building capacity on the continent.'
Rather than a retreat from foreign participation, the deal underscores the potential for new kinds of collaboration – where African national oil companies (NOCs) are not just resource holders but active participants with operational and commercial expertise. GOC, which has steadily expanded its portfolio since its establishment in 2011, is among a growing group of African NOCs taking on greater roles in the day-to-day management of assets.
Tullow, for its part, views the sale as a key step in focusing on its core operated assets in Ghana and Ivory Coast while strengthening its balance sheet. Proceeds from the transaction will go toward repaying the company's $150 million revolving credit facility, helping improve financial resilience and allowing Tullow to pursue a more streamlined investment strategy.
As the energy landscape in Africa evolves, deals like this one signal increased dynamism within the sector. Indigenous and national companies are becoming more confident and capable participants, while foreign investors continue to find value in working alongside local partners who bring deep market knowledge, regional networks and a long-term commitment to development. The AEC maintains that this balanced model – where African and international firms grow together – will be key to the continent's future energy success.

Abu Dhabi's non‑oil foreign trade jumped by 34.7 per cent in the first half of 2025 to Dh195.4 billion, underscoring the emirate's resilience, competitiveness, and growing role in global trade. The sharp increase, from Dh145 billion during the same period in 2024, far outpaces the 1.75 per cent average global trade growth recorded during the first six months of the year, highlighting how Abu Dhabi is bucking the global slowdown. The performance comes amid a broader UAE trade boom. The country's total non‑oil foreign trade for the January–June period climbed to Dh1.7 trillion ($462.8 billion), according to official data, double the value recorded just five years ago. This growth reflects the UAE's success in diversifying its economy, accelerating trade and investment deals, and strengthening its position as a global commercial hub bridging East and West. Abu Dhabi's gains were broad‑based. Non‑oil exports jumped by 64 per cent year‑on‑year to Dh78.5 billion, compared with Dh47.9 billion a year earlier. Imports rose 15 per cent to Dh80 billion, while re‑exports grew by 35 per cent to Dh36 billion from Dh26.6 billion in the first half of last year. Officials attribute this momentum to the emirate's robust infrastructure, advanced logistics, and streamlined customs systems, which have facilitated the swift and secure movement of goods through its ports, airports, and land border crossings. The UAE has set a target of reaching Dh4 trillion in non‑oil foreign trade by 2031, but government leaders now say the milestone could be reached within two years — four years ahead of schedule — if current trends continue. The acceleration is supported by the country's network of Comprehensive Economic Partnership Agreements (CEPAs) with key trading partners including India, Indonesia, Israel, Turkiye, Cambodia, and Georgia, with more in the pipeline. Ahmed Jasim Al Zaabi, chairman of the Abu Dhabi Department of Economic Development, said the results reflect the emirate's position as a 'global economic powerhouse.' He noted that Abu Dhabi's ability to deliver consistent growth in the face of global economic challenges is rooted in 'long‑term planning, decisive policy execution, and a commitment to enabling the free exchange of goods, services, and innovations.' Al Zaabi said the emirate is intensifying efforts to cement its status as one of the world's most business‑ready economies by further streamlining trade procedures, deploying advanced digital systems, and integrating services to enhance efficiency. 'We are committed to positioning Abu Dhabi as a key node on international supply chains,' he said. The strong performance also reflects the work of Abu Dhabi Customs, which has been modernising its systems and embracing digital innovation to improve trade flows. Director‑general Rashed Lahej Al Mansoori said the growth underscores the effectiveness of the emirate's economic strategy and the collaborative efforts between customs authorities and strategic partners. 'Our focus is on delivering best‑in‑class services, accelerating customs clearance, and integrating with local and international partners to support sustainable growth,' he said. The UAE's trade strategy aligns with global supply chain shifts that have accelerated since the pandemic, as companies seek resilient and diversified routes for goods. Abu Dhabi's strategic location, combined with its investment in ports such as Khalifa Port and the expansion of Abu Dhabi International Airport's cargo facilities, has strengthened its role as a logistics and re‑export hub for the Middle East, Africa, and Asia. Recent data from the World Trade Organization (WTO) shows global merchandise trade volume grew by just 1.2 per cent in 2023, with forecasts for 2025 suggesting only moderate recovery. The International Monetary Fund (IMF) has projected that the UAE's non‑oil sector will grow by more than 4 per cent in 2025, supported by investment inflows, expanding manufacturing capacity, and strong tourism activity. Analysts say that non‑oil trade will remain a critical driver of that growth, particularly as Abu Dhabi advances its industrial strategy, which aims to more than double the size of the manufacturing sector to Dh172 billion by 2031. Trade agreements are already yielding results. The UAE–India CEPA, signed in 2022, has significantly boosted bilateral trade, with Indian imports of UAE goods rising sharply in categories such as aluminium, petrochemicals, and precious metals. Similar gains are being recorded in trade with Indonesia and Israel, where reduced tariffs and streamlined customs procedures are enhancing market access for Emirati exporters. Abu Dhabi's logistics efficiency is a key competitive advantage. The emirate ranks among the top in the region for logistics performance, according to the World Bank's Logistics Performance Index, supported by integrated customs platforms, smart inspection systems, and 24/7 trade facilitation services. Analysts said the emirate's ability to grow non‑oil trade at more than twenty times the global average in the first half of 2025 is being viewed as a strong signal to investors seeking stability and opportunity in an uncertain global economy.

The ECOWAS Commission and the World Bank, through the West Africa Unique Identification for Regional Integration and Inclusion (WURI) programme, convened a regional validation workshop from 24 to 27 June 2025 in Accra, Ghana. The workshop brought together foundational identity (fID) agencies and functional service providers from WURI participating countries (Benin, Burkina Faso, Côte d'Ivoire, Niger and Togo), alongside representatives from ECOWAS Member States, to review and validate two strategic documents: the Stakeholders Assessment, Engagement and Management Strategy, and the Foundational Identification Systems Interoperability and Mutual Recognition of ID Credentials Strategy. The aim of the Stakeholders Strategy is to ascertain the broad spectrum of actors in the foundational and functional ID ecosystems in the countries while the Interoperability Strategy aims to support the countries to make informed decision in the formulation, harmonisation and adoption of a common position on the f ID systems interoperability and mutual recognition of f ID credentials agenda. The latter equally seeks to guide the WURI participating countries (Benin, Burkina Faso, Côte d'Ivoire, Niger and Togo) on the right steps towards the realisation of the programme success. Delivering the keynote address, Ghana's Minister of the Interior, Honourable Mubarak MOHAMMED-MUNTAKA, emphasized the profound importance of identity, not merely as legal recognition but as a fundamental human right and an enabler of access to services, social protection, security, economic inclusion, and regional integration. He praised the WURI initiative as a vital opportunity to ensure that 'everyone counts'. ' WURI represents our collective aspiration for a more inclusive and connected West Africa, where everyone counts,' he stated. Mr. Emil Tesliuc, Senior Economist and Social Protection Specialist/WURI Regional Task Team Leader of the World Bank urged all participants to reflect on the significance of WURI's development agenda of fulfilling the Sustainable Development Goals target 16.9 – 'to provide legal identity for all, including birth registration' – by 2030, and its transformative potential in the West African region in creating a seamless, interoperable ID system that will serve as a tool for inclusion, regional integration and development, whilst mitigating the negative effects of the use of multiple single-use functional ID credentials for service delivery – the effect of which is disproportionately borne by the poor and marginalised population. The Chairperson of the Coordination Committee and WURI Project Coordinator of Niger, Mr. Abdourazakhe ABANI on his part, stressed the importance of preserving the principles of integration which are essential and indispensable to the survival of African nations and urged everyone to participate actively in the workshop as it is helping to put in place instruments that will enable millions of citizens living in our common space to access basic services offered by public and private providers in each country and on a cross-border scale. Speaking on behalf of H.E. Mrs Massandje TOURÉ-LITSE, ECOWAS Commissioner for Economic Affairs and Agriculture, Mr. Albert SIAW-BOATENG, Director of Free Movement of Persons and Migration, stated: ' The Strategies were developed in such a manner that the accomplishments in the WURI participating countries are not infringed upon and they are coming to fruition at a time countries across the region are digitising their ID systems for improved service delivery, free mobility of persons, and regional integration '. He also expressed hope that the strategies would be utilised in a such a manner that WURI is beneficial to all – the people, the governments and businesses. The Strategies were developed in collaboration and coordination with the lead ID agencies in the region, including Burkina Faso and Niger and are expected to guide long-term digital transformation efforts in the identity and service delivery space. The workshop featured stimulating deliberations which resulted in concrete recommendations amongst which include for the region to advance its digitisation agenda particularly that its benefits outweighs the risks and for ECOWAS and WURI participating countries to adopt a progressive approach to the deployment of interoperability due to the varying levels of development of countries' f ID systems and of maturity of their digital economy ecosystems. The Ministry of Energy of Guinea-Bissau, with the support of the ECOWAS Commission through the Regional Off-Grid Access to Electricity Project (ROGEAP), officially launched the mission to develop the country's first National Energy Policy on Wednesday, 23rd of July 2025, in Bissau. The opening ceremony, chaired by the Minister of Energy, Dr. José Carlos Varela Casimiro, was attended by the Senior Advisor of the ROGEAP project, as well as representatives of technical and financial partners. As part of this strategic initiative, two international experts were recruited by the ROGEAP project to: Review the current energy policy and the legal and regulatory framework in force; Diagnose and evaluate the energy sector in Guinea-Bissau. Develop a new energy policy in line with government priorities and propose a roadmap for its implementation. Align this policy with national development plans, regional (ECOWAS) and international commitments, including the Sustainable Development Goals (SDGs) and the Paris Agreement. In his speech, the Minister of Energy welcomed this structural support, stating: ' This policy will be the first in our country to establish a clear vision for the energy sector, defining the foundations of essential tools such as action plans and strategic guidelines. It will cover the fuel, oil and gas sectors, as well as energy production, transport, distribution and access, both on-grid and off-grid, while promoting low-carbon technologies.' As a reminder, the ROGEAP Project is financed by the World Bank, the Clean Technology Fund (CTF) and the Directorate-General for International Cooperation.
