Arab, African Parliament Leaders Call for Comprehensive South-South Cooperation

Rabat — Participating in the Third South-South Parliamentary Dialogue Forum on April 28-29 in Rabat, Arab delegation heads stressed the vital importance of comprehensive cooperation among Southern nations to address current global challenges.
During the 'Presidents' Summit' held Monday at Morocco's House of Councillors, these regional leaders conveyed their awareness that coordination between Southern nations — particularly through their parliaments and legislative councils — is essential for overcoming multiple challenges and resolving various economic issues.
No longer optional, but urgent
The leaders were unanimous in their view that South-South cooperation has become a necessity given contemporary challenges related to climate change, security crises, economic difficulties, and advanced technologies affecting the world.
Representatives from Bahrain, UAE, Jordan, Egypt, and Qatar stressed that 'cooperation between Southern countries is no longer an option, but an urgent necessity in light of numerous global challenges.'
They also said that 'climate change and growing conflicts require unifying efforts and establishing strategic partnerships based on dialogue and constructive cooperation.'
Potential for global economic power
Arab Parliament President Mohammed Ahmed Al-Yamahi offered a particularly comprehensive vision of South-South cooperation.
'Southern countries possess natural resources and human capabilities that qualify them to be among the world's strong economic powers and an influential voice in the global system,' Al-Yamahi said.
'However, they need optimal utilization of those resources and capabilities, and addressing challenges related to diverse economic systems to achieve regional integration and economic complementarity.'
He pointed out parliamentary economic diplomacy's importance through dialogue platforms like this forum.
He described the forum as 'an open platform to exchange experiences and expertise and explore ways to enhance strategic partnerships between Africa, Asia, the Arab world, and Latin America.'

Time for action
Al-Yamahi spoke of striking a sense of urgency and collective purpose when it comes to tackling some of the most pressing issues facing the Arab world.
'It is time to establish joint cooperation between Southern countries to implement projects concerning regional infrastructure to contribute to enhancing intra-trade movement and strengthening cooperation in health, education, food security, and other areas that form the basis of sustainable development,' he stressed.
Al-Yamahi further called for 'employing modern technology and artificial intelligence to transition to a digital economy,' noting that 'accelerating transformations in the global economy and worldwide trade wars impose on Southern countries the need to take serious and rapid steps to achieve economic integration based on mutual interests and win-win formulas.'
Redefining development strategies
Other speakers echoed these sentiments, emphasizing that 'Southern countries need to reformulate their development strategies and adopt flexibility to be competitive actors amid international transformation data.'
They called for cooperation 'to influence the international and regional environment while establishing partnerships in a world where visions, challenges, and opportunities intersect.'
The forum proved to be a platform for exchanging expertise and addressing challenges, and a historic opportunity to establish South-South dialogue and redefine the concept of cooperation between participating countries.
Participants focused on the role of parliaments in forging laws that represent the people. They recalled that 'parliaments are the voice of peoples, a guarantee of stability, and the engine of political, economic, and social integration for their countries.'

Driouich also spoke of integrating technological, social, and institutional innovation at the core of African maritime strategies, while advocating for stronger African representation in international forums and the recognition of the continent's potential. Morocco, she stated, positions itself as a key driver of 'blue diplomacy,' placing the ocean at the service of sustainable development, peace, and sovereignty of African nations. Themed "Africa's blue ambition for UNOC3: Morocco's commitment to regional cooperation," the second side event was organized by the Secretary of State in charge of Maritime Fisheries. This meeting highlighted Morocco's promotion of inclusive ocean governance, based on science, diplomacy, the blue economy and South-South cooperation. These two events, which fully align with the Atlantic Vision of His Majesty King Mohammed VI, helped put forth the African priorities at UNOC-3 and strengthen regional blue economy synergies while supporting the implementation of international ocean actions. Behind this strategic review of the Kingdom's maritime role lie the economic, political and legal issues that will determine the continent's future, explained the French expert. Pointing out that international trade by sea is still organized according to a logic inherited from the colonial period, Chaban-Delmas noted that the vision carried by the Kingdom, under the leadership of HM the King, "engages a dynamic of assertion of Africa as a sovereign power around an Atlantic axis carrying a new balance in the structuring of world trade." According to the perspective defined by HM the King, he explained, the Atlantic Ocean is conceived as a space for South-South cooperation. The Dakhla Atlantic port, he continued, is fully in line with this regional dynamic. Rabat – The Center for World University Rankings (CWUR) has placed Mohammed V University in Rabat among the top 5 percent of universities worldwide, securing the top national position for the sixth consecutive year. According to the CWUR's latest 'Top 2000 Universities in the World' ranking, only 2,000 out of 21,462 global higher education institutions were included in this elite list—among them five Moroccan universities. Alongside Mohammed V University in Rabat, the four others are Cadi Ayyad University in Marrakech, Hassan II University of Casablanca, Mohammed I University in Oujda, and Sidi Mohamed Ben Abdellah University in Fez– showcasing Morocco's growing prominence in international higher education. Mohammed V University achieved notable rankings both on a regional and international level: 13th among the top 66 universities in the Arab world, 15th among the top 63 universities in Africa, and 992nd globally—placing it within the top 4.7 percent worldwide. In research quality, the university ranked 947th globally, underscoring the strength and impact of its scientific contributions. These international accolades reinforce Mohammed V University's strategic standing in Rabat and its unwavering commitment to academic excellence, cutting-edge research, and openness to both national and global communities. This accomplishment also reflects the university's continuous progress, climbing 15 places compared to last year's ranking. CWUR's ranking methodology is based on four key indicators: quality of scientific research (40%), quality of academic training provided to students (25%), professional success of graduates holding leadership roles in major global companies (25%), and the academic reputation of faculty recognized with prestigious scientific awards (10%). The ranking is based on data from the international scientific database 'Web of Science,' which monitors publications, citations, and journal quality over the past ten years. The top three positions this year were claimed by American institutions Harvard University, Massachusetts Institute of Technology, and Stanford University, followed by England's University of Cambridge and University of Oxford in fourth and fifth place, respectively.
