US ETF outperforming S&P 500 becomes substantial shareholder in Rex, has stakes in 30 Singapore stocks

[SINGAPORE] A US-based exchange-traded fund (ETF) has recently become a substantial shareholder of Rex International after raising its stake in the oil exploration and production company.
Avantis International Small Cap Value ETF (AVDV ETF), an actively managed ETF, in July increased its stake in Rex International to 5.3 per cent, or around 69 million shares.
This crossed the 5 per cent threshold that qualifies substantial shareholders under Singapore law, the Singapore Exchange (SGX) said on Monday (Jul 28).
The fund is managed by American Century Investment and focuses on undervalued small-cap companies with strong fundamentals in non-US developed markets. It has assets under management of close to US$11 billion.
Its year-to-date return, as at Jun 30, is 24.05 per cent, according to its factsheet. That outperformed the S&P 500, which was up 5.48 per cent in the same period.
The bourse operator noted that the fund's investment in 30 SGX-listed companies, including Rex International, is 'a recent milestone (that) underscores growing global interest in Singapore's capital markets'.

'This recognition by a US institutional investor reflects the growing visibility and attractiveness of SGX-listed companies on the global stage. It is also a timely reminder that Singapore's capital market continues to serve as a vital gateway for international exposure, especially for nimble, well-managed small-cap companies,' it said.
The ETF's SGX-listed stock holdings
Of the SGX stocks in its portfolio, it has the largest exposure to Yangzijiang Financial – the former investment arm of Yangzijiang Shipbuilding that was spun-off from the Chinese vesselmaker in 2022.
The investment management, wealth advisory and fund management company ranks eighth in terms of stock weight in the fund as at Jul 24.
AVDV ETF holds an estimated 2.6 per cent interest in the company – or around 89.6 million shares – which accounted for about 0.6 per cent of the fund's portfolio.
This was followed by First Resources , which ranks second by stock weight among the SGX-listed stocks in the fund's portfolio.
The Indonesian palm oil producer accounts for about 0.2 per cent of the ETF's portfolio. The fund holds around 1 per cent or 15.6 million of its shares.
AVDV ETF owns a 0.1 per cent stake, or around 6.9 million shares, in Keppel Infrastructure Trust, which occupies 0.02 per cent of its portfolio.
It also owns 2.3 per cent, or around 21.4 million shares, of construction engineering company Wee Hur, which has a 0.1 per cent stock weight in the ETF.
The AVDV ETF targets companies with low valuations and strong profitability with the aim of boosting expected returns, SGX said.
The portfolio managers evaluate these traits using financial and market data such as shares outstanding, book value, cash flows and accruals, its ETF prospectus indicated.
Value is primarily assessed via the adjusted book-to-price ratio. Profitability is measured by the adjusted cash flow-to-book value ratio, while considering other metrics.
A company's industry classification, relative performance, liquidity, float and tax or governance considerations, are also taken into account.
Securities that meet the criteria are included in a diversified portfolio. Their weights are based on market capitalisation and are adjusted for value, profitability and performance.

FIFTEEN freehold strata-titled retail units in a Bedok-area mixed development, East Village, have been put up for sale for S$71.8 million. According to checks by The Business Times, these units are held by entities or individuals linked to the Koh family behind property and hotel developer Fragrance Group. East Village, completed in 2014, is a five-storey freehold development built by World Class Developments, a unit of Catalist-listed Aspial Corporation. Aspial, whose business spans jewellery retail, pawnbroking and real estate, is helmed by Koh Wee Seng, brother of Fragrance Group's executive chairman, James Koh Wee Meng. The development comprises108 retail units on the ground floor and 90 residential units above the retail podium. It is near several landed estates, and Tanah Merah MRT station is a 15-minute walk away. The 15 shop units being marketed were first put up for sale in 2022, as part of a 17-unit cluster, for S$83 million. Two units were sold in May 2025 to an individual buyer. The current guide price of S$71.8 million translates to about S$4,110 per square foot (psf), based on the units' total strata area of 17,482 square feet (sq ft), marketing agent CBRE said on Wednesday (Aug 20). Twelve units have main-road frontage, outdoor refreshment areas and direct access to the carpark. All units are currently leased, providing immediate rental income and potential for capital appreciation and rental upside, CBRE said. Eleven units have approved food & beverage (F&B) usage, and one is a clinic; an Anytime Fitness gym occupies three adjoining units. Tenants include Liho, Katong Mei Wei Chicken Rice and Hong Kong Street Family Restaurant. Joshua Giam, CBRE's director of capital markets, said: 'We have been witnessing strong demand for commercial properties, with the reduction of borrowing cost since the start of the year.' The layout of the units, which have dedicated entrances and frontage access, mean tenants can carry out their business activities independent of the mall's standard operating hours, he added. The most recent retail transaction in East Village took place in July, when a 161 sq ft unit changed hands for S$500,000 or S$3,097 psf. The expression-of-interest exercise for the 15 units closes on Sep 18. Fragrance Group founder and chairman James Koh owns hospitality, office, industrial and other assets, mainly in Singapore, through various privately-held entities. In 2021, he privatised the SGX-listed Fragrance Group, which also holds commercial property in Australia and the United Kingdom. Through a business entity known as AF Global, James Koh and Koh Wee Seng own a 55 per cent stake in property consultancy, Knight Frank Singapore. In October 2023, entities linked to James Koh bought two freehold industrial buildings for nearly S$101 million. BT reported that he paid S$61 million for a five-storey property at 3 New Industrial Road, in the Upper Paya Lebar-Bartley area. The other property he bought, at nearly S$40 million, is at 3 Kallang Pudding Road.

[SINGAPORE] Temasek Holdings is mulling one of its biggest overhauls in years, potentially reorganising the firm into three investment vehicles in a bid to boost returns and efficiencies, according to people familiar with the matter. Under the proposal still being discussed at senior levels, Singapore's state-owned investor could divide its business into three arms. One would focus on Temasek's biggest domestic holdings such as Singapore Airlines, and another would oversee largely foreign investments. A third unit would include all of Temasek's fund investments, said the people, who asked not to be identified discussing a private matter. The move, which remains fluid and subject to change, would fundamentally restructure the 51-year-old investment giant amid rising pressure to deliver higher returns and streamline its operations. While Temasek's net portfolio value hit a record high of S$434 billion as of March 31, its 10-year total shareholder return of 5 per cent – a compounded and annualised measure that includes dividends – just matched that of its larger but more conservative Singaporean peer GIC. It underperformed the MSCI World Index, which returned an annualised 10 per cent in the decade through March 2025. Temasek is currently run in a conventional manner, with different executives responsible for investing across various assets and geographies, such as real estate or China. If the reorganisation proceeds, it would enable key executives to better focus their attention on improving the firm's performance and efficiency, the people said. Singapore's Formula One Grand Prix in early October, where Temasek typically sponsors a corporate suite, is seen as a good opportunity to explain the changes to partners and stakeholders, one of the people said. Under some of the iterations being discussed, Temasek's investments with external managers such as Avanda Investment Management would be reorganised and potentially placed under Seviora Group – a wholly-owned asset manager that Temasek established in 2020. Seviora currently acts as the holding company for investment units including Fullerton Fund Management, Azalea Investment Management and SeaTown Holdings International. Starting next month, Seviora will be led by Gabriel Lim, a longtime public servant and a former permanent secretary of Singapore's Ministry of Trade and Industry. Lim joined Temasek in October as its joint head of corporate strategy. Temasek, led by chief executive officer Dilhan Pillay, already divides its net portfolio value in a similar manner. Singapore-based Temasek Portfolio Companies, which include most of the local firms, made up 41 per cent of the portfolio as of March. Global Direct Investments accounted for 36 per cent and 'Partnerships, Funds, and Asset Management Companies' stood at 23 per cent, according to comments made during the firm's 2025 review. The move would also elevate several key executives to senior roles overseeing each new unit, the people said.
