Adnan Abbas Mookhtiar, petitioned the HC saying he had appeared for the main entrance examination pursuant to an advertisement issued by the Maharashtra Public Service Commission (MPSC).
He had under the Right to Information Act of 2005 approached the authority for a photocopy of his answersheet. His request was rejected on the ground the examination process is not yet completed. The First Appellate Authority also rejected the application.
Before the HC division bench of Justices M S Karnik and NR Borkar, his lawyer said the rules and 'general instructions to candidates' by MPSC, allow for a copy to be handed over on a request under the RTI.
The MPSC argued that if answersheets are shared before the results—when examination process is still on—it may lead to stalling of the examination process.
The HC said the candidate has a limited request an the rules do not specify that the answersheet copy will be given only once process is complete.
The issue whether he can claim any relief based on the answersheet copy is a separate matter, the HC said and directed MPSC to hand him a copy of his answersheet in a week.
The HC disposed of the petition, keeping all contentions open and said MPSC can proceed with the examination process.

Karnataka govt open to reviewing RTI rules amid misuse concerns
The Karnataka government on Tuesday informed the Legislative Assembly that it was open to reviewing rules under the Right to Information (RTI) Act, after MLAs across party lines voiced concerns that the law was being misused by activists to 'harass' and 'blackmail' officials. Law and Parliamentary Affairs Minister H K Patil made the statement while replying to a question by Bailhongal Congress MLA Mahantesh Koujalagi, on behalf of Chief Minister Siddaramaiah, during the Question Hour. "RTI is a revolutionary legislation by the central government to bring transparency in administration. But, the state government can frame rules under the act. If we come to know about the misuse, we can take action," he said.

HC asks Mansa court to consider Bhagwant Mann's exemption request in defamation case
Chandigarh: The Punjab and Haryana high court has asked the trial court in Mansa, where a defamation case is pending against Punjab CM Bhagwant Mann, to consider his request for exemption (if filed) based on its merits, without being bound by the earlier order of Aug 2, 2025, which said that his bail would be cancelled if he did not appear. Tired of too many ads? go ad free now Justice Tribhuvan Dahiya passed these orders while hearing an application filed by the Punjab CM. A counsel representing CM Mann submitted that the summoning order dated Dec 14, 2020, is not sustainable. There is no material before the magistrate to even prima facie establish that the alleged imputation lowered the complainant's estimation in the eyes of others, as none except the complainant was examined as a witness. The counsel further contended that the challenge to the impugned order is already pending before the court in another petition. Hearing the plea, the HC has asked the state govt to file a reply on the matter by August 18. "In the meanwhile, the trial court is directed to consider the petitioner's application, if any, moved before it for exemption on merits dehors the stipulation in the order dated August 2, 2025, that on his non-appearance the bail will be cancelled," the HC observed further in its order. The court of Mansa chief judicial magistrate has summoned Bhagwant Mann in a defamation case filed against him by former MLA Nazar Singh Manshahia. Manshahia, who left the AAP for Congress on April 25, 2019, stated that two days after his joining the Congress, then Sangrur MP Bhagwant Mann held a press conference in Sangrur and accused him of switching parties in lure of Rs 10 crore.

Stampede probe report won't be published, Karnataka govt tells HC
Bengaluru: The state govt Wednesday assured the Karnataka high court that the report of the one-man Commission of Inquiry, headed by retired HC judge John Michael Cunha, regarding the June 4 stampede incident outside Bengaluru's Chinnaswamy Stadium, will not be published or circulated. Advocate General Shashikiran Shetty gave this assurance during the hearing of the petition filed by DNA Entertainment Private Limited, wherein the event management company challenged the report. Recording the assurance, a division bench headed by Justice Jayant Banerji adjourned the hearing to Sept 3, without passing any interim order, while directing the state govt to file a statement of objections. Earlier, the AG submitted that the report would not be tabled before the state legislature as it was not on the basis of the direction issued by the house that the inquiry commission was constituted. The petitioner submitted that the govt had already given the report to the CID. To this, the AG responded by saying that prior to the submission of the report by the commission, the stampede case resulting in 11 deaths was entrusted to the CID based on the FIRs registered by Cubbon Park police. The petitioner-company has challenged those proceedings and got an interim order in its favour. The company stated they were not provided copies of witness depositions or relevant documents, despite requests to facilitate cross-examination and address inaccuracies. According to the company, this denial of opportunity itself renders the report invalid. The petition claimed the authorities failed to respond to their memos filed on July 3, 2025. The company also argued that the report filed on July 11, 2025, exceeded the one-month deadline from June 5, 2025, without proper extension. It also challenged participation in two simultaneous inquiries, including the one by the Bengaluru Urban deputy commissioner, citing protection against double jeopardy under Article 20(2) of the Constitution.
