'My water company has raised my bills by 50% but is refusing to fit a meter - what do I do?'

Sky News5 hours ago

Reader Rachael got in touch with the Money team after her water bill went up by almost 50%...
I've just been told my water bill is rising by almost 50%. We are retired, our kids have flown the nest and we live in a four-bed detached house. Our bills are through the roof even though we hardly use any water - we don't have a hosepipe for our garden and we take short showers. But our supplier is refusing to give us a water meter. What can we do?
Money blog editor Jimmy Rice tackles this one...
Thank you for your question, Rachael.
The general rule of thumb is that if you have more bedrooms than people in the house, or even the same amount, you could save money by having a water meter - so you're right to want one.
Since 1990, it has been mandatory for new homes to have a meter.
Yours is an issue we hear about a lot with water companies refusing to fit one on homes older than that.
Citizens Advice points out that you have a right to be charged for your water on the basis of what you use (tenants also have the right to ask for a meter if their tenancy agreement is for six months or longer) - with one big but: "You have a right to have a meter installed free of charge, unless it's not practical or is unreasonably expensive to do this."
It might not be practical if the water supply is shared, if there is inaccessible pipework or the water company cannot find a suitable location for the meter.
"If you can't have a water meter installed for any reason, your water company may be able to put you on a cheaper tariff to save money," Citizens Advice says.
How your water bill is calculated
Most unmetered homes are charged based on the "rateable value" of their home. In a nutshell, before April 1990, every property in England and Wales was given a rateable value based on how much the property could be let for.
Which, clearly, isn't very scientific.
What can you do?
As Citizens Advice advises, ask your supplier, which is likely to be Southern Water, whether they can put you on a cheaper tariff in lieu of a meter.
It is sometimes suggested that households ask for an "assessed charge", though Southern Water bases its assessed charges on the number of bedrooms unless you're a single occupier - so this may not help in your case.
Helpfully, Southern does run through charges for metered, rateable value and assessed charge homes here - so you could get your calculator out and work out which option is best for you.
What else could you do?
Water companies are obliged to help customers struggling with their bills and may operate social tariffs.
I've looked on your behalf and found Southern offers additional help if:
Your household income is low;
Everyone in your home gets a means-tested benefit;
You've got three or more children under 19 living at home;
Someone living with you needs more water because of a medical condition;
You haven't made a payment to us for a while.
Finally, many water companies also offer free water-saving devices like shower heads - and though Southern isn't part of this scheme, it's worth talking to the company about any help it can offer.

Rogue bears' honey supply replenished by community in Devon

A pair of bears who escaped and raided their keepers' food store in Devon are in the honey once more thanks to generous community donations. European brown bears Mish and Lucy sparked a "code red" on Tuesday, in an escape that conservation charity Wildwood Trust said was caused by an unlocked dynamic duo consumed "a week's worth of honey", the trust said, as well as jam and other supplies - prompting a "sugar rush" and leaving a depleted larder in their Habben, director of zoological operations at Wildwood Trust, near Exeter, said: "I think everyone's picked up on the fact bears really do love honey - we've had donations including a 15kg (33lb) tub." Mr Habben added: "We've also had donations to purchase more honey."It's just been been really lovely support from the local community."I couldn't have more gratitude for how people have responded to this and rallied around and offered support and also come in to see Mish and Lucy."People have picked up the cheeky element of bears, I think, and that they're a lovely, peaceful animal."Mr Habben said they had also been inundated by visitors since the incident captured imaginations across the country and beyond. It was at about 15:00 BST on Monday that the young bears "breached" the enclosure and made their way to a staff the duo "feasted and played around", a park evacuation and lockdown took place, while staff trained in firearms and the police were deployed to the about 55 minutes, Lucy made her way back to the enclosure, while Mish was lured back with a bell and some food. 'Crashed out' Mr Habben said the sugar from the honey hit the bears shortly afterwards."They gorged on honey and then they somehow needed to burn all of the energy off that that honey had created."They charged around for a good few hours, climbing up the trees, which was really fun to see, and jumping in the pond."He said they then "crashed out" in a deep sleep "for hours" - just as an influx of visitors arrived to see the now-famous bears."I think it was all of the running around from the sugar rush coupled with all of that sensory enrichment from being somewhere they shouldn't. They are like toddlers." Mr Habben said a safety review was now under way to ensure the unlocked gate "never happens again"."We've been transparent that a mistake was made but at the end of it is a really positive ending and the engagement has been great."

Sainsbury's 50p buy will get rid of stubborn scuffs on your grubby patio – and you can find it in your child's schoolbag

YOUR patio will look sparkling and brand new with the help of a 50p Sainsbury's buy. With temperatures set to soar again this week, many Brits are likely making plans to have friends over for cocktails in the sun. But before you invite anyone over, you may want to give your patio a bit of a scrub, to make sure it's looking shiny and brand new. Your first thought might be to use a pressure washer, but these can be incredibly pricey, and can even end up damaging your slabs. However, Sam Stevens, a garden expert from Pergolux UK revealed a budget-friendly method, which you may be able to find in your kids' pencil case. "Cleaning the garden doesn't have to be an expensive job. We all love a cheap and cheerful hack and the good news is that there are plenty of items you'll already have in your home that can be used in the garden," he said. How To Use An Eraser To Clean Your Patio Although traditionally used by schoolkids to rub out spelling mistakes and maths errors, Sam revealed that you can use an eraser to help clean your patio. The expert explained that if plant pots have left any marks on the patio, you can simply buff the scuffs using a rubber. If the marks aren't too stubborn, they should come away, leaving your patio sparkling. Rubbers are super cheap, and if there isn't one in your kids' schoolbag, you can pick one up from Sainsbury's for just 50p. More Patio Cleaning Hacks Council house mum Evie, recently revealed her struggle with her patio slabs, admitting that despite her best efforts with a jet washer, it 'hardly did anything.' Frustrated but determined, Evie stumbled upon a life-changing tip during a casual scroll through the comments section on cleaning TikToks. I transformed my garden patio into summer haven for less than £100 with cheap B&M buys including gadget to keep bugs out A recommendation buried within the comments caught her attention - someone suggested using a 69p bottle of Aldi bleach as a simple yet effective solution for sparkling patios. She poured the bleach over the slabs, letting it soak in for around five minutes without scrubbing or extra effort. Then, she fired up her jet washer again - and the results were nothing short of incredible. Christie, who is known as @ christiestimson11 on TikTok also recently revealed her budget friendly hack for scrubbing her slabs. How to repair broken patio slabs THE paving specialists at Simply Paving told Fabulous how you can repair broken patio slabs, without the faff. The experts advised: 'If you have a loose paving slab, then it's unlikely it can be lifted straight by hand. Instead, you will probably need a hammer and chisel to prise the paver free of your patio. 'To remove loose paving slabs without damaging your flagstones, carefully chip away at the mortar around the paving slab with the plugging chisel and rubber mallet until the slab comes completely loose. 'Then, slide the spade into the gap left by the mortar and prise the paver free of the patio. "As you lift it up, place a short piece of timber underneath the spade to act as a lever, making it easier for you while protecting the slab underneath. 'When the paver starts to give, place the cylindrical wood underneath it and roll the slab out of the patio.' She explained that she simply uses a mop and bucket, which she fills with Flash floor cleaner, along with bicarbonate of soda and boiling water. Sharing a video of her demonstrating how it's done to her 3,501 TikTok followers, she showed how she used a mop and the mixture to clean the patio slabs. Christie explained that the process is "satisfying" and that it is 'easy' to 'get all of the mud and dirt off of it.' Plus, Molly Woodward-Moor, Creative Director at Stone Superstore, revealed that washing Up Liquid can be used to care for stone tiles as well as lift dirt or stains that may build up on them. To use the product on the patio, the liquid can be diluted in warm tap water. Then using a soft-bristled brush or non-abrasive sponge, the solution can be scrubbed into areas that need cleaning. This is a gentle method for stones, that avoids scratching their surface or causing damage to tiles.
