(Bloomberg) -- President Donald Trump and his allies are demanding Federal Reserve Governor Lisa Cook resign over alleged owner-occupancy fraud — a practice the central bank itself has found to be 'broad-based' across the US. Philadelphia Fed researchers in a 2023 report assessed the number of 'fraudulent investors' in the mortgage market, which they defined as those who had more than one owner-occupied home purchase loan within four quarters after the first one was originated. Federal Housing Finance Agency Director Bill Pulte has said that Cook took a mortgage on a property in Ann Arbor, Michigan, stipulating that it would be her primary residence, and then two weeks later declared the same for another mortgage on a Georgia property. Of those, 22,431 were considered fraudulent. The share of those claiming occupancy for better mortgage terms peaked ahead of the 2008 financial crisis, though remained steady for much of the ensuing decade at about 2% to 3%. The findings are based on a subsample of data, meaning the number of mortgages fitting the central bank's criteria could be higher. The researchers also caution that there are likely cases of accidental occupancy fraud, such as when borrowers were unable to sell their original home because of a worse-than-expected real estate market. Scrutinizing the mortgages of Cook, who was nominated to the Fed by former President Joe Biden, appears to be the latest way in which Trump and his allies are using novel methods to pressure the central bank to lower interest rates. The president said Wednesday that Cook 'must resign now,' while Pulte claimed his accusations give him 'cause to fire' her. If she were forced out, it would create another opening for Trump to appoint someone who would likely push for more aggressive rate cuts. Pulte said 'anybody can go look at these public documents' from Cook in a CNBC interview Wednesday. He cited four criminal statutes for Attorney General Pam Bondi to probe for potential charges. No charges have been filed and it's not clear whether she will investigate. Ronel Elul, a senior economic adviser and economist at the Philadelphia Fed who co-authored the 2023 report, didn't elaborate beyond what was in the paper when reached for comment. The Fed declined to comment. Cook, in a statement Wednesday, said she has 'no intention of being bullied to step down from my position because of some questions raised in a tweet.' She added that she is 'gathering the accurate information to answer any legitimate questions and provide the facts.' David Joffe, a federal criminal defense attorney in Fort Lauderdale, Florida, said in his experience, occupancy cases are rare. Still, 'like anything else, if you look at it under a microscope you're bound to find something that's wrong,' he said in an interview. Mortgage fraud cases tend to relate to overstating assets and income rather than misstating a primary residence, said Stephen Cazares, a former federal prosecutor who's now a defense lawyer at Foundation Law Group. Those based solely on a home being falsely identified as a primary residence are 'unusual' but 'not unheard of,' he said. They're rare because the theoretical loss to a financial institution is lower in cases based on primary residence, where the lender 'basically got cheated out of a higher interest rate' rather than the value of the home, Cazares said. The Philadelphia Fed report found that about a third of all property investors misrepresent their status as owner-occupants. It found that doing so allowed them to obtain lower interest rates and higher loan-to-value ratios. 'This type of fraud is difficult to detect until long after the mortgage has been originated,' the researchers said in their paper. Cook's mortgages in question were from 2021. Trump's administration has also made mortgage fraud allegations against California Senator Adam Schiff and New York Attorney General Letitia James. Ukrainian President Zelenskiy said late Monday that he came away with a commitment from President Trump to join security guarantees for any peace deal and reserve discussion on territorial swaps with Russia for later. Any resolution to the Russian-Ukrainian war could be bearish for crude prices, as an end to the war could mean allowing Russian crude to trade freely and could lead to an end to sanctions on Russian energy exports. Concern about higher OPEC production is weighing on crude prices after OPEC+ on August 2 endorsed an additional 547,000 bpd increase in its crude production for September 1. OPEC+ is boosting output to reverse the 2-year-long production cut, gradually restoring a total of 2.2 million bpd of production by September 2026. OPEC+ has 1.66 million bpd of supplies that are currently due to remain offline until late 2026. OPEC July crude production fell by -20,000 bpd to 28.31 million bpd. A decline in crude oil held worldwide on tankers is bullish for oil prices. Vortexa reported Monday that crude oil stored on tankers that have been stationary for at least seven days fell by -12% w/w to 82.49 million bbl in the week ended August 15. Last Wednesday's weekly EIA report showed that US crude oil inventories rose +3.04 million bbls to a 2-month high in the week ended August 8. The weekly EIA report showed that (1) US crude oil inventories as of August 8 were -5.1% below the seasonal 5-year average, (2) gasoline inventories were +0.25% above the seasonal 5-year average, and (3) distillate inventories were -15.45% below the 5-year seasonal average. US crude oil production in the week ending August 8 rose by +0.3% y/y to 13.327 million bpd, modestly below the record high of 13.631 million bpd posted in the week of 12/6/2024. Baker Hughes reported last Friday that the number of active US oil rigs in the week ending August 15 was unchanged at 411 rigs, just slightly above the 3.75-year low of 410 rigs from August 1. Over the past 2.5 years, the number of US oil rigs has fallen sharply from the 5.25-year high of 627 rigs reported in December 2022. Postal services operated by Norway, Sweden, Denmark, and Belgium — Posten Bring, PostNord, and bpost — said they will suspend parcel shipments to the US ahead of the end of a customs exemption that allows low-value packages to enter the country duty-free. The conundrum facing postal operators comes as the Trump administration prepares to suspend the " de minimis" exemption starting on August 29. The exemption used to allow international shipments under $800 to cross the border with minimal paperwork and no duties. Now, these shipments will face tariffs, and not every operator can handle the customs declaration paperwork, have a payment mechanism in place, or be responsible for returns should a receiver refuse to pay tariffs. It's unclear when the temporary freeze on shipments will resume. "Due to the short timeframe to adapt to the new specific requirements, PostNord will temporarily halt shipments to the United States and Puerto Rico until a compliant solution has been developed and implemented," wrote the operator owned by the Swedish and Danish governments in a statement on Wednesday. Separately, Posten Bring, Norway's primary postal provider operated by the government, said in a statement that postal services have not been given clear instructions and solutions on how the duties will be paid or who would be responsible for returns. Therefore, Posten Bring sees suspension as the "only option." All three European postal services will suspend shipments starting August 23, which applies to all packages other than letters. This means that if you have a pending purchase that is not shipped by the deadline, your seller may need to cancel your order or arrange alternatives. But even if you're not purchasing from these specific European countries, your shopping options might still dwindle and become more costly. Etsy, the US e-commerce giant and a hub for independent crafters, posted a notice Wednesday that shipping label purchases for Australia Post, Canada Post, Evri, and Royal Mail for US-bound packages will be temporarily suspended starting August 25. Etsy wrote in a statement that these operators are unable to support prepaid duties at the moment, which may result in a large number of rejected packages due to unpaid duties and surprise costs for buyers not listed at checkout. Across social media platforms, many independent sellers based in the UK are also announcing that they can no longer support orders to the US, citing the introduction of an $80 flat fee plus handling charges for using Royal Mail to ship parcels to the US. "We hope to resume shipping as soon as we can, but we really don't want our customers to be hit with an $80+ fee," wrote the Citrine Circle, a UK-based crystal shop, on Instagram. "It feels like the world is getting smaller and smaller."
