Syndicate exploiting senior citizens for sham marriages may be active in other states
Director-general Datuk Zakaria Shaaban said the suspicion arose following arrests and seizures made during a special operation conducted in Putrajaya earlier this month.
He said the case is currently being handled by the department's Intelligence and Special Operations Division at its headquarters.
He added that state-level task forces have also been instructed to investigate the possibility of similar cases in their respective areas.
"That's just what we have detected so far in Putrajaya. We are monitoring the situation closely, and special teams at the state level have been set up to investigate any suspicious couples who have applied under the foreign spouse category," he told the New Straits Times.
The department recently busted a syndicate believed to be offering immigration-related services, including applications under the "foreign spouse of a Malaysian citizen" category and marriage registration services through the National Registration Department for unions between Malaysians and foreign nationals.
Zakaria said investigations on the recent case are still ongoing, but he believes the problem may extend beyond Putrajaya.
"I can't say which states are involved because I don't have that information.
"But I believe this is not just an isolated case limited to one or two locations.
"If there are members of the public with information, we welcome it. We will conduct a full investigation based on any leads provided," he said.
Zakaria said the syndicate appears to target elderly citizens who are often neglected or left without financial support by their families.
"In my view, many of these senior citizens are abandoned. They have children, but their children don't care for them.
"So when a foreigner suddenly shows up, willing to take care of them and offer financial support, even if the foreigner is significantly younger, the senior citizen agrees to marry," he said.
He explained that in many cases, the seniors are not required to do anything beyond agreeing to the marriage.
In return, he added that they are given monthly allowances in the thousands of ringgit.
"These foreigners only want to marry to obtain legal status. That's all. That's why we see these foreign nationals caring for these senior citizens as they need that legal status," he said.
With that legal status, Zakaria added, the foreigners can remain in the country for extended periods and can open various types of businesses.

Minister raises concern over tourism safety in Sabah
Published on: Wednesday, August 13, 2025 Published on: Wed, Aug 13, 2025 Text Size: Tiong and enforcement officers inspecting a boat. - Pic via Dato' Seri Tiong King Sing (拿督斯里张庆信) | Facebook KOTA KINABALU: Tourism, Arts and Culture Minister Datuk Seri Tiong King Sing has voiced growing concern over rising safety issues in Sabah's tourism sector. In a Facebook post on Wednesday, he said numerous complaints had been received regarding misconduct and illegal activities at several tourist locations, which could affect the industry's safety reputation. He recently led a joint inspection operation in Tawau involving his ministry's licensing and enforcement division, the Immigration Department, police, and other agencies. The two-day operation included checks on 30 tourist buses and vehicles, 15 tourism business premises, 40 boats, and four jetties, resulting in summonses for nine offences. Findings revealed that some companies, appearing locally owned, were operated by foreign investors, including those from China, and were involved in unlicensed activities such as operating water chalets, aquaculture, and homestays on agricultural or farming land. Tiong urged local authorities to take swift action against unlicensed operators and stressed that while foreign investment is welcome, it must comply fully with Malaysian laws and regulations. He warned that operators found to be violating rules could have their licences permanently revoked and reminded local tourism players not to risk their livelihoods by misusing or lending licences for profit. * Follow us on our official WhatsApp channel and Telegram for breaking news alerts and key updates! * Do you have access to the Daily Express e-paper and online exclusive news? Immigration busts document forgery ring, raids illegal massage operations in KL
PUTRAJAYA: The Immigration Department has dismantled a document forgery syndicate and uncovered illegal massage services in separate operations in Kuala Lumpur, arresting 24 foreign nationals and seizing cash and equipment linked to the illicit activities. In a special raid on Monday night in Taman Maluri, Immigration detained 19 men, 16 from Bangladesh and three from Myanmar, all aged between 18 and 43, suspected of producing fake electronic Temporary Employment Visit Pass (e-PLKS) slips. The syndicate allegedly operated behind the cover of phone repair and convenience stores, charging RM100 per falsified slip tailored to passport holders lacking valid passes. Immigration director-general Datuk Zakaria Shaaban said the forgery ring had likely been active for about a year. Among those arrested, two Bangladeshi men were overstayers, while most detainees had no valid travel documents. Authorities seized RM11,357 in cash, forged e-PLKS slips, passports, laptops, printers, closed-circuit television (CCTV) cameras and city hall business licenses during the operation. The suspects have been remanded at the Putrajaya Immigration Depot pending further investigation. In a related crackdown yesterday in Sri Petaling, Immigration personnel arrested one Thai national and four Myanmar men for running illegal massage services targeting male customers. The operation seized RM3,101 in suspected proceeds, promotional materials and QR codes for payment. The Thai national held a Social Visit Pass, while the Myanmar men were undocumented. Zakaria said the illicit massage service operated covertly in unlicensed spa centres and charged RM109 per hour, having run for four months. Two local men have been served notices to assist with the investigations.

Netizens worldwide rally for justice for Zara Qairina
KUALA LUMPUR : The death of 13-year-old Zara Qairina Mahathir has resonated not just at home but has gained international attention, as people in a number of countries have come forth to express their outrage. In Singapore, Facebook page Death Kopitiam Singapore wrote: "The cries for help of a helpless girl. The cries of a community at her death. The disillusionment of a nation." Meanwhile, in Hatyai, Thailand, schoolgirls in uniform held up posters with Zara's face, emblazoned with the words "Justice for Zara." One Thai girl posted an especially emotional post dedicated to Zara. "I ask everyone from around the world to join in shouting for justice for our little sister. She was a Malaysian who was attacked and killed. "I pray that you receive justice, little one. May the perpetrator be caught, and may you rest in peace in a serene land. With love and concern from your Thai sister #Justiceforzara #justiceforzaraqairina," she wrote. Similarly, in Indonesia, students shared similar messages and posts online. As far away as the United Kingdom, a Twitter user, Andy (@andychester\_), voiced frustration at authorities: "The school, police, hospital and even the Sabah and Education Ministers all failed her from the start. Similar calls were made from people in Brunei, Philippines, South Korea, China, Japan, Cambodia, Myanmar and even Laos, reported a Malay daily earlier. Zara fell from the third floor of her hostel in Papar, Sabah, on July 16 and died the following day. Police today admitted there were shortcomings in the early probe into the death of 13-year-old Zara Qairina Mahathir, who is now believed to be a victim of bullying. Bukit Aman Criminal Investigation Department director Datuk M. Kumar S. Muthuvelu said investigations uncovered statements indicating that there was bullying. Kumar also said that a special task force had also found non-compliance with investigation procedures.
