Nearly 200 arrested in Assam's massive crackdown on Cattle Preservation Act violation

GUWAHATI: Nearly 200 people were arrested and a large quantity of suspected beef was seized over the past two days in Assam during a statewide drive against alleged violation of the Assam Cattle Preservation Act, 2021.
The drive was launched to verify reports about illegal cattle slaughter and unauthorised sale of beef in restaurants and eateries, the police said. Altogether, 196 people were arrested from different parts of the state. The police further stated that the drive will continue in the coming days.
Two days ago, Chief Minister Himanta Biswa Sarma had expressed deep concerns over incidents of cow slaughter. He stated that 1,400 cows were killed during Eid in the name of 'qurbani' in lower Assam's Dhubri town.
The consumption of beef is not illegal in Assam, but the Assam Cattle Preservation Act, 2021 prohibits the sale and consumption of beef in public places, in areas with a large population of Hindus, Sikhs, Jains, and other non-beef-eating communities, and within a radius of 5 km from any temple or similar institutions.
'…No person shall transport or offer for transport or cause to be transported any cattle without valid permit from any place of other state through Assam to any place outside the state of Assam, or from any place within the state of Assam to any place outside the state of Assam where slaughter of cattle is not regulated by law,' the law says. It adds that the competent authority may issue a permit for transport of cattle for agricultural or animal husbandry purposes.
The drive comes amid a controversy surrounding the alleged sale of 90 Gir cows to individuals, including a minister's wife and some elected members of the BJP. The state government had procured 300 Gir cows earlier for the Gorukhuti dairy project.
The Congress on Wednesday demanded a probe by the Central Bureau of Investigation into alleged corruption in the project.

Nagaraj Shetty on Wednesday called upon people to raise their voice against forces that continue to defame Dharmasthala Manjunatheshwara temple and pattadhikari of Sri Kshetra Dharmastala D. Forces have tried to denigrate many temples. The temple and the pattadhikari have involved in many benevolent and social empowerment activities and unfortunately they were being targeted by some vested forces, using the ongoing probe by Special Investigation Team into the complaint of mass burial of bodies in Dharmasthala. Raising questions over the way the SIT was investigating into the mass burial issue, BJP leader Harikrishna Bantwal said the SIT has so far not asked the complainant about the place from where skeletal remains, which the latter produced before the magistrate at the time of recording his voluntary statement, were brought. Former MLA Rukmayya Poojari and BJP leader Ramdas Bantwal also spoke. Orator Chakravati Sulibele and activist Vasanth Giliyar took part in the 'Dharma Jagruti Sabhe' of Punyakshetra Samrakshana Samiti in the Shri Rama Bhajana Mandira in Malpe, Udupi. While asking the State government not to bow down to pressure and pro-people organisations, they asked the government to allow SIT to do a comprehensive investigation into the complaint. The statement was issued after members of the organisations held a roundtable discussion in Mangaluru. Apart from mass burial issue, the State government should ensure a proper inquiry into deaths of teacher Vedavalli in 1979, PU student Padmalatha in 1986, of deaths of siblings Narayan and Yamuna in 2012, and reinvestigation of Soujanya rape and murder case of 2013, the organisations said in the statement.

Trinamool Congress leader Kunal Ghosh filed a defamation case against the father of the R.G. Kar rape and murder victim on Wednesday following allegations the latter made that the Trinamool leader had 'made a settlement' with the Central Bureau of Investigation (CBI) to bury the probe. 'Today we filed a defamation lawsuit at the Chief Judicial Magistrate (CJM) court in Kolkata against the victim's father. At the recent Nabanna Abhijaan, he had alleged that Mr. Ghosh made a settlement with the Central Bureau of Investigation at their office at CGO complex. These comments are baseless and defamatory,' Mr. Ghosh's legal counsel, Ayon Chakraborty, told The Hindu. The CBI was probing the case in which a woman doctor on duty was raped and murdered on August 9, 2024, at the R.G. Kar Medical College and Hospital. In January this year, a civic police volunteer, Sanjay Roy, was pronounced guilty of the charges and sentenced to life imprisonment by a city court. On August 12, Mr. Ghosh sent a legal notice to the father of the victim in response to a comment the latter had made to the media. 'We had sent a legal notice to the victim's father last week and asked him to withdraw these statements through the press or social media. However, we received no reaction or response from him on the matter. So we went forward with the defamation case,' Mr. Chakraborty said. Also Read | Unhappy over probe, R.G. 'Someone is exploiting their sentiments and shooting off over the family's shoulders. I do not know who that is, but I must protest against it. I have two pending cases with the CBI, how can I meet them to settle a different case,' he asked. The father of the victim could not be reached for a response.

Communist Party of India (Marxist-Leninist) General Secretary Dipankar Bhattacharya on Wednesday (August 20, 2025) said that 'The Constitution (One Hundred and Thirtieth Amendment) Bill 2025' introduced by Union Home Minister Amit Shah is a well-planned conspiracy to destabilise non-Bharatiya Janata Party (BJP) governments in States and obstruct their functioning. 'According to this Bill, if a Minister is sentenced to five years on any charge and remains in jail for 30 days, he will have to step down from the post. Obviously, the Prime Minister or the BJP ministers will not be sent to jail. This provision is a well-planned conspiracy to destabilise non-BJP governments and not to allow them to function,'Mr. Bhattacharya said. He further said, 'After the misuse of the ED [Enforcement Directorate], the CBI [Central Bureau of Investigation], the NIA [National Investigation Agency] and converting Governor offices into BJP offices, now if this law comes into effect, the existence of non-BJP governments will become almost impossible. Every citizen who believes in democracy, the Constitution and the rule of law should strongly oppose this Bill.' Mr. Shah today introduced three Bills in the Lok Sabha to provide a legal framework for the removal of the Prime Minister, Union Ministers, Chief Ministers and Ministers in States and Union Territories who are 'arrested and detained in custody on account of serious criminal charges' Praise for V-P candidate Mr. Bhattacharya also welcomed the selection of Justice B. Sudershan Reddy for the post of Vice-President by the Opposition asserting that it's a positive and timely decision. Praising him, Mr. Bhattacharya explained that Mr. Reddy's track record in protecting the Constitution and human rights has been remarkable. He added that Mr. Reddy had declared the Salwa Judum campaign in Chhattisgarh as unconstitutional. He also stressed that this country does not need a person associated with the RSS [Rashtriya Swayamsevak Sangh] ideology. Speaking about the ongoing 'Voter Adhikar Yatra' led by Congress leader Rahul Gandhi, Mr. Bhattacharya said that the march is becoming a mass movement to protect democracy and the Constitution, and is also garnering widespread public support. Lashing out at the Election Commission (EC), Mr. Bhattacharya said the names of migrant workers are being deleted, citing the excuse of Bangladeshi infiltrators. 'Any leader of Gujarat becomes a voter of Bihar, but the names of Biharis who go to Gujarat to earn money are being deleted. There is also Form 6A for NRIs but no form for the migrant workers of Bihar,'Mr. Bhattacharya said. He alleged that scams are going on as the names of lakhs of people are found without addresses, and the ECI is calling them homeless voters. Mr. Bhattacharya asked the EC how the verification happened and how it communicated with the voters. He also flagged the objections raised by the political parties and Booth Level Agents (BLAs), which have been denied by the EC, saying the political parties have registered no such claims. Attacking the Nitish Kumar-led National Democratic Alliance (NDA) in the State, the CPI-(ML) leader said that the government has been a burden for twenty years and had to be uprooted from the power.
