
Iran looks for planes and partners in post-sanctions order
Iran's national airline is preparing for the day when it's finally released from the U.S. sanctions that have worn down its fleet and crimped access to other nations.
With nuclear talks under way between Iran and the U.S., executives from Iran Air used the annual gathering of the International Air Transport Association in New Delhi last week to sound out potential airline partners and suppliers who were in attendance, according to people familiar with the matter.
Iran Air executives made contact with representatives from Japan Airlines, Vietnam Airlines and Royal Air Maroc as it seeks to line up codeshare agreements, the people said, asking not to be named discussing private matters. The encounters were mostly ad-hoc, they said, given the conference-hall setup and the sensitivities of doing business with Iran.
Executives from the state-owned carrier also dropped into an evening reception sponsored by Boeing as they consider which aircraft Iran Air might acquire should U.S.-made jets become accessible again, the people added.
Tehran-based Iran Air is eager to expand its operations to meet rising travel demand and is actively seeking new aircraft, spare parts and partnerships with carriers that fly to destinations it's currently barred from serving, the people said.
The carrier aims to increase its fleet from fewer than 50 mostly grounded aircraft to at least 100 through direct purchases, if permitted, or by acquiring secondhand jets from foreign markets, the people said.
U.S. President Donald Trump's freewheeling approach to trade and foreign policy suggests the current diplomatic push could potentially lead to an opening for Iran Air after decades of restrictions. Boeing purchases took center stage in Trump's recent Middle East trip, and were featured in a trade deal with the U.K.
As yet, there's no sign of a breakthrough. Supreme Leader Ayatollah Ali Khamenei last week pushed back against U.S. pressure to cease Iran's uranium enrichment programs, calling U.S. demands "arrogant' and vowing not to give in.
Last week's concentration of hundreds of aviation executives at the IATA event presented a prime opportunity for Iran Air to establish contacts, even where agreements aren't currently possible. Several executives from carriers in countries that have normalized ties with Tehran say they are unlikely to sign pacts that could impair relationships with other airline partners.
For years, the sale of U.S.-origin aircraft or related goods, technology or services to Iran has been barred without prior authorization, with violations subject to civil and criminal enforcement action by the Treasury's Office of Foreign Assets Control. The European Union has also imposed restrictions.
Under the U.S.-led sanctions, Boeing and Airbus SE can't discuss plane or parts sales with Iran without a license. While there was brief contact between Boeing and Iran Air officials at the IATA reception, there were no commercial discussions, people familiar with the interaction said.
A Boeing representative declined to comment. Iran Air and Vietnam Airlines didn't immediately respond to requests for comment, while a spokesperson for Royal Air Maroc said "no contact whatsoever took place between officials from the two companies in New Delhi.'
A Japan Airlines spokesperson said an Iran Air representative came by, but there was no substantial exchange of information.
Iran has faced suspicion for years over its nuclear ambitions and whether it's developing the capability to fire an atomic weapon.
Since returning to the White House, Trump has said he wants a new agreement with Tehran, and the two sides kicked off fresh nuclear talks in mid-April. He is pouring on "maximum pressure' to speed the slow-moving talks, even drawing in Russian President Vladimir Putin for assistance.

Iran Air has a lot to gain from a breakthrough. Since its founding more than a half-century ago, the carrier has struggled to establish itself in a competitive international market.
U.S. sanctions dating back to the 1979 Islamic Revolution have forced the airline to operate aging aircraft, sometimes cannibalizing grounded planes for spare parts, while remaining largely isolated from global markets.
The average in-service aircraft at Iran Air is over 20 years old, according to data from aviation consultancy Cirium.
In 2024, the EU also barred Iran Air from flying into the bloc because of Iran's support for Russia. Among the airlines that still fly into Tehran are Emirates, Qatar Airways, Turkish Airlines and Deutsche Lufthansa AG.
Unlike most carriers, Iran Air handles nearly all of its own maintenance and relies on a network of brokers to source second-hand parts from carriers around the globe, the people said.
Iran Air is interested in acquiring jets from Boeing and Airbus, and has little appetite for Russian or Chinese alternatives, according to the people. In one recent deal, it obtained two used Airbus A330-200s from China, they said. With expansion in Europe curtailed, the company is looking to add services in Asia, including China, Thailand, Japan, India and Malaysia, the people said.
Iran Air's longstanding maintenance workarounds, use of brokered parts and domestic repair shops present obstacles to a full reintegration with global networks. These practices have kept the fleet flying through the sanctions, though adding operational risks but their hodgepodge maintenance make Iran Air planes difficult to certify.
Iran managed to briefly reengage with Western aerospace giants after a short-lived 2015 nuclear deal, placing orders with both Boeing and Airbus. It received a handful of planes before tensions between Tehran and Washington reemerged, and the deal was called off.

Israel appears ready to attack Iran, officials in U.S. and Europe say
Israel appears to be preparing to launch an attack soon on Iran, according to officials in the United States and Europe, a step that could further inflame the Middle East and derail or delay efforts by the administration of U.S. President Donald Trump to broker a deal to cut off Iran's path to building a nuclear bomb. The concern about a potential Israeli strike and the prospect of retaliation by Iran led the United States on Wednesday to withdraw diplomats from Iraq and authorize the voluntary departure of U.S. military family members from the Middle East. It is unclear how extensive an attack Israel might be preparing. But the rising tensions come after months in which Prime Minister Benjamin Netanyahu of Israel has pressed Trump to seize on what Israel sees as a moment of Iranian vulnerability to a strike. Trump waved off another plan by Israel several months ago to attack Iran, insisting that he wanted a chance to negotiate a deal with Tehran that would choke off Iran's ability to produce more nuclear fuel for a bomb. Two weeks ago, Trump said he had warned Netanyahu about launching a strike while U.S. negotiations with Iran were under way. It is not clear how much effort Trump made to block Netanyahu again this time, but the president has appeared less optimistic in recent days about the prospects for a diplomatic settlement after Iran's supreme leader rejected an administration proposal that would have effectively phased out Iran's ability to enrich uranium on its soil. Netanyahu has walked up to bombing Iran's nuclear facilities in the past, only to back off at the last minute. As of Wednesday, Trump's envoy to the talks, Steve Witkoff, was still planning to attend the negotiations in Oman, officials said. Asked about the reason for the departures of U.S. personnel and dependents from the region as he arrived at the Kennedy Center in Washington for a Wednesday evening performance of "Les Miserables,' Trump told reporters, "Well, you're going to have to figure that one out yourself.' The British warning came from a maritime trade agency that monitors Middle East shipping and that said in a public advisory that it had "been made aware of increased tensions within the region which could lead to an escalation of military activity having a direct impact on mariners.' The advisory urged commercial vessels transiting the Persian Gulf, the Gulf of Oman and the Strait of Hormuz to use heightened caution. Iranian military and government officials have already met to discuss their response to a potential Israeli strike, according to a senior Iranian official. Iran's mission to the U.N. denounced Kurilla's comments in a Wednesday social media post as "militarism' that "fuels instability.' The tough talk came amid a week of meetings in Vienna by the International Atomic Energy Agency's board of governors. The United States, Britain, France and Germany have submitted a resolution to the agency that would censure Iran for rapidly advancing its nuclear program and violating other commitments under a 2015 nuclear deal brokered with those countries, along with China and Russia. The Associated Press reported on Wednesday that nonessential U.S. personnel would be withdrawn from Baghdad, and that nonessential personnel and family members of diplomats had been authorized to depart from U.S. embassies in Bahrain and Kuwait. The military dependents authorized to depart the Middle East are largely from Navy and Marine families in Bahrain, home to a major U.S. naval base, a senior Navy official said. Iran's atomic program has progressed dramatically since Trump abandoned the 2015 deal. Analysts say that Iran is now on the brink of being able to manufacture enough nuclear material to fuel 10 nuclear weapons. Constructing a workable device, if Iran chose to pursue that option, could take several more months. But many top Israeli officials already consider Iran's progress to be unacceptable and have openly threatened military action against its nuclear facilities. Many Israeli officials believe they have a golden opportunity to solve a decades-long problem. Israel has recently decimated Hezbollah and Hamas, Iranian proxy groups that Tehran has long relied on as a deterrent to Israeli action. And Israeli airstrikes last year severely reduced Iran's air defense systems. Some analysts warn that Iran has been restoring those defenses, making Israeli action against Iran's nuclear program riskier by the week. It is also unclear whether Israel can inflict decisive damage on Iran's nuclear program without U.S. military assistance. Fighting in the region could disrupt oil supplies, as could tougher American sanctions on Iran. The aircraft carrier Carl Vinson has been in the Arabian Sea for several weeks. More than 60 aircraft are aboard the Vinson, including advanced F-35 stealth strike fighters. The senior Navy official said there were currently no plans to change the carrier's position in response to the developing situation. U.S. to pull some personnel from the Middle East amid rising tensions with Iran
U.S. President Donald Trump on Wednesday said American personnel were being moved out of the Middle East because "it could be a dangerous place," adding that the United States would not allow Iran to have a nuclear weapon. Reuters reported earlier on Wednesday that the U.S. is preparing a partial evacuation of its Iraqi embassy and will allow military dependents to leave locations around the Middle East due to heightened security risks in the region, according to U.S. and Iraqi sources. The four U.S. and two Iraqi sources did not say what security risks had prompted the decision and reports of the potential evacuation pushed up oil prices by more than 4%. A U.S. official said the State Department had authorized voluntary departures from Bahrain and Kuwait. The decision by the U.S. to evacuate some personnel comes at a volatile moment in the region. Trump's efforts to reach a nuclear deal with Iran appear to be deadlocked and U.S. intelligence indicates that Israel has been making preparations for a strike against Iran's nuclear facilities. "They are being moved out because it could be a dangerous place, and we'll see what happens," Trump told reporters. "We've given notice to move out." Another U.S. official said that was mostly relevant to family members located in Bahrain — where the bulk of them are based. "The State Department is set to have an ordered departure for (the) U.S. embassy in Baghdad. The intent is to do it through commercial means, but the U.S. military is standing by if help is requested," a third U.S. official said. Iraq's state news agency cited a government source as saying Baghdad had not recorded any security indication that called for an evacuation. Another U.S. official said that there was no change in operations at Al Udeid Air Base in Qatar, the largest U.S. military base in the Middle East and that no evacuation order had been issued for employees or families linked to the U.S. embassy in Qatar, which was operating as usual.
