Ethiopia's strategic partnership with China under the Belt and Road Initiative exemplifies a new development model for the Global South, as it aligns with BRICS' vision of infrastructure-led growth and cooperative partnerships.
A new narrative is unfolding in the Horn of Africa and it is one that defies the legacies of colonialism and reclaims Africa's right to development on its own terms. With its dynamic economy and rich history, Ethiopia has become a key player in China's Belt and Road Initiative (BRI). As BRICS+ expands its footprint with the joining of Ethiopia in 2024, the alignment that is between BRICS development goals and Chinese infrastructure investments is both inspiring and critical.
Reimagining Development Through BRICS
The BRICS bloc has always championed alternative models of development. These models challenge the conditions and ideological strings of the institutions in the Global North and emphasise sovereignty, mutual respect and practical cooperation. The BRICS framework calls for infrastructure-led development, financial independence from traditionally dominant Western lenders such as the World Bank and the IMF and equitable partnerships.
Ethiopia's collaboration with China, particularly within the Belt and Road Initiative (BRI), exemplifies the BRICS vision of fostering physical and digital infrastructure, strengthening South-South cooperation, and promoting industrial growth across the Global South. The BRI, therefore, extends beyond a singular Chinese endeavor, embodying the core principles of the BRICS economic partnership.
The Addis Ababa-Djibouti Railway: Steel Tracks to Sovereignty
One of the most symbolic projects under the BRI of China is the Addis Ababa– Djibouti railway. Completed in 2016 with Chinese engineering and financing, the 750-kilometre electrified railway that connects landlocked Ethiopia to Djibouti's Port– the lifeline for over 95% of Ethiopia's exports and imports. This railway has significantly reduced the transport time from three days to less than 12 hours, improving trade efficiency, cutting costs and reshaping the architecture of logistics within the region.
Despite "debt trap" criticisms of Chinese infrastructure investments, Ethiopia's experience with the Belt and Road Initiative offers a counter-narrative. The operational Addis Ababa–Djibouti Railway serves as a crucial element in Ethiopia's economic development. Instead of defaulting, Ethiopia successfully negotiated debt restructuring with China in 2023, demonstrating a cooperative and flexible partnership unlike the strict austerity measures often imposed by Western creditors.
BRICS and Ethiopia: A Symbiotic Vision
Ethiopia's 2024 entry into BRICS+ offers new opportunities for funding, technology exchange, and strategic partnerships. The New Development Bank (NDB), a BRICS initiative designed as an alternative to the World Bank, is now positioned to finance increased infrastructure development in East Africa. The NDB's lending approach is specifically designed for developing nations, prioritizing sustainability and local involvement—principles often overlooked by conventional financial institutions.
For Ethiopia, this is a development model that is not only tailored to its unique challenges, but is also embedded in a bigger Global South coalition. The 10 year development plan of Ethiopia– centered on energy generation, industrial parks and digital transformation– emphasises BRICS' prioritisation of inclusive and high impact development. China financing Ethiopia's Industrial Parks in Adama and Hawassa, for example, has created thousands of jobs, especially for women, and it has also linked Ethiopia into global supply chains without the risk of compromising local control.
Ethiopia as a BRICS Beacon in Africa
Ethiopia's increasing symbolic and strategic importance within the expanding BRICS framework is evident. As one of Africa's most populous countries, a significant diplomatic center hosting the African Union, and a rising industrial force, Ethiopia's engagement with both the Belt and Road Initiative (BRI) and BRICS is a conscious decision. This reflects Ethiopia's strategic preference for infrastructure-driven development, South-South partnerships, and a multipolar world order, moving away from reliance on aid and traditional neoliberal approaches.
Amidst global inequality, climate instability, and geopolitical changes, the Global South, exemplified by countries like Ethiopia, is moving beyond passively receiving development aid. It is actively shaping its own path, redefining progress, and building resilience. Platforms like BRICS and the Belt and Road Initiative (BRI) are facilitating this shift, marking a new era of agency for Africa.A Future Built on CollaborationThe Ethiopia-China-BRICS alliance offers a compelling alternative to traditional development models in 2025. It demonstrates that development is a locally driven, negotiated process rooted in the needs of the people, rather than a uniform approach dictated by Western powers.
Ethiopia's experience with the Belt and Road Initiative, especially as more Global South nations join BRICS and align with it, demonstrates that infrastructure development can be a source of liberation and that South-led development, fostered through empowering partnerships, ultimately benefits the global community.
Ethiopia's experience exemplifies a BRICS-supported development model for the Global South, suggesting a broader renaissance across these nations.

Thousands of supporters of South Korea's two leading presidential candidates rallied in Seoul on Saturday, three days before a vote triggered by the ex-leader's disastrous declaration of martial law. Tuesday's election caps months of political turmoil sparked by Yoon Suk Yeol's brief suspension of civilian rule in December, for which he was impeached and removed from office. All major polls have put liberal Lee Jae-myung well ahead in the presidential race, with a recent Gallup survey showing 49 percent of respondents viewed him as the best candidate. Kim Moon-soo, from the conservative People Power Party (PPP) that Yoon left this month, trailed Lee on 35 percent. Organisers from both camps told police they expected tens of thousands of supporters to rally in Seoul on Saturday. In Seocho, in the south of the capital, Lee supporters gathered holding signs condemning Yoon's "insurrection". "I believe the outcome of the presidential election is already decided," Lee Kyung-joon, a Lee supporter, told AFP. "I came to today's rally to help condemn the forces involved in the martial law attempt," he said, referring to ex-president Yoon's political allies. Yoon is on trial for insurrection and Kwon Oh-hyeok, one of the organisers of Saturday's rally, said a Lee Jae-myung victory in Tuesday's vote was crucial to holding him accountable. "Isn't the People Power Party's decision to run in the snap election -- triggered by Yoon's removal from office -- an insult and a betrayal of the people?" Kwon told rally participants. "Fellow citizens, we must win by a landslide to deliver the justice this moment demands." In Gwanghwamun Square on the other side of town, conservatives -- including supporters of disgraced ex-leader Yoon -- filled the streets holding signs that read "Yoon Again" and "Early voting is invalid!" Yoon's martial law attempt, which he claimed was necessary to "root out" pro–North Korean, "anti-state" forces, emboldened a wave of extreme supporters including far-right YouTubers and radical religious figures. That sentiment was on full display at Saturday's conservative rally, where protesters called for the dissolution of the National Election Commission over a series of mishaps during the two-day early voting period this week. "People believe the root of all these problems lies with the National Election Commission, and that it should be held accountable," protester Rhee Kang-san told AFP. Ex-president Yoon sent a message to the conservative rally through a group led by a far-right Christian figure, which was read aloud by a supporter on his behalf. "Our country is now facing a grave and unprecedented crisis," Yoon's message said, urging people to vote for the PPP candidate Kim. "If we miss this opportunity, we may have to pay a heavy price in time and sacrifice, and the restoration of free democracy and a normal state may no longer be possible," the former president said, according to supporter Lee Dong-ho, who read the message aloud and shared it with AFP. - Deepening polarisation - Both frontrunner Lee Jae-myung of the liberal Democratic Party and conservative challenger Kim have cast the race as a battle for the soul of the country. More than a third of those eligible cast their ballots in early voting on Thursday and Friday, according to the election commission. Experts say that, regardless of who wins, South Korea's polarisation is likely to deepen. "Unless the PPP distances itself from Yoon's extremist base, it could turn to misinformation -- such as unfounded claims of election fraud -- to mobilise the right against Lee. That's a troubling prospect," he said. Whoever succeeds Yoon will also have to grapple with a worsening economic downturn, one of the world's lowest birth rates, the soaring cost of living and bellicose neighbour North Korea. Pentagon chief warns China is 'preparing' to use military force in Asia

US Secretary of Defense Pete Hegseth warned on Saturday that China was "credibly preparing" to use military force to upend the balance of power in Asia, vowing the United States was "here to stay" in the region. The Pentagon chief made the remarks at an annual security forum in Singapore as the administration of US President Donald Trump spars with Beijing on trade, technology, and influence over strategic corners of the globe. China's embassy in Singapore blasted the speech, accusing Washington of escalating tensions in the region and "profiting from creating risks of war". Trump has launched a trade war with China since taking office in January, has sought to curb its access to key AI technologies and deepened security ties with allies such as the Philippines, which is engaged in escalating territorial disputes with Beijing. "The threat China poses is real and it could be imminent," Hegseth said at the Shangri-La Dialogue attended by defence officials from around the world. Beijing is "credibly preparing to potentially use military force to alter the balance of power in the Indo-Pacific", he said. Hegseth warned that the Chinese military was building the capabilities to invade Taiwan and "rehearsing for the real deal". China has ramped up military pressure on Taiwan and held large-scale exercises around the island that are often described as preparations for a blockade or invasion. The United States was "reorienting toward deterring aggression by communist China", Hegseth said, calling on US allies and partners in Asia to swiftly upgrade their defences in the face of mounting threats. - 'Stirring up trouble' – Hegseth described China's conduct as a "wake-up call", accusing Beijing of endangering lives with cyber attacks, harassing its neighbours, and "illegally seizing and militarising lands" in the disputed South China Sea. Beijing claims almost the entire waterway, through which more than 60 percent of global maritime trade passes, despite an international ruling that its assertion has no merit. It has clashed repeatedly with the Philippines in the strategic waters in recent months, with the flashpoint set to dominate discussions at the Singapore forum, according to US officials. As Hegseth spoke in Singapore, China's military announced that its navy and air force were carrying out routine "combat readiness patrols" around the Scarborough Shoal, a chain of reefs and rocks Beijing disputes with the Philippines. Hegseth's hard-hitting address drew a critical reaction from the Chinese embassy in the city-state. "The speech is steeped in provocations and instigation," the embassy wrote on its Facebook page. "Mr Hegseth repeatedly smeared and attacked China and relentlessly played up the so-called 'China threat'," the statement said, accusing the United States of being the "biggest troublemaker" in the region. Beijing did not send any top defence ministry officials to the summit, dispatching instead a delegation from the People's Liberation Army National Defence University led by Rear Admiral Hu Gangfeng. Without referring to Hegseth by name, Hu said of his speech that "these actions are essentially about stirring up trouble, creating division, inciting confrontation, and destabilising the Asia-Pacific". Hegseth's comments came after Trump stoked new trade tensions with China, arguing that Beijing had "violated" a deal to de-escalate tariffs as the two sides appeared deadlocked in negotiations. The world's two biggest economies had agreed to temporarily lower eye-watering tariffs they had imposed on each other, pausing them for 90 days. - 'Cannot dominate' - Reassuring US allies on Saturday, Hegseth said the Asia-Pacific region was "America's priority theatre", pledging to ensure "China cannot dominate us -- or our allies and partners". He said the United States had stepped up cooperation with allies including the Philippines and Japan, and reiterated Trump's vow that "China will not invade (Taiwan) on his watch". However, he called on US partners in the region to ramp up spending on their militaries and "quickly upgrade their own defences". "Asian allies should look to countries in Europe for a newfound example," Hegseth said, citing pledges by NATO members including Germany to move towards Trump's defence spending target of five percent of GDP. Ukraine expands evacuations in Sumy region amid offensive fears

Ukraine ordered the evacuation of 11 more villages in its Sumy region bordering Russia on Saturday amid fears Moscow was gearing up for a fresh ground assault. Russia claims to have captured several villages in the northeastern region in recent weeks, and has massed more than 50,000 soldiers on the other side of the border, according to Kyiv. The evacuations came just two days before a possible meeting between the two sides in Istanbul, as Washington called on both countries to end the three-year war. Russia has confirmed it will send a delegation to the Turkish city, but Kyiv has yet to accept the proposal, warning the talks would not yield results unless the Kremlin provided its peace terms in advance. On Friday, Ukrainian President Volodymyr Zelensky accused Moscow of doing "everything" it could to sabotage the potential meeting by withholding its peace terms. Authorities in Ukraine's Sumy region said Saturday they were evacuating 11 villages within a roughly 30-kilometre (19-mile) range from the Russian border. "The decision was made in view of the constant threat to civilian life as a result of shelling of border communities," the regional administration said on social media. A spokesman for Ukraine's border guard service, Andriy Demchenko, said Thursday that Russia was poised to "attempt an attack" on Sumy. In total, 213 settlements in the region have been ordered to evacuate. Russia's defence ministry said Saturday that its forces had taken another Sumy region village, Vodolagy. Moscow's invasion of Ukraine, launched in February 2022, has resulted in tens of thousands of deaths and the destruction of towns and villages across parts of the east and south of the country. The Kremlin's army now controls around a fifth of the country and claims to have annexed five Ukrainian regions as its own, including Crimea, which it seized in 2014. - 'Strong delegations' - US President Donald Trump has spearheaded diplomatic efforts to bring an end to the fighting, but Kyiv and Moscow have both accused each other of not wanting peace. The Kremlin has proposed further negotiations in Istanbul on Monday, after a May 16 round of talks that yielded little beyond a large prisoner-of-war exchange. Kyiv has not yet said whether it will attend the Monday meeting, and said Friday it did not expect any results from the talks unless Moscow provided its peace terms in advance. Russia says it will provide its peace memorandum in person on Monday. AFP | Odd ANDERSEN But Ukraine suspects it will contain unrealistic demands that Kyiv has already rejected, including that Ukraine cede territory still under its control and abandon its NATO ambitions. In a statement to the United Nations on Friday, Russia's UN ambassador Vassily Nebenzia suggested the memorandum might call for Western countries to halt arm supplies to Kyiv and for Ukraine to abandon its military mobilisation. Turkish President Recep Tayyip Erdogan, who has fostered warm relations with both Zelensky and Russian counterpart Vladimir Putin, has become a key mediator amid efforts to end the conflict. In a call with Zelensky late Friday, the Turkish leader urged both sides to send "strong delegations" to ensure momentum towards peace, according to Turkish state news agency Anadolu. Turkey has offered to host a summit between Putin, Zelensky and Trump, but the Kremlin has turned down the offer.
