
Wierda Park taxi rank facilities get a boost
The upgrades follow earlier concerns raised by taxi drivers, business and property owners about the deterioration of public infrastructure inside the shopping centre, poor hygiene conditions of the toilets used by taxi drivers and the lack of space around the existing taxi rank.
According to Tshwane metro spokesperson Lindela Mashigo, the project began on May 12 and is expected to be completed by June 27.
He said the upgrade is being implemented by contractor Matlailas Plumbing and Builders CC in a joint venture with Bafihleli Business Enterprise, with a total project cost of R630 295.
'There are no phases in this project. The current improvements are strictly limited to ablution block refurbishments and shelter upgrades,' Mashigo clarified.
He also confirmed that there are no plans to expand the taxi rank or launch a second phase.
'The city would like all public transport facilities to be of a high standard and to give dignity to public transport users and stakeholders. However, this exercise is based on the funding available, and there is a backlog of facilities that require upgrades,' he said.
Although no formal complaints have been received since the upgrades began, Mashigo said that the project is being monitored closely by the Transport Development Division under the Roads and Transport Department.
'The project manager conducts regular site visits and receives constant updates from the contractor,' he added.
On broader planning, he said the initiative is informed by the city's comprehensive integrated transport plan, which aims to reduce the distance people need to walk to access public transport by bringing facilities closer to users.
Regarding community safety and waste management, Mashigo said that since the scope of work is not large-scale, pedestrian safety has not been significantly impacted.
'Waste generated during the upgrade will be disposed of by the contractor, and the metro's environmental waste management unit is also monitoring the project.'
He added that the Department of Roads and Transport will continue to manage the completed facilities and is in discussions with the metro police and the energy and electricity departments about improving lighting and security in the area.
Ward 70 Councillor Marika Kruger-Muller confirmed the project's commencement in May and said the last official planning meeting took place in March.
'At the March 11 meeting, city planners discussed not just the shopping centre but also the wider area, including the taxi rank. Currently, we are in what was referred to as Phase 1, covering maintenance and refurbishment of the ablution facilities and shelter upgrades,' Kruger-Muller said.
She added that the work includes a refurbishment of the ablution block and the taxi platform shelters.
Kruger-Muller acknowledged the lack of a follow-up meeting to discuss what many, including herself and taxi association leaders, hoped would be Phase 2, which is the expansion of the rank.
'This will likely be raised again at the end of the financial year in June. The taxi rank is simply too small for the number of taxis it now needs to accommodate,' she said.
She previously said the increase in the number of taxis over the years has caused congestion in the shopping centre, resulting in complaints from business owners over the lack of customer parking.
She also highlighted that the toilets had been in a deplorable state and that rubbish bins were often broken or overflowing.
Chairperson of the Zwanani Marabastad Taxi Association, Mpho Motsepe, expressed his satisfaction with the current upgrades.
'I think the upgrading of the facilities is a great improvement for us taxi drivers and commuters,' said Motsepe.
'The toilets were old, and now they are building advanced ones that will be easier to clean. They are also fixing our shelters here at the taxi rank, trying to improve them.'
Motsepe confirmed that the association was consulted before the project began.
'We were engaged and consulted before the project started. It was myself, the councillor, and the Tshwane Transport Department,' he said.
However, like Kruger-Muller, Motsepe believes the upgrades should go further.
'Our expectations going forward as the taxi association are that we want an extension of the taxi rank because it is too small,' he said.
'We even proposed the idea to them to extend it by adding more shelters and benches for the comfort of our commuters, and they said they will take that into consideration.'
Motsepe said feedback from commuters has been positive.
'So far, the commuters are happy, as they've told us that what they have been crying about for the longest time is finally being taken into consideration,' he said.
He added that the taxi rank will now be considered a permanent fixture, and the association will continue to monitor and improve the facilities.
In April, business owners at the shopping centre reported that the small size of the existing rank forced taxis to park in the shopping centre itself, limiting parking for customers and contributing to a sense of disorder and lack of safety.
At the time, business owner Morne Hattingh of Buffalo's and property manager Lufuno Tshivhase voiced concerns about broken infrastructure, crime and a drop in sales linked to taxi activity in the area.

Repayment administrator must be given back access to Ithala accounts, judges rule
Ithala had been the author of its own misfortunes in continuing to operate as a bank, taking deposits and co-mingling them in its accounts, three judges have ruled. However, it had the option to continue operating its normal businesses if it co-operated with the repayment administrator (RA) appointed by the South African Reserve Bank Prudential Authority (PA). 'Perhaps the migration of the deposits to another bank would help Ithala's cause,' KwaZulu-Natal deputy judge president Zaba Nkosi, writing on behalf of judge Garth Harrison and acting judge David Saks, said in a ruling handed down on Friday. Ithala held an exemption from the PA which entitled it to take deposits, many of which were Sassa pensions, until December 2023, when it expired. The PA alleged Ithala continued taking deposits until January when it appointed the RA, Johan Kruger, to take control and secure the deposits for repayment and redistribution. There has been a flurry of litigation over his powers, including an application by the KwaZulu-Natal government seeking to review and set aside his appointment, and an application by Kruger to liquidate Ithala after it failed to repay more than R2.4bn it held in deposits on demand. At the heart of the dispute which came before the full bench, sitting in the Durban high court last month, was an order granted in November last year by Pietermaritzburg high court judge Muzi Ncube, who ruled, effectively, Kruger had overstepped his powers by freezing all of Ithala's bank accounts, not only those containing the deposits.

R270m budgeted to deal with crumbling road infrastructure
The City of Ekurhuleni (CoE) is beleaguered by a series of severe road infrastructure challenges, such as sinkholes, potholes, traffic light malfunctions and road maintenance backlog. Owing to that, the CoE announced on June 25 that it has set aside at least R275m for urgent maintenance of the city's road network in the 2025/26 financial year, with special focus on potholes, storm water drainage and damaged bridges. Metro spokesperson Zweli Dlamini said crews are already hard at work carrying out proactive maintenance. To prevent flooding ahead of the rainy season, crews are unblocking kerb inlets, repairing damaged drain systems and removing weeds and debris from stormwater systems. Full budget Presenting the city's budget, Finance MMC Jongizizwe Dlabathi acknowledged that the issue of potholes is steadily becoming an albatross for the city. He said this is not only impacting road users, but also the economy of the region, as roads are the backbone of the movement of goods and services. 'For this reason, of the total budget of R946m allocated for Roads and Transport Management, R527m will be for road rehabilitation and patching of potholes. 'Further to this, R41.3m will be used for repairing and maintaining traffic signals and R207m for the procurement of material and supplies to enable internal capacity to further patch potholes, to undertake road marking, signage and stormwater maintenance,' he said. Meagre budget The DA described the amount allocated for road repairs as a 'meagre' budget that represents 7% of what is needed to repair the city's crumbling road network. According to the party, a response to its written questions to the provincial government revealed that it will cost at least R65b to repair the worst of the CoE's 1 619km road network. The DA said the reply indicated that 8 245.53km of roads were assessed for their structural condition in 2019 and were categorised as follows: • Very good: 19.54% • Good: 12.97% • Fair: 37.27% • Poor: 9.98% • Very poor: 20.06% 'Since this assessment, the conditions of the city's roads have deteriorated considerably, and the cost of repairs would have ballooned. 'With the current budget set aside for road maintenance, the city cannot even keep up with repairing potholes and roads,' said MPL Michael Waters, DA constituency head Kempvale. Stormwater drainage system According to Dlamini, their teams discovered common debris clogging the drainage system at a recent stormwater drainage clearing operation on the corner of Edendale and Main roads in Eastleigh. These included empty bottles, plastic waste, motor oil and other hazardous substances and general litter and refuse obstructing water flow, increasing the risk of flooding and causing environmental pollution. 'While this societal problem does not absolve the city of its responsibility to maintain the road infrastructure and ensure that drain systems remains free from items that could leave them clogged, authorities urge residents to play their part, and join the metro in protecting the stormwater systems and the environment at large by taking responsibility for their waste disposal habits,' said Dlamini. June salaries stabilised after months of decline, but adverse external factors remain
If you earn a salary you will be glad to hear that there is some relief coming, but the dark cloud of US tariffs still hovers. Salaries stabilised in June after three months of decline, supported by a favourable inflation environment and an anticipated interest rate cut on Thursday. Salary earners may see some relief from financial pressures, but external factors are still expected to weigh on future earnings and unemployment levels. Take-home pay, tracked in the BankservAfrica Take-home Pay Index (BTPI), held steady in June after three months of moderation. 'The nominal average take-home pay was R17 310 in June, showing a marginal 0.1% decline on May's R17 325. 'However, this was still notably above the R15 514 level of a year ago,' Shergeran Naidoo, BankservAfrica's head of stakeholder engagements, says. However, Elize Kruger, an independent economist, says while the first six months of BTPI data signals 2025 will, on average, be a good salary year, the economic outlook has deteriorated in recent months. ALSO READ: Take-home pay slides for third month with grim job opportunities and earnings Significant moderation in inflation helped salaries Real take-home pay, adjusted for inflation, moderated marginally by 0.2% to R14 804 in June, compared to R14 827 in May, but was still notably up on year-ago levels. 'The significant moderation in consumer inflation during 2024 had a positive impact on the purchasing power of salary earners and the scenario is continuing into 2025, with the latest headline inflation at only 3% for June,' Kruger says. After a challenging few years for salary earners, due to the sluggish local economy and the elevated inflation rate, 2024 turned out to be the best year since 2015, with an average real salary increase of 1.5%. 'With inflation forecast to average 3.5% in 2025 unlike the 4.4% in 2024 and the broader industry suggesting an average salary increase above 5%, 2025 will be the second consecutive year of a real increase in earnings.' Kruger says in addition to supporting salary earners' consumption expenditure and softening the impact of global headwinds on the local economy, the favourable inflation environment created ample scope for the South African Reserve Bank (Sarb) to cut interest rates further. 'Carpe Diem Research Services forecasts a 25 basis points cut at the Monetary Policy Committee (MPC) meeting tomorrow. This is likely to be the final cut in the current downward cycle.' Even with confidence levels slipping in the first quarter, the level of real final consumption expenditure by households was 2.8% higher compared to a year earlier. Early indications from Statistics SA indicate that the performance continued in the second quarter, with real retail sales in the first five months of the year up by 4.3%. Uncertainty and low confidence could affect employment and salaries However, Kruger points out that the general economic environment deteriorated in recent months, with downward revisions to growth prospects locally and globally and high levels of uncertainty, fuelling low confidence and a pause on investment decisions. In addition, tensions between the US and South Africa, coupled with uncertainty over the tariff landscape beyond 1 August, present a growing concern for the economy and its trade outlook. 'As such, it remains of utmost importance that the South African government prioritise its diplomatic engagement with US authorities to negotiate a favourable trade regime to avert job losses in sectors such as automotive and agriculture, which would otherwise face severe impacts,' Kruger says.
