Arab Parliament Speaker: Supporting and Protecting Victims of Terrorism Is a Top Priority
Baghdad – INA The Speaker of the Arab Parliament, Mohammed bin Ahmed Al-Yamahi, affirmed today, Thursday, the Parliament's keenness to activate the role of the Arab Center for Combating Terrorism and Extremist Ideology, noting that supporting and protecting victims of terrorism is a top priority on the agenda of joint Arab action. In a statement received by the Iraqi News Agency (INA), Al-Yamahi said, "Parliament appreciates the significant efforts made by the United Nations Office of Counter-Terrorism, particularly the efforts of the Office's program in the Qatari capital, Doha, through the coordination mechanism for parliamentary assemblies in the field of counter-terrorism, in all of whose meetings the Arab Parliament is keen to participate." He added that "the Arab Parliament is keen to activate the role of its Arab Center for Combating Terrorism and Extremist Ideology, through its engagement in numerous counterterrorism-related issues." He explained that "the issue of supporting and protecting victims of terrorism is a top priority in this field, stemming from the Arab Parliament's commitment to building the capacity of Arab parliamentarians in their dealings with victims of terrorism by providing them with the best existing practices that are compatible with the culture and specificities of Arab societies." He pointed out that "the Arab Center for Combating Terrorism and Extremist Ideology intends to prepare an Arab parliamentary guide to support and protect the rights of victims of terrorism. This guide will serve as a comprehensive reference for Arab parliaments, identifying best practices, legislative frameworks, and procedures necessary to support, protect, and compensate victims of terrorism." He explained that "the center intends to prepare this guide in cooperation with the Counter-Terrorism Department of the General Secretariat of the League of Arab States," calling on "the United Nations Office of Counter-Terrorism to be a third partner in preparing this guide." For his part, Murad Tanjeev, Deputy Head of the United Nations Counter-Terrorism Programme, explained that "the Arab Parliament is one of the most important and active partners of the United Nations Office of Counter-Terrorism, and is keen to participate in the meetings organized by the Office in this field on an ongoing basis," according to the statement. He affirmed the UN Office's welcome of the Arab Parliament's proposals to support and promote the rights of victims of terrorism, explaining that these are "one of the most important topics of interest to the United Nations Office of Counter-Terrorism, in addition to the issue of artificial intelligence and its relationship to terrorism, and protecting youth from extremist ideology." According to the statement, Murad provided a brief overview of the significant efforts undertaken by the United Nations Office of Counter-Terrorism in a number of Arab countries through its training and capacity-building programs. Chris O'Donnell, Senior Official in the Office of the Under-Secretary-General of the United Nations, also provided a brief overview of behavioral science, through which the Office aims not only to rehabilitate those returning from terrorism, but also to rehabilitate society to re-accept and reintegrate them. The statement concluded that "at the end of the meeting, the two sides agreed on the importance of signing a memorandum of joint cooperation as soon as possible and continuing communication and coordination regarding enhancing joint cooperation in areas that enhance the role of parliamentarians in countering terrorism."

Arab, African Parliament Leaders Call for Comprehensive South-South Cooperation
Rabat — Participating in the Third South-South Parliamentary Dialogue Forum on April 28-29 in Rabat, Arab delegation heads stressed the vital importance of comprehensive cooperation among Southern nations to address current global challenges. During the 'Presidents' Summit' held Monday at Morocco's House of Councillors, these regional leaders conveyed their awareness that coordination between Southern nations — particularly through their parliaments and legislative councils — is essential for overcoming multiple challenges and resolving various economic issues. No longer optional, but urgent The leaders were unanimous in their view that South-South cooperation has become a necessity given contemporary challenges related to climate change, security crises, economic difficulties, and advanced technologies affecting the world. Representatives from Bahrain, UAE, Jordan, Egypt, and Qatar stressed that 'cooperation between Southern countries is no longer an option, but an urgent necessity in light of numerous global challenges.' They also said that 'climate change and growing conflicts require unifying efforts and establishing strategic partnerships based on dialogue and constructive cooperation.' Potential for global economic power Arab Parliament President Mohammed Ahmed Al-Yamahi offered a particularly comprehensive vision of South-South cooperation. 'Southern countries possess natural resources and human capabilities that qualify them to be among the world's strong economic powers and an influential voice in the global system,' Al-Yamahi said. 'However, they need optimal utilization of those resources and capabilities, and addressing challenges related to diverse economic systems to achieve regional integration and economic complementarity.' He pointed out parliamentary economic diplomacy's importance through dialogue platforms like this forum. He described the forum as 'an open platform to exchange experiences and expertise and explore ways to enhance strategic partnerships between Africa, Asia, the Arab world, and Latin America.' 'It is time to establish joint cooperation between Southern countries to implement projects concerning regional infrastructure to contribute to enhancing intra-trade movement and strengthening cooperation in health, education, food security, and other areas that form the basis of sustainable development,' he stressed. Al-Yamahi further called for 'employing modern technology and artificial intelligence to transition to a digital economy,' noting that 'accelerating transformations in the global economy and worldwide trade wars impose on Southern countries the need to take serious and rapid steps to achieve economic integration based on mutual interests and win-win formulas.' Redefining development strategies Other speakers echoed these sentiments, emphasizing that 'Southern countries need to reformulate their development strategies and adopt flexibility to be competitive actors amid international transformation data.' They called for cooperation 'to influence the international and regional environment while establishing partnerships in a world where visions, challenges, and opportunities intersect.' The forum proved to be a platform for exchanging expertise and addressing challenges, and a historic opportunity to establish South-South dialogue and redefine the concept of cooperation between participating countries. Participants focused on the role of parliaments in forging laws that represent the people. They recalled that 'parliaments are the voice of peoples, a guarantee of stability, and the engine of political, economic, and social integration for their countries.'

Arab Parliament: Peace Requires Justice for Palestine
By Ahmad El-Assasy President of the Arab Parliament, Mohamed bin Ahmed Al-Yamahi, stressed that peace and stability in the Middle East cannot be achieved without a comprehensive and just resolution to the Palestinian issue — specifically through the establishment of an independent Palestinian state with East Jerusalem as its capital, in accordance with international legitimacy and the Arab Peace Initiative. Al-Yamahi made the remarks during the opening of the Arab Parliament's plenary session, held Monday in Baghdad, hosted by the Iraqi Council of Representatives and attended by Dr Mahmoud Al-Mashhadani, Speaker of the Iraqi Parliament. He warned of the grave consequences of the ongoing genocide being waged by the 'occupying entity' against the Palestinian people, denouncing the international community's continued silence as equally heinous as the crimes themselves. Al-Yamahi praised Iraq's hosting of the session and the upcoming Arab Summit in Baghdad, stating that these events symbolise the country's regained leadership role within the Arab system and reflect the security and stability achieved through the sacrifices of the Iraqi people from all walks of life. Addressing the broader challenges in the region, he warned that ongoing crises in several Arab countries continue to deplete national resources and exacerbate the region's struggles. He called for genuine Arab-led solutions, affirming the Arab Parliament's readiness to engage through parliamentary diplomacy. Al-Yamahi also urged accelerated action towards completing key Arab economic integration projects, describing economic and development challenges as equally critical as security and political threats — particularly in light of global trade wars and their impact on Arab economies. The Speaker of the Arab Parliament arrives in Baghdad
INA – BAGHDAD Speaker of the Arab Parliament, Mohammed Ahmed Al-Yamahi, arrived in Baghdad on Friday on a visit aimed at coordinating joint efforts on regional and international issues. The Speaker of Parliament Mahmoud Al-Mashhadani received the Speaker of the Arab Parliament, Al-Yamahi, and his accompanying delegation at Baghdad International Airport, said the media office of the Speaker of Parliament stated in a statement - received by the Iraqi News Agency – INA. Al-Yamahi is visiting Iraq on an official visit aimed at strengthening Arab parliamentary cooperation and coordinating joint efforts on regional and international issues of common interest. The reception ceremony was attended by a number of members of the Iraqi Parliament and senior officials from the Council's General Secretariat. Al-Mashhadani expressed his "warm welcome to the distinguished guest and his accompanying delegation," praising "the important role played by the Arab Parliament in representing the Arab peoples and promoting integration between national parliaments." In turn, Al-Yamahi expressed his "happiness to visit Iraq and meet with Iraqi officials," stressing "the importance of this visit in supporting parliamentary relations and strengthening joint Arab dialogue, especially in light of the challenges facing the region." The visiting delegation is scheduled to hold a series of official meetings with a number of Iraqi leaders and officials, in addition to joint working sessions with the Parliament's committees, aimed at exchanging expertise and coordinating positions on political, economic, and humanitarian issues facing the Arab world. 'This visit comes within the framework of the Arab Parliament's efforts to consolidate bilateral relations between Arab countries and support the democratic process and constitutional institutions in Iraq, thus contributing to achieving stability and sustainable development in the region," added the statement. The statement indicated that "the two sides emphasized during the meeting the need for continued coordination and consultation between Arab legislative institutions and intensifying parliamentary diplomatic efforts to address security and economic challenges and achieve the aspirations of the Arab peoples for security, peace, and prosperity."
